Engaging Sudanese Diasporas in Reconstruction and Development of Sudan

Dear All

First, let me introduce myself to you. My name is Elwthig Kameir, a Sudanese working for the last 6 years with the International Development Research Centre (IDRC), a Canadian Research institution that support development research in the developing world. I am based at IDRC’s Regional Office for North Africa and the Middle East in Cairo, Egypt.

The purpose of my message is to solicit your invaluable input and engage you in a debate, which I am sure will be of great interest for you and all the Sudanese in the Diaspora. I am equally confident that all of you, albeit in different forms and forums, are concerned with the challenges of development and rebuilding of our country as it hopefully emerges from conflict and war to peace and stability.

I have been asked by the UNDP-Sudan to help in designing a UNDP TOKTEN-type program for Sudan, with focus on the South. TOKTEN stands for the “Transfer of Knowledge through Expatriate Nationals”. The idea is to encounter the effects of "brain drain" by bringing back talented expatriate nationals to their home country based on a spirit of volunteerism through widening the participation of the Sudanese people in the reconstruction of their country. It is, therefore, deemed urgent to engage more thoroughly with the Sudanese expatriate community, with particular focus on the highly skilled and qualified professionals in various field of expertise. Thus, UNDP Sudan as part of a national initiative is now trying to put in place and is seeking to implement a mechanism for encouraging Sudanese Expatriates to return to the Sudan to engage in the recovery and reconstruction of the country. The work in question is of great importance for Sudan, particularly now with the anticipation of the conclusion of the Nivasha Peace Agreement very soon.

It would be an invaluable contribution if you could provide me with your thoughts and insights on:

1. The concept of Sudanese professionals engaging in the process of reconstruction in the post-peace era by contributing voluntarily in short-term assignments (3 weeks-one month) to assist in various capacity-building endeavors. (Note that UNDP will cover travel costs and pay the per diem for accommodation and meals, UN rate for Sudan, as well as insurance).

Whoever is willing to volunteer is requested to send his/her resume, indicating field of specialization and preferable area of engagement.

2. Sources of information on the Sudanese expatriate community abroad, including range of expertise available among them, where they are located, type of employment etc.

3. Sources of information of existing networks/databases and professional organizations on which resources we can tap.

4. Options of engaging this community, including advantages and disadvantages of each option.

5. Any thoughts and ideas for making the proposed program a reality is welcome and would be much appreciated and acknowledged.

أولا، دعونى أقدّم نفسي إليكم نفسى الواثق كامير، سودانى و اعمل منذ 6 سنوات مع مركز بحوث التنمية الدولية (IDRC) , و هو معهد بحوث كندي يعمل على دعم و تطوير البحوث في دول العالم النامية. مقرى حاليا في مكتب مركز بحوث التنمية الدولية الإقليمي لشمال أفريقيا والشرق الأوسط في القاهرة، مصر.

إنّ غرض من هذة الرسالة هو اننى اتوسل مساهمتكم الثمينة و نقاشاتكم، و التى أنا متأكّد من انها سوف تكون موضع إهتمام لدى كلّ السودانيين في دول المهجر. أنا على ثقة تامة من ان الجميع هنا، و في كل الأشكال والمنتديات المختلفة، مهتم بتحديات التطوير وإعادة البناء لبلادنا، بينما نحتفظ بالأمل فى ان نرى بلادنا آمنه يعمها السلام و الإستقرار.

طلب منى برنامج الأمم المتحدة للإنماء بالسودان المساعدة في تصميم برنامج الأمم المتحدة للإنماء TOKTEN و التركيز على الجنوب. Tokten اختصار لـ( نقل المعرفة من خلال المواطنين المغتربين). إنّ الفكرة تنصب فى محاولة معرفة تأثير "إستنزاف العقول" بمحاولة إعادة المواطنين المغتربين الموهوبين إلى وطنهم الأمّ مستندين على الروح التطوع من خلال توسيع إشتراك الشعب السوداني في إعادة بناء بلادهم. و لذلك اجد انه من العاجل جدا التواصل مع مجتمع الخبراء السودانيين، مع التركيز على اصحاب المؤهلات العليا و المحترفيين و الخبراء فى كافة المجالات. يعتبر برنامج الأمم المتحدة للإنماء فى السودان جزء من المبادرة الوطنية التى تحاول الآن أن تشجع الخبراء السودانيين للعودة إلى السودان و العمل على تحسن وإعادة بناء بلادهم. إن العمل موضع سؤال ذو أهمية كبيرة للسودان، خصوصا الآن مع اقتراب توقع إتّفاقية سلام نهائية فى نيفاشا.

ستكون مساهمة ثمينة إذا امكنكم أن تزوّدني بأفكاركم وبصائركم على:

1. قدرة الخبراء السودانيين على العمل التطوعى في عملية إعادة البناء في عصر ما بعد السلام بالمساهمة في المهام القصيرة الأمد (3 أسابيع الى شهر واحد) للمساعدة في مساعي بناء القدرة المختلفة. (ملاحظة برناج الأمم المتحدة للإنماء سيغطّي تكاليف السفر و الإسكان و وجبات الطعام، بالإضافة إلى التأمين).

على كل من يرغب فى التطوع ان يرسل او ترسل سيرته او سيرتها الذاتية ، مشيرا إلى مجال الاختصاص والمنطقة المفضلة للعمل.

