Quote: Memorandum to the Sudanese Presidential Foundation A. We the undersigned Sudanese citizens; hereby refuse the results of the general elections that was conducted in Sudan during the period from 11th – 15th April 2010,because it was conducted under non-democratic environment, and hence it was lacking transparency, freedom and honesty , since it was totally controlled by the governing party, i.e National Congress Party (NCP), and moreover it was accomplished under laws tat was totally unconformable with the Sudan transitory constitution 2005,administrated by an election commission that is clearly biased to the NCP, all of which encourage most of the Sudanese opposition political parties and many Sudanese people, inside and out side the country to boycott the whole election procedure. Even those who participated in the procedure, except the NCP, and its members, did so trying to prove and expose the election's lack of transparency and the simplest known democratic standards. B. Therefore, we here by would like to declare that ; we do not recognize this elections and its results , and consequently any events or actions that may occur on the bases of it, including the formation of a new government or new national and/or local legislative bodies, which shall be responsible for completing the process and terms of the Sudanese CPA, because we believe that, this should be the responsibility of Sudanese people represented by their political parties and civil organizations, because it is a delicate and critical matter. C. Based on what we stated above; we demand you to issue a decree canceling the electoral process, that has been conducted during the mentioned period, and all its resultants, and thus forming a national transitory government, agreed upon by all Sudanese political factions. D. The above suggested National Transitory Government (NTG) shall be responsible of performing the following duties: 1. Canceling all "Freedom binding laws", especially ; National security law", and the "Criminal & Procedural law" 2. To revise and amend the laws of; Constitutional court, political parties, elections trade unions, occupation & professions unions, and journalism and press laws. 3. To complete and accomplish the remaining terms and rights of the Sudanese CPA. 4. To form a new National Elections Commission (NEC), that should be consisted of truly independent personnel's as possible as can. 5. To grant the Sudanese citizens whom are living abroad , the right to participate in electing their representatives in the legislative bodies in the constituents of women's lists and political parties lists. 6. To organize a new national census inside on outside Sudan, which should be supervised by national and international trusted bodies, and making sure that all Sudanese people abroad are been counted for, by registering them in a scientific manner to complete their required documents, to ensure their ability to participate in any elections. 7. To conduct a new voters registration program and to establish new electoral constituents allocation on accordance to the results of the above mentioned national census. 8. To arrange, organize, and closely supervise a free, honest, and transparent general national election (GNE), to the point that it should lead to establishment of an elected executive and legislative authorities, that shall be performing their duties under the observation of the people. 9. To establish a national commission for media facilities, which shall be consisted of representative of deferent political factions and organizations, and to be fully responsible of the national media supervision. 10. To utilize a good deal of countries resources towards making national unity a better and attractive choice to the people of southern Sudan, and to solve Darfurian crises, and the crises in the eastern region, and that of politically sacked employees, and to make justice for people who have been affected with the construction of national dams. 11. To coordinate with the government of southern Sudan (GOSS) in conducting and supervising a free and fair self-determination referendum process when the time comes, and to discuss with (SPLM) and (GOSS) the possibility of postponing it until the establishment of a proper democratic, social, economical, and political environment.
