 Highlights of UN resolution on Darfur
|
Following are highlights of the resolution adopted by a 13-0
vote, with China and Pakistan abstaining.
-- Demands Sudan "disarm the Janjaweed militias and apprehend and bring to justice Janjaweed leaders and their associates" responsible for atrocities. U.N. Secretary-General Kofi Annan is to report on compliance within 30 days.
-- The council "expresses its intention to consider further actions "including measures provided for in Article 41 of the (U.N.) Charter" against Khartoum in the event of noncompliance. Article 41 allows for the "interruption" of economic, transport, communications or diplomatic measures, the only section of the Charter that speaks of sanctions.
-- Imposes an arms embargo on "all non-governmental entities and individuals, including the Janjaweed, in Darfur" as well as any military technical training or assistance.
-- Extends a special U.N. mission to plan for peacekeepers in southern Sudan to Dec. 21, and asks the United Nations to incorporate "contingency planning for the Darfur region."
-- Encourages the special U.N. representative for Sudan and the Human Rights Commission to work with Khartoum on an independent investigation of crimes in Darfur
-- Asks U.N. Secretary-General Kofi Annan to help and augment the African Union monitoring mission in Darfur.
-- Condemns abuses by the civilians, particularly by the Janjaweed, including "indiscriminate attacks on civilians, rapes, forced displacements, and acts of violence especially those with an ethnic dimension."
