مذكرات قوى المعارضة في أتاوا-كندا بشأن دارفور

    قدمت قوى المعارضة في العاصمة الكندية أتاوا ثلاث مذكرات
    صباح يوم الجمعة 23-07-2004 حول الوضع في دارفور.
    المذكرة الاولي المعنونة لرئيس جمهورية السودان بواسطة
    السفارة السودانية تم تقديمها في حوالي العاشرة صباحا
    للسيد موطف الاستقبال بالسفارة حيث تهرب المسؤول بالسفارة
    واسمه محمد عبدالله من مقابلة الوفد مما اعتبره الوفد رفضا
    لمقابلتهم و تأكيدا من السيد محمد عبدالله لنهج نطام الجبهة
    و أتباعه في احتقار الرأي الاخر والاستهانة باراء المواطنين
    السودانيين حول قضايا الوطن.
    بعد ذلك قامت المجموعة الممثلة لقوى المعارصة بتقديم مذكرة
    للسيد وزير الخارجية الكندي و أخرى للسيدة وزيرة التعاون الدولي.
    أدناه نصوص المذكرات:

    نتقدم اليكم بهذه المذكرة بوصفنا مواطنين سودانيين يهمهم ما يجري في دارفور وعلاقته بالوضع السياسي العام في السودان و بسياسات العنف والقهر و الابادة التي هي من ثوابت نظام الانقاذ منذ لحظة استيلائه غير المشروع على السلطة في البلاد.
    نشير أولا الى أننا نقف متضامنين مع أهلنا في دارفور في نضالهم من أجل حقوقهم المشروعة ومع كل الشعب السوداني في نضاله الدؤوب ضد الظلم و الدكتاتورية.
    ونشير ثانيا الى قناعتنا التامة بأن الأزمة الحالية في دارفور هي نتاج منطقى لممارسات سلطة الانقاذ التي هضمت الحقوق المشروعة للشعب السوداني و أدخلت العنف كمكون مؤسسي أصيل في تركيبة النظام و ما تسليح و تعبئة عصابات الجنجويد من قبل النظام الا أحد الوجوه السافرة لهذه السياسات.
    لقد مست سياسات نظام الانقاذ بالسوء أكثر من ثلث سكان دارفور و الحقائق التي لايزال النظام ينكرها حتى اللحظة أصبحت مكشوفة للرأي العام داخل و خارج السودان. فلن يستطيع اعلام النظام و لا دبلوماسيته اخفاء حقائق التطهير العرقي و الابادة الجماعية
    والازاحة و الاجبار على اللجوء لدولة الجوار وكل الممارسات المخجلة التي وصلت حد الاعتداء على الأعراض و قتل العزل و حتى الاعتداء على دور العبادة بحجة ( ايوائها للمتمردين).هذه الممارسات لم تكن يوما في عرف الشعب السوداني الأصيل المعتز بكرامته.
    ان أزمة دارفور هي أزمة الوطن في شمولها وهي أزمة سياسية في المقام الأول و لا يمكن فهمها أو حلها جذريا بمعزل عن هذا الاطار الشامل. و جذور هذه الأزمة تكمن في وجود نظام الانقاذ نفسه و ما يحدث الأّن هو نتاج لسياسات القهر و اضطهاد الانسان و حرمانه من حقوقه الاساسية و لسياسات التمييز و التطهير العرقي و الديني و نهب ثروات الأقاليم المهمشة و استغلال أهلها وتكريس العنف كطريق وحيد للتعامل السياسي.
    اننا نرفض رفضا باتا محاولات النظام المستميتة لاختزال أزمة دارفور و تبسيطها و عزلها عن الأزمة السياسية العامة. ان أزمة دارفور ليست كما يدعي النظام مجرد قضية اقليمية- محلية لا تتجاوز مفردات النهب المسلح و الانفلات الأمني و الاحتكاكات القبلية بين رعاة ومزارعين. هذا التضليل لم يعد ينطلى على فطنة الشعب السوداني و أصبح الان مكشوفا للرأي العام السوداني والعالمي على حد سواء.
