Crashed helicopter’s black box recovered in southern Sudan

KAMPALA, Aug 5, 2005 (The Daily Monitor) —

Aviation experts have recovered the voice recorder (black box) of the presidential helicopter in which the Sudanese First Vice-President Lt-Gen John Garang, died last weekend.

The experts including three Ugandans, a team from the Sudan Aviation Authority and Kenya, recovered the black box from near the scene of the crash.

They are currently studying the equipment to ascertain the mechanical condition of the aircraft before it came down in the southern Sudan mountain ranges.

The accident probe team will use the black box, a vital tool in the investigation of plane accidents, to establish what happened in the last moments before the helicopter ploughed into a mountain near New Site.

The Ugandan team, led by Ahmed Busulwa-Sebuliba, a principal airworthiness surveyor with the Civil Aviation Authority (CAA), flew back yesterday. It was reported to have briefed CAA about its preliminary findings.

Others on the team are Barry Kashambo, a senior airworthiness surveyor with CAA and Maj Pascal Mangeni, a flight engineer with the Uganda People’s Defence Forces Air Force.

It is yet to be established whether the black box is to be flown to the helicopter manufacturers in Belarus for further investigations or the inquiries are to be completed in the Sudan.

Meanwhile, Internal Affairs Minister Ruhakana Rugunda also flew to Sudan with a team of forensic experts in an effort to beef up the investigation.

قال الرئيس الأوغندي يوري موسيفيني إن تحطم المروحية التي كانت تقل جون قرنق النائب الأول للرئيس السوداني "قد يكون حادثا وقد يكون أي شيئا آخر".

وقال موسيفيني الذي كان يحضر مراسم تشييع جثمان قرنق في مدينة ياي بجنوب السودان أمام مئات السودانيين إن "الطائرة كانت مجهزة بشكل جيد فهي كانت مروحيتي".

وأضاف موسيفيني "إما أن قائد الطائرة ارتعب, أو كانت هناك رياح أو خلل في الأجهزة أو أن الأمر يتعلق بعامل خارجي", قائلا إنه يأخذ بالحسبان كل الاحتمالات وإنه تقرر تشكيل لجنة تحقيق دولية في السودان مؤلفة من أوغندا وكينيا والولايات المتحدة وكندا وروسيا.

وكانت صحف أوغندية ذكرت أن بعض الأيادي "عبثت بالطائرة الرئاسية" في محاولة لقتل الرئيس الأوغندي, متهمة دولة مجاورة هي رواندا بأن لها عملاء في سلاح الجو الأوغندي.

غير أن وزير التعاون الدولي الأوغندي وصف التقارير بالغبية, مشيرا إلى أن موسيفيني استقل المروحية ذاتها في اليوم نفسه لحضور زواج كما سافر بها إلى عدة مناطق في أوغندا في الأيام الأخيرة.

أما الحركة الشعبية لتحرير السودان فقد تراجعت عن تأييد الرواية الرسمية للحادث وأعلنت تأييد لجنة تحقيق من الحكومة والحركة, بعد أن ظهر أن حطام الطائرة تناثر على مساحة واسعة, مما قد يؤشر على أنها لم ترتطم بمرتفعات جبلية في ظروف رؤية سيئة.


فرضية الانفجار

ولم يستبعد بعض الخبراء فرضية الانفجار إما من الداخل أو نتيجة إصابة بصاروخ.

ولو تعلق الأمر بالاحتمال الأول فإن أجساد راكبيها تتمزق حسب خبراء، لكن جثث ركاب طائرة قرنق عثر عليها دون تشويه كبير وأمكن التعرف عليها جميعا.

ومع ذلك فإن فرضية الخلل الفني ما زالت قائما خاصة أن مروحية موسيفيني أرسلت بداية العام الحالي إلى روسيا البيضاء من أجل الصيانة.

كما أن المنطقة التي تحطمت فيها المروحية منطقة ينشط فيها جيش الرب الأوغندي المعارض الذي يشن هجماته من داخل الأراضي السودانية, وكان قرنق توعد بطرده في غضون ثلاثة أشهر من السودان.

جثمان قرنق
وقد وصل جثمان قرنق مدينة ياي قادما من رومبيك بعد أن عرض في ولاية الكرمك في أعالي النيل, على أن يشيع غدا في جوبا التي اختيرت لرمزيتها بعد أن استعصت لأكثر من 20 سنة على قوات الحركة الشعبية لتحرير السودان.

وقد عين الرئيس السوداني عمر البشير نائب جون قرنق في الحركة الشعبية سيلفا كير نائبا أول له ورئيسا لحكومة جنوب السودان على أن يؤدي اليمين الدستورية الأسبوع القادم, في وقت عاد فيه الهدوء بعد ثلاثة أيام من العنف خلفت مقتل 130 وجرح 740 في شمال السودان وجنوبه.

وقد دفعت عودة الهدوء ولاية الخرطوم إلى تقليص حظر التجول بخمسة ساعات, ليصبح من الحادية عشرة ليلا إلى السادسة صباحا, لكن قوات الجيش والشرطة واصلت انتشارها في العاصمة وكافة المدن بما فيها جوبا.

Museveni says Garang death unclear, as Kiir declines to comment

Some people say accident, it may be an accident, it may be something else," President Yoweri Museveni said, becoming the first official of any government to publicly suggest last Saturday’s crash may have been the result of foul play.

"The (helicopter) was very well equipped, this was my (helicopter) the one I am flying all the time, I am not ruling anything out," he said, noting that an international panel of experts had been appointed to look into the crash.

