But when the court’s chief prosecutor Luis Moreno-Ocampo requested an arrest warrant in July, he said he had evidence to support charges of war crimes, crimes against humanity and genocide related to a military campaign that “purposefully targeted civilians” and had been “masterminded” by Mr. Bashir. The decision to issue a warrant against him, reached by a panel of judges in The Hague, has been conveyed to the United Nations Secretary General Ban Ki-moon and is expected to be formally announced at the court in the coming days, officials at the United Nations said. Lawyers familiar with the case said the court had already sought to freeze the president’s assets, but had found his possessions to be hidden behind other names. The prosecutor became involved in the case after the Security Council requested him to investigate the conflict in Darfur, where massacres, disease and starvation have led to the death of up to 300,000 people and to the suffering of millions who have been driven from their homes. Although there has been sporadic fighting in Darfur for decades, the conflict significantly intensified in 2003, when rebel groups demanding greater autonomy for the region attacked Sudanese forces. The Arab-led government responded with a ferocious counter-insurgency campaign, which the court’s prosecutor called a genocidal strategy against Darfur’s black African ethnic groups. Relations between the Secretary General and the Sudanese president continue to be strained by Sudanese government actions in Darfur and by Mr. Ban’s refusal to deal with him directly. But on Sunday the two men had an unscheduled encounter at a summit in Ethiopia. Diplomats familiar with the event variously described it as “a stormy meeting” and “a shouting match” in which the Sudanese president vented his anger at the court and the secretary general insisted on his concerns for the safety of United Nations staff and peacekeepers in Sudan. The prospect of an international arrest warrant for Mr. Bashir has already caused a diplomatic storm, with the African Union and members from the Arab League asking the Security Council to exercise its right to postpone any moves against the president for a year, arguing there were still prospects that he might help bring a settlement in Darfur. There is also broad concern that removing Mr. Bashir from power could threaten a landmark peace treaty between the Sudanese government and rebels in the southern part of the country. The treaty was signed in 2005 to end a civil war between the north and south in which 2.2 million people died, far more than in Darfur. Mr. Bashir fought against entrenched members of his own party to approve that peace deal, and it is widely seen as critical to holding the deeply divided country together.

PARIS: The prosecutor at the International Criminal Court formally requested an arrest warrant on Monday for the Sudanese president, Omar Hassan al-Bashir, on charges of genocide and crimes against humanity committed during the past five years of bloodshed in his country's Darfur region.

The action against Bashir marks the first time the International Criminal Court prosecutor has brought genocide charges and has targeted a sitting head of state. The judges may well approve the arrest warrant, having signed all 11 the prosecutor has requested since he took office five years ago.

Announcing the request, the prosecutor, Luis Moreno-Ocampo, said Bashir had "masterminded and implemented" a plan to destroy the three main ethnic groups in Darfur: the Fur, Masalit and Zaghawa.

Using government soldiers and Arab militias, the president "specifically and purposefully targeted civilians" belonging to these groups, killing 35,000 people in attacks on towns and villages.

