Intimidation and attacks on Civilians in Darfur



Since 1 June 2004, the armed forces have intimidated and terrorised civilians in several villages east and south east of Nyala, southern Darfur state. The armed forces used Antonov aircrafts to bomb randomly in the villages and flies very low near the population's homes, who are predominantly Dajo and Zaghawa, causing fear amongst them of further attacks forcing many of them to begin leaving their villages. This is further exacerbated by armed militias, Janjaweed, presence around their villages in camps in fear of an attack by them at any time. The villages that have been subjected to terrorisation are as the follows:

13. Adan Barid

In a separate incident, on 6 June 2004, the armed forces and the Janjaweed burnt and destroyed sixteen (16) villages and robbed four (4) other villages; they have reportedly killed at least 27 civilian people, 19 persons, including one child, have been named as follows:

The villages that were robbed are as follows:

The attacks were under leaderships of:



Mohamed Suleiman, from Iragat tribe, lives in Alaba village
Farouqh Hamid Asad, from Messayrea tribe, lives in Ta'aisha
Zuombou Harat, from Arab tribe


It has been alleged that these forces have also prevented the population in Magala and Abu Odam to reach the wells to get water for drinking and positioned some soldiers as guards in land cruisers with heavy weaponry (doshka) around the wells. This is causing considerable concern as people are suffering with thirst, particularly the children.





SOAT condemns these attacks and intimidation on civilians and urges the Government of Sudan to:



Stop all attacks against civilians
Abide by the ceasefire agreement
Guarantee respect for human rights and fundamental freedoms throughout the country in accordance with national laws and international human rights standards, and conform to all recommendations made by the Human Rights Committee.

حول نشر مراقبى وقف اطلاق النار فى دارفور




ان وزارة الخارجية اذ تعيد التأكيد علي التزام حكومة السودان بالعمل على ارساء سلام شامل فى دارفور تود ان تؤكد حرص الحكومة على توفير كل الظروف التى تحفظ الامن والاستقرار فى المنطقة . وفى هذا الاطار فقد قامت الحكومة بأتخاذ الخطوات التالية : -

1- دعماً وانفاذاً لاتفاق وقف اطلاق النار الذى تم التوصل اليه فى انجمينا فى ابريل 2004م وقعت الحكومة مع حركة تحرير السودان وحركة العدل والمساواة على الاتفاق الخاص بأنشاء لجنة وقف اطلاق النار ونشر المراقبين فى دارفور وذلك باديس ابابا بتاريخ 28/مايو 2004م ، كما وقعت على الاتفاق الخاص بالترتيبات الخاصة بانشاء وعمل لجنة وقف اطلاق النار فى دارفور وذلك بتاريخ 30/مايو 2004م ، وذلك حرصاً منها علي توفير مزيد من الأمن والطمأنينة وبناء الثقة .

ان الحكومة اذ تؤكد عزمها الصادق على الالتزام بهذه الاتفاقيات تأمل ان تلتزم الاطراف الاخرى بما يترتب عليها فى هذه الاتفاقيات على اساس حسن النية والالتزام العملى .

2- تود الحكومة ان تؤكد حرصها على التعاون مع لجنة وقف اطلاق النار والتزامها بتيسير عمل مجموعات المراقبة بكل الوسائل الممكنة لضمان تثبيت وتحقيق ونجاح وقف اطلاق النار حتى يتسنى توفير الامن والاستقرار فى كافة انحاء دارفور للقضاء على معاناة المواطنين ولضمان خلق المناخ الملائم للوصول للحل السلمى .

3- تود وزارة الخارجية ان تؤكد التزام الحكومة التام بحماية المواطنين وصون ممتلكاتهم وحقوقهم وتوفير كامل الطمأنينة لهم وسيتم فى هذا الخصوص اتخاذ الخطوات اللازمة لتدعيم وجود وإمكانات الشرطة والاجهزة العدلية فى ولايات دارفور للقيام بدورها فى حفظ الامن والنظام وفرض سيادة القانون بافضل الوجوه .

4- انطلاقاً من هذا الالتزام تؤكد الحكومة انها لن تتردد فى مواجهة ومحاسبة كل من يخرق اتفاقية وقف اطلاق النار وكل من يهدد امن المواطنين وسلامتهم او يتورط فى اي عمل او تصرف يمكن ان يمس الامن والطمأنينة فى المنطقة و ستعمل كافة الاجهزة الامنية بما فيها قوات الشرطة والنيابات على القيام بكل مسؤولياتها فى هذا الشأن . تؤكد الحكومة انه لن يكون مسموحاً لاى فرد او مجموعة اياً كانت بالتعدى على سيادة القانون او تهديد الامن والنظام باى صورة من الصور . وستحرص الحكومة على تطبيق القانون بصورة حاسمة وعادله ولن تسمح باى تجاوزات في هذا الشأن . وبالمقابل فان الحكومة لن تتهاون فى القيام بواجبها السيادى فى بسط الامن ووقف اى محاولات من جانب الطرف الآخر لاستغلال الاتفاقية والسعى لتهديد امن المواطنين .

تأمل الحكومة ان يؤدى نجاح الاجراءات والخطوات التى اتخذتها الى ترسيخ الامن والاستقرار فى دارفور بما يمهد للوصول الى الحل السياسى السلمى فى أقرب وقت
