Urgent Appeal
Horrendous human rights situation for the political asylum seekers in Egypt
Appeal to the UNHCR Geneva Office and the UNCHR Middle East and North Africa bureau at Cairo to resolve the issue
The Sudanese Canadian Human Rights Organization and other human rights activists around the globe have been closely following the disturbing and sad news of the Sudanese asylum seekers who have been camping in front of the UNCHR Cairo office, since October 1st 2005 in protest of the current UNHCR policies which they deem violating their refugee and human rights.

Thousands of files of Sudanese refugee claimants have been closed. A UNHCR report (UNHCR, 2003b) indicated that as of June 1st, 2004, UNHCR Cairo office has stopped registering all Sudanese asylum seekers for Refugee Status Determination (RSD) interviews, and they are only provided with temporary protection which denies them basic services that UNHCR is mandated to provide. Hence, the Sudanese refugee claimants are suffering homelessness, lack of health care and schooling for their children and right to employment. We also want to refer the unprofessional and unbecoming treatment of the asylum seekers including accessibility of the UNHCR offices.

The asylum seekers argue that they are becoming target of racism and bigotry and smear campaigns waged by some Egyptian media. Human Rights Watch’s report that the intake sheet at the Maadi police station was headed, in Arabic, “Operation Track Down Blacks.” Hundreds are locked up in local police stations and many others have been missing. One example is Karrar Ali Ahmed, the president of the Beja Conference Office in Cairo who has been missing since the end of September 2005. .

The voluntary repatriation option, which is based on the assumption that the signage of the recent peace agreement and the formation of the new government has resulted in improvement of the human rights situation in Sudan, is unfounded. The human rights abuses by all parties to the conflict in Darfur, for instance, are reportedly abundant. Other examples include the recent restriction on the travel of the leader of the National Democratic Alliance, Abderahman Saeed, who is listed as criminal wanted by the Interpol (International Criminal Police Organization – ICPO).





We Appeal to the Canadian government to:

· Proactively look into the situation of the Sudanese asylum seekers by considering the complex transitional human rights situation in Sudan, especially the fact that millions of Sudanese refugees are fleeing Darfur to safe havens; and
· Consider resettlement in Canada of all credible refugees in Egypt.

The situation of Sudanese refugees in Cairo is really crtitical:they are living in limbo where they are neither refugees nor citizens, the UNCR does not help them regardless of whether they are recognized or not recognized, they pay rent twice or three times as higher than Egyptians, the areas where they live are often raided by police to arrest them, in the streets they are overwhelmed by racial slurs such as samara whunga, shakshuka and so forth. Sudanese are the cheapest humans in Egypt. What I have stated is only part of the huge dilemma in which these Sudanese live. All in all they are sentenced to slow death. I therefore urge all Sudanese eveywhere in the world to rally in front Egyptian embassies throughout the world on one day to teach Egyptian government that Sudanese are humans and not objects as Mubarek and his cabinet might think. There is no doubt that Egypt is implementing NIF government's agenda of destruction