    اننا نرفض سياسات المراوغة و التضليل و الاختزال و التبسيط و نرفض الحلول الجزئية الهشة التي يمكن للنظام أن يتملص منها كما أعتاد أن يفعل عبر السنين. اننا نطالب في المقابل بحل سياسي شامل يرتكز على هدم سياسات القهر والابادة و يعتمد على احلال الديمقراطية و العدل واحترام حقوق الانسان في مجملها و لن يأتي هذا الحل الجذري الا بمشاركة الشعب السوداني برجاله و نسائه و أقاليمه و أحزابه و أعراقه وأديانه و ثقافاته ومنظماته المدنية دون عزل أو تهميش.
    اننا ومن منطلق حرصنا على احلال واشاعة السلام و الديمقراطية و الاستقرار في دارفور وفي كل أجزاء الوطن نطالبكم بالاتي و فورا و دون مراوغة أو مزايدة:
    1- قبول سلطة الانقاذ لمبدأ الحوار و الحل السلمي و التفاوض مع جبهات التحرير في دارفور دون شروط من أجل التوصل لحل سلمي شامل و بوساطة و اشراف المجتمع الدولي و الاتحاد الأفريقي على وجه الخصوص.
    2- تجريد مليشيات الجنجويد من أسلحتها و تسريحها و تحديد حركة عناصرها و ليس استيعابها في أجهزة الجيش و الشرطة كما يحاول النظام في الاونة الأخيرة و كأنه سيخدع العالم.
    3- التحقيق الفوري من قبل جهات محايدة في كل ما ارتكب من اشاعة للذعر و ارهاب و تطهير عرقي و استباحة للأعراض على أن يشمل هذا التحقيق الجنجويد وكذلك المسؤولين في النظام اقليميا و مركزيا.
    4- اعادة توطين النازحين و اللاجئين في مناطقهم الأصلية و منحهم تعويضات مناسبة و توفير احتياجات الاستقرار لهم من أمن و ماء و خدمات.
    5- اعادة الممتلكات التي نهبتها عصابات الجنجويد الى أهلها و اجلاء الجنجويد و أتباعهم عن كل الأراضي و المناطق التي استولوا عليها بعد قتل و طرد أهلها الأصليين.
    6- تسريح و تجريد قوات الدفاع الشعبي ( الوجه الاخر للجنجويد) و كل أشكال المليشيات التي شكلها النظام كأذرع لتنفيذ سياساته القهرية.
    7- ازالة كل المعوقات أمام انسياب الاغاثة العاجلة للمواطنين اللاجئين و النازحين.
    8- اطلاق سراح كل المحتجزين السياسيين و أسرى الحرب دون استثناء و التحقيق في حالات التعذيب و المعاملة الفظة غير الانسانية.
    9- صياغة و تنفيذ خطط اسعافية عاجلة للاقليم بمشاركة و اسعة لأهل دارفور أنفسهم و تحت اشراف دولي و اقليمي.
    اننا اذ نؤكد أهلية الشعب السوداني للتصدي لمشاكله سلميا نرى أن نظامكم باصراره على القهر و العنف و الحلول العسكرية هو الذي أدى لتفاقم و تدويل الأزمة و عليه أن يكون اخرالمتباكين على استقلال الوطن و سيادته.
    اننا اذ نثمن عاليا استجابة المجتمع الدولي للأزمة الانسانية في دارفور وسعيه الدؤوب نحو ايجاد حل سلمي ديمقراطي لها لا نرى ما يشير حتى هذه اللحظة الى أي استعداد جدي من جهة نظاكم لايجاد حلول جذرية للأزمة و لحقن الدماء ووضع حد لمأساة العصر التي لم تكن الا من صنع سلطة الانقاذ نفسها.
    ختاما نحيي نضال شعب دارفور من أجل حقوقه المسلوبة ونضال كل الشعب السوداني من أجل سودان ديمقراطي تعددي ينعم فيه الجميع بالعدل و المساواة.