It said precise charges cited by the judges against Beshir had not been not disclosed. Last year, ICC's chief prosecutor Luis Moreno-Ocampo asked the court for an arrest warrant for Beshir on 10 counts of genocide, crimes against humanity and war crimes in Darfur. The New York Times quoted UN officials as saying the decision on the warrant was communicated to UN chief Ban Ki-moon and was expected to be formally announced at the court in the coming days. But asked to comment on the report, UN deputy spokeswoman Marie Okabe said: "I can confirm that no decision has been received by the Secretary General. We do not anticipate receiving such communication and we do not normally receive such communication." And Japan's UN Ambassador Yukio Takasu, the president of the Security Council this month, said: "The council has not been informed yet." "We have not been told about this but it would not be a surprise to us. It does not concern us," said Sudan's UN Ambassador Abdalmahmood Abdalhaleem Mohamad. Tuesday, Ban urged Khartoum to act "very responsibly" if an arrest warrant is issued for Beshir. The UN chief told a press conference that whatever decision the ICC reaches, "it will be very important for President Beshir and the Sudanese government to react very responsibly and ensure the safety and security" of UN peacekeepers (in Darfur) and protect the human rights of the population." Last week, UN special envoy to Sudan Ashraf Qazi warned that the UN Security Council would have to weigh "potential threats" to the operation of the UN mission in Sudan (UNMIS) and the joint UN-AU mission in Darfur (UNAMID) as a result of the ICC decision. "We have received assurances of protection and cooperation from Sudanese authorities at the highest levels," he noted. "But these assurances have been qualified by warnings about political outrage." In a report issued earlier this month, Ban also voiced concern about remarks by some Sudanese officials suggesting that "Khartoum may redefine its relationship with UNMIS should an arrest warrant be issued against president al-Beshir." In Washington, the Save Darfur Coalition, an alliance of more than 180 US faith-based, advocacy and human rights organizations, said Wednesday that UN member states must not continue "to do business as usual with Beshir once he is an indicted war criminal." "At a minimum, countries should not allow him to travel to their territory and should limit diplomatic interaction with him in Khartoum to efforts to end the crisis in Darfur and bring peace to all of Sudan," it added. And the group said the Sudanese government should be warned that it would be "held responsible for any preemptive or retaliatory action against civilians, humanitarian aid workers, or UN and African Union peacekeeping forces." Sudan rejects the term genocide and says 10,000 people died in the conflict. U.N. officials say at least 2.5 million were left homeless and put the death toll as high as 300,000. An ICC spokeswoman declined to comment, saying the decision was in the hands of the judges. It was not immediately clear whether Bashir had been indicted on all 10 counts of genocide and other war crimes listed by the prosecutor or just some of them. U.N. وبذلك يدخل السودان نفقا مظلما لا يعلم احدنا متي وكيف ينتهي
الا اننا كمواطنين سودانين عليا اجمعين ان نعمل الاتي لتقليل اي خسائر اضافية قد تحدث نتيجة لهذا القرار
اولا:علي الحكومة التعامل بكل مسئولية لتجنيب البلاد مزيدا من الدماء والخسائر
ثانيا:علي الاحزاب السياسية التحلي بروح المسئولية وان تحرص علي توعية محسوبيها بعدم الاصتضام بمنسوبي الحكومة والاجهزة الامنية
ثالثا:علي الحكومة كبح لجام منسوبيها وكافة اجهزتها الامنية والشرطية لعدم التعدي علي ارواح ووممتلكات الشعب
رابعا:علي الاجهزة العدلية والرقابية ان تقوم بدورها لحماية ارواح المواطنين وممتلكات واموال الشعب السوداني
خامسا: علي جميع المواطنين عدم الخروج في مظاهرات ومسيرات مؤيدة او مضادة للقرار لانها غير مجدية وقد تؤدي لتفلتات امنية تقود الي كارثة في الارواح والممتلكات
سادسا:علي الصحافة واجهزة الاعلام الحرة بتمليك الحقائق للشعب وتنويره وتوعيتة حتي لاتقع الكارثة
ارجو ان نعمل في هذا المنبر جميعا معا علي بث الوعي وتقليل الخسائر والمساهمة الايجابية

بخصوص الخبر الذي أوردته النيويورك تايمز والذي تضمن تأكيدها على صدور مذكرة التوقيف .. فقد أفادت – مصادر مطلعة – من داخل أروقة المحكمة الجنائية اليوم .. بنفي صدور تلك المذكرة حتى تاريخه، وأضافت تلك المصادر بأن الكل يتساءل من أين استمدت تلك الصحيفة تلك التكهنات .. مع تأكيد تلك المصادر بأن المحكمة لم ترد بصورة رسمية على ما أوردته صحيفة النيويورك تايمز حتى الآن بيد أنها غير ملزمة بذلك .. وقد رفضت تلك المصادر تقديم أية معلومات حول إمكانية إصدار تلك المذكرة من عدمه .. مع فائق مودتي وتقديري.
