الشيوخ يقر خطة الضمان الصحي


اعتبر الرئيس الأميركي باراك أوباما تصديق مجلس الشيوخ على قانون إصلاح نظام الرعاية الصحية "خطوة تاريخية" نحو ما قال إنه "نهاية النضال الذي دام قرنًا تقريبًا لإصلاح هذا النظام".

وتوقع أن يخلق النظام الجديد "مزيدا من الأمن والاستقرار للشعب الأميركي".

وتوجه أوباما إلى الأميركيين قائلا إن "شركات التأمين لن تكون بعد اليوم قادرة على رفض تغطيتكم الصحية على أساس شرط مسبق، ولن تسقط عنكم التغطية عندما تمرضون, ولن يكون عليكم دفع أموال طائلة من جيوبكم الخاصة على علاجات تحتاجون إليها. وسيكون بإمكانكم أن تطعنوا في قرارات غير عادلة من شركات التأمين لدى طرف مستقل".

وأشار إلى أن القانون الجديد يتضمن إجراءات قاسية لمحاسبة قطاع التأمين. وقال إن القانون سيساعد في تقليص العجز في الموازنة بحوالي 1.3 تريليون دولار في العقود المقبلة.

ويوصف القانون كما تقول رويترز, بأنه علامة بارزة في برنامج الرئيس أوباما. كما يعد أكبر تحول في السياسة الصحية يحدث منذ 40 عاما.

وجاءت الموافقة على أساس حزبي بأغلبية 60 صوتا مقابل 39, بعد مشاحنات سياسية استمرت عدة شهور.

كما يمهد الاقتراع على قانون إصلاح نظام الرعاية الصحية بقيمة 871 مليون دولار الطريق لمفاوضات صعبة ستجري في يناير/كانون الثاني مع مجلس النواب الذي وافق على نسخته الخاصة من مشروع القانون في السابع من نوفمبر/ تشرين الثاني التي تحتوي على منهج مختلف للتعامل مع الضرائب والإجهاض ويقترح برنامجا جديدا للتأمين الصحي تديره الحكومة.