2. مصادر معلومات عن الخبراء السودانيين من الجاليات السودانية في الخارج، يتضمن ذلك عدد الخبراء المتواجدين بينهم و مواقعهم و نوعية وظائفهم .....الخ

3. مصادر معلومات عن شبكات الحالية او قواعد بيانات او منظمات متخصصة فى نوعية المعلومات المطلوبة حاليا.

4. خيارات تشغل الخبراء، مع بيان حسنات وسيئات كلّ خيار.

5. أيّ أفكار او تخيلات لجعل البرنامج المقترح حقيقة مرحب بها و سوف تكون موضوع تقدير و اعتراف.

مرحبأَ بك وشكراَ علي تنويرك البورد, بهذه الملعومة القيمة, والتي أظن انها علي درجة من الاهمية, ولقد درات حوارات هنا( بهولندا) مع مجموعة من الخبراء والمهتمين, بامستردام, مع مبعوث الامين العام للامم المتحدة(كابيلا) قبل عدة اشهر, ولكن الموضوع والحوار لم يستمر, بسبب انتقال كابيلا من الخرطوم, والذي لم يعد ممثلاَ للامين العام بسبب موقف الحكومة الرافض لكابيلا بالعمل في الخرطوم, لتصريحاته الواضحة في ازمة دارفور, وتسميته لها بالتطهير العرقي.
جميل ان ينفتح الحوار بهذه الكيفية, وبهذا التوسع مع كافة السوادنيين الموجودين بدول المهجر, والشبكة الاسفيرية هذه لقادرة علي تجميع مساهماتهم واراءهم علي وجه السرعة, إن رغبوا في المساهمة في هذا الموضوع الحيوي. اذن فلنستمع للملاحظات.

Dear Dr. Kemeir
The idea sounds good but however still there is a lot to be clarified . For instance , i would appreciate if you could elaborate / clarify the following :

I understood that you are seeking opinions and ideas at this stage rather than direct involvement in any kind of re-constructional or re-habilitation works as there is no clear and final programme is set yet. .

2. We need your plan to what kind of projects in terms of volume or scale and nature : Are we talking here about programs of " development" nature or " humanitarian" , are we talking about the basic infrastructure or re-habilitaion to the already existing constructions/programs??

Who are the professionals we are looking for here : are they engineers , doctors, economists, etc.....??


3. What will be the involvement of the ruling regime on this ?? will IDRC will handle all independently ???

I know some professional associations in the Eastern of saudi Arabia especially engineers who are already discussing on how to contribute to the development of the country after the political conflict is settled and I can approach them when the issue is clear for me.

انا شخصيا افكر فى العودة الى السودان واحداث ثورة مسرحية بين الطلاب والشباب.وانعاش الحركة المسرحية فى جميع انحاء الوطن.مسرح فى كل مدرسة..او حارة او قرية..وعندى تصور"ما بطال" لهذا الفعل الذى لا اشك فى جدواه لنشر الوعى والمعرفه الى جانب اهميته فى نتفيس الطاقات الفنية والذهنية للشباب ..

اعتبر هذه المبادرة من دكتور الواثق كمير بداية تدعوا اصحاب الكفاءات لأن يبتكروا
طرق و وسائل عملية لترسيخ السلام و اعادة بناء الوطن الذي مزقته الحروب و المظالم
و الاستبداد و ضعف النفوس.

اتمني ان يعود صاحب المبادرة موضحا و مجيبا علي استفسارات الاخوة و الاخوات اعلاه

و بحكي أن في بداية عهد انقلاب الانقاذ أن صلاح كرار ذهب الي المنطقة الشرقية في
السعودية حيث يعمل الكثير في مواقع رفيعة في مجالات علوم الارض و البترول في الجوانب
الاكادمية و المهنية،، و في اجتماع حاشد مشحون بالعواطف و المشاعر الوطنية ذهب يحدثهم
عن الثورة و مشاريعها و تجردها و طلب منهم العودة للوطن للاعانة في البناء و التطور
و كان التجاوب عالي الي أن _طبظا_ حين اعلن لهم انه سوف يتم تخفيض الدرجات العلمية
للعائدين عند التوظيف فانفضح امره لهذه العقول الذكية التي كان بامكانها ان تتنازل
من العائد المالي او جله لكن ما هو الداعي للمساس بمكتسباتهم الاكادمية؟

Believe it or not dear Tumader , I was going to ask you the same Q!.

If I understood this post right, what's needed now is ideas on HOW TO make use of the knowledge and expertise of the Sudanese expatriates in developing the country, of course each in his/her own field of knowledge.

I will throw one idea that I had in mind for sometime. In Sudan, and especially in the engineering practice, there is a lack of compliance with the standards usually resulting in fatal consequences. I will give some examples here:

Shambat Bridge: Almost every accident on this bridge results in a car breaking the guardrail and jumping into the Nile. Many lives could have been saved if the standards were observed in the design and construction of this bridge.

Another example: One of our private airlines had about five airplane crashes in less than 18 months and is still operating. If we have safety standards and regulations in place, this company would have been closed long ago and again many lives would have been saved

Sudanese engineers who practice abroad (and certainly many of those inside Sudan) know that almost every engineering process has written standards and ways of making sure that the process is in compliance with those standards. I would say, we need the experience of those engineers to guarantee that every new project is constructed by the standards.
