U.S. Embassy Khartoum 2 hrs · Special Envoy for the Horn of Africa Jeffrey Feltman visited Sudan from October 23 to 24. He met with Prime Minister Abdalla Hamdok and members of the Cabinet, including Minister of Foreign Affairs Miriam Al Mahdi, Minister of Cabinet Affairs Khaled Omer Yousif, and Minister of Finance Jibril Ibrahim; Sovereign Council Chairman Abdel Fattah al-Burhan; General Mohamed Hamdan Dagalo ‘Hemedti’; Governor of Darfur Minni Minawi; the Forces of Freedom and Change; and civic activists. Special Envoy Feltman expressed the United States’ commitment to supporting Sudan’s transition to democracy. He also underscored that U.S. support depends on Sudan’s leaders adhering to the agreed transitional order as established in the 2019 Constitutional Declaration and the 2020 Juba Peace Agreement. The Special Envoy urged the transitional government to heed the expressed desires of the Sudanese people for democracy and to work cooperatively to implement key transitional benchmarks on clear timelines, including establishing the Transitional Legislative Council; agreeing on the date to transfer the chair of the Sovereign Council to a civilian; initiating a process to reform the security sector; establishing a framework for elections; and reconstituting the Constitutional Court and establishing mechanisms for transitional justice.