    The current catastrophe in Darfur region, Sudan, has been widely described as one of the worst political and humanitarian disasters in the last few decades. According to the UN, Amnesty International and many other credible international organizations, out of the 7 million people inhabiting Darfur region at least 2.2 million have been directly affected by the current crisis. An estimated 30,000 citizens have been killed, thousands of women have been raped, almost 200,000 are now suffering in refugee camps in neighboring Chad, and over 1.2 million have become internally-displaced people (IDP). These horrifying figures are the outcome of a well orchestrated mass-scale genocide and ethnic cleansing for which the ruling fundamentalist and authoritarian regime in Sudan should be held
    .fully responsible

    The Darfur situation is a deep-rooted political crisis rather than a temporary humanitarian one-the latter is but an outcome of the former. The ruling regime in Khartoum is still insisting on attributing the current situation to lawlessness, local-level disputes, armed bandits and foreign infiltration. However, the reality is that the crisis was created by the regime itself through its policies of brutality, atrocities, suppression, ethno-religious fundamentalism, genocide and ethnic cleansing, and arming and mobilizing of some groups against others. Violence has been fully institutionalized by the regime and it became an integral part of it. The regime has consistently believed that military solutions and ethnic cleansing in Darfur –as before it in the South, the Nuba and the Southern Blue Nile regions- are the only option despite its continuous obvious failure. Although we do welcome the recently adopted measures –thanks to international pressure- we do think that these measures have totally missed the real point and focused on the symptoms of the crisis rather than its political roots and the regime’s policies. The regime should admit that the people of Darfur have legitimate political, economic and cultural rights and they have been marginalized long enough. And accordingly any solution to the crisis should fully involve the people of Darfur and should explicitly address and reflect
    .their legitimate rights and ambitions

    We, the undersigned, believe that the response to the current humanitarian crisis and the efforts to resolve the political crisis behind it should go in parallel. While we do urgently call on the international community to continue and further extend its humanitarian support to the people of Darfur, we at the same time ask for increasing pressures on the Khartoum regime to admit the political nature of the crisis and its responsibility for it by accepting a political solution. We call for an internationally-sponsored comprehensive political settlement for the crisis in Darfur and in the whole country based on wide popular participation; the restoration of genuine democracy and pluralism; abolition of discriminatory fundamentalist policies; full respect of human rights as specified in international conventions; personal safety and all socio-political freedoms; respect of ethnic, religious and cultural diversity; social and economic equity; and even and
    .sustainable regional development

    We, the undersigned, call for instant and tough pressure on the Khartoum regime to (i) immediately negotiate a comprehensive peace accord with the resistance movements in Darfur with no prior conditions and under the IGAD and the African Union’s supervision, (ii) release all political detainees and prisoners of war, (iii) remove all restrictions to facilitate easy flow and delivery of humanitarian assistance, (iv) disarm and demobilize the regime-sponsored Janjaweed militias, (v) reverse the effects of ethnic cleansing, (vi) disarm and demobilize the so-called Popular Defense Forces which have committed well documented atrocities; (vii) thoroughly investigate and put to trial (under international supervision) not only the Janjaweed leaders but all those in regional and central power echelons who created, armed, funded and supervised the militias, (viii) resettle the refugees and the displaced with appropriate damage compensation and the provision of necessary resources, and (ix) retrieve and return all land and properties seized by the Janjaweed groups to its original owners. In the long-term we do urge the international community to help design and support a peace building and post-conflict reconstruction strategy based on full community participation, environmental rehabilitation, equitable access to natural resources, and provision of necessary infrastructure including water supply, producer credit, seeds, and social services. We should emphasize here that, given our deep and justifiable distrust of the regime, we would ask for a full and systematic regional (the African Union and IGAD) and international involvement in supervising and monitoring the implementation of the above urgent measures
    .along with the normal peacekeeping tasks

    We, as Sudanese living in Canada (convention refugees, landed immigrants and Canadian citizens), specifically call on Government of Canada to exert pressure by all means on the regime in Khartoum to act in response to the will of the Sudanese people and the international community. We take this opportunity to express our appreciation of the instant Canadian response to the humanitarian crisis in Darfur and its pledge of generous support. We do believe that Canada with its unique foreign policy record and consistent commitment to human rights has a unique and vital role to play both bilaterally and through international forums and institutions. Canada with its genuine commitment to and leading role in international peace building can substantially contribute to peace, democracy, post-conflict reconstruction, and to equitable and sustainable
    .development in Darfur and the whole of Sudan
