Sudan Accused of Chemical Attacks on Civilians

Sudan's military has been accused of employing chemical warfare agents against noncombatants in June amid clashes with South Sudanese forces in the South Kordofan area, weeks before South Sudan gained formal independence, a U.N. office said in a document issued on Monday (see GSN, Jan. 5, 2006).
The U.N. Office of the High Commissioner for Human Rights described claims that Sudanese troops killed captives suspected of being tied to the Sudan People's Liberation Movement -- now a political and military entity in South Sudan -- and conducted haphazard air raids that caused nonmilitary deaths in South Kordofan, a territory north of the boundary now dividing the two African states, the Associated Press reported. South Sudan became independent on July 9, following a January referendum (Associated Press/Google News, Aug. 15).
The human rights office of the U.N. Missions in Sudan on June 22 "received unconfirmed reports on the use of chemical weapons by the [Sudanese armed forces] against civilians on [June 12] in Julud, Shivi village and Salara areas, following aerial assaults on the town and mountains where civilians had reportedly been seeking refuge," the report says (U.N. Office of the High Commissioner for Human Rights report, August 2011).
The document calls for a comprehensive investigation of the allegations, AP reported.
"This is a preliminary report produced under very challenging circumstances and with very limited access to affected areas," U.N. High Commissioner for Human Rights Navi Pillay said in a press release. "However what it suggests has been happening in Southern Kordofan is so serious that it is essential there is an independent, thorough and objective inquiry with the aim of holding perpetrators to account."
The United Nations stated: "The violations described in this report (...) if substantiated, may constitute war crimes and crimes against humanity" (Associated Press).