"Either the pilot panicked, either there was some side wind or the instruments failed or there was an external factor," Museveni told southern Sudanese mourners in the town of Yei where Garang’s body was brought ahead of his Saturday funeral in Juba.

"The inquiry will look at all possibilities," he said. His comments were met with stony silence from the crowd, which had earlier greeted the arrival of Garang’s coffin with wailing, ululation and prayer.

Garang’s successor as chief of the Sudan People’s Liberation Movement/Army (SPLM/A), Salva Kiir, declined to comment on the specifics of Museveni’s remarks but said the group was eager to hear the results of the probe.

"All options are open and cannot be ruled out," Kiir told reporters after telling the mourners to reject the violence that has engulfed parts of Sudan since Garang’s death and urging them to hold to their ex-leader’s vision for peace.

"Let us follow the footsteps of our leader," he told the crowd.

"This is not the time for rioting," Kiir said, blaming unspecified opponents of peace for wanting "to provoke a situation that would lead us back to war."

SPLM/A spokesman Pagan Amun told AFP in Khartoum: "We don’t have anything to suggest it was caused by sabotage.

"We do not want to prejudice the investigation simply because we do not know. People should not rush to conclusions."

Garang and 13 others died when Museveni’s presidential Mi-172 helicopter went down in the mountains of southern Sudan, sparking days of violence in Khartoum and the south that saw 130 were killed and hundreds wounded.

His death and the subsequent rioting also raised fears of the unraveling of the landmark January peace deal he signed with Khartoum that ended Sudan’s 21-year north-south civil war.

However, relative calm returned to the streets of Khartoum on Friday as shop-owners re-opened for business amid a noticeably lower security presence.

Many southerners believe that Garang was somehow assassinated and have refused to believe the initial insistence of Ugandan, Sudanese and other officials that the helicopter went down because of poor weather.

Museveni did not elaborate on what he meant by "external factor" but there has been widespread speculation in southern Sudan that the chopper may have been somehow sabotaged or shot down.

However, until Friday officials in Khartoum and Kampala, members of the SPLM/A leadership and Garang’s widow, Rebecca, had all dismissed such possibilities and maintained the crash was accidental.

In a bid to quell the speculation and restore calm, Sudanese President Omar el-Beshir announced on Wednesday that a formal inquiry into the incident would be conducted.

Museveni said Friday that aviation experts from Uganda, Kenya, the United States, Britain and Russia would join the investigation.

His comments came as thousands of southern Sudanese volunteers descended on a former military training ground in Juba to help prepare Garang’s burial site ahead of his funeral on Saturday that is expected to draw some 500,000 people.

Weeping women, stoic men and curious children converged on the site near the state parliament where frantic construction was underway on a mausoleum to hold Garang’s remains.

A small group of UN peacekeepers, deployed in Juba after Garang signed the pact with the government in Khartoum, assisted the volunteers with heavy equipment as several women fainted in the extreme heat.

In accordance with Dinka tribal tradition, one of Garang’s sons, Chol, a 25-year-old fine arts student in Britain, dug up the first chunk of earth where his father will be laid to rest.

"It is a shock, it seems like a dream," he told reporters of his father’s sudden death, news of which sparked several days of deadly clashes between northern and southern Sudanese in Juba, the southern town of Malakal and Khartoum.

"Sometimes I wake up and find people weeping," Chol Garang said. "I never thought I would ever be digging my father’s grave."

Sudan: Investigations into John Garang's death must be independent
As violent clashes continue in Sudan following the death of First Vice President Dr John Garang de Mabior in a helicopter crash, Amnesty International called for an independent, competent, and adequately resourced investigation into his death – saying that anything less will fail in the eyes of the Sudanese people.

Following yesterday’s call for an international investigation into the crash by the Sudan People’s Liberation Movement (SPLM), the Sudanese government announced the formation of a national commission to investigate the crash in conjunction with the SPLM.

“The participation of independent third parties in this investigation -- such as the United Nations -- is critical and would help ensure that the enquiry is not only independent, but is seen to be independent by the Sudanese people,” said Kolawole Olaniyan, Director of Amnesty International's Africa Programme.

“Although the current violence in Khartoum was sparked by suspicions over John Garang's death, it’s origins lie in decades of marginalisation and human rights abuses throughout the country," said Kolawole Olaniyan.

“The recent inclusion of a Southern leader in government symbolised for many the potential for profound change in Sudan -- including a hopeful end to the marginalization suffered by many Sudanese people. If suspicions surrounding John Garang's death are not met with an immediate independent investigation, the people of Sudan may fear that any potentially positive changes in the human rights situation are slipping through their fingers and that their immediate suspicions are not being addressed.”

Three Ugandan aviation experts departed for the site of the accident on Tuesday, 2 August. The United Nations has offered to assist in any investigation.

While maintaining the importance of an independent investigation, the organization stressed that it had no indication that the crash was not accidental.

Background
On 1 August, violence erupted following the announcement of Dr. John Garang’s death -- mainly in the capital Khartoum. Reports from the ground put the number of deaths near 130. Observations indicated gunshots and beatings with sticks and steel bars to be the main causes of death. A night time curfew in Khartoum (from 6pm to 6am) was announced the day of the first riots and renewed subsequently. A large contingent of police and army have been deployed in the city, and reports are emerging of large scale arrests.

Amnesty International calls on the police and other law enforcement officials to deal with the unrest in accordance with UN Basic Principles on the Use of Force and Firearms by law enforcement officials and the UN Code of Conduct for Law Enforcement Officials.

Russia invited to join chopper crash investigations

PLANS were underway yesterday to get Russia to join investigations into the fatal helicopter crash a week ago, that claimed the life of Sudanese first Vice-President and former rebel leader John Garang and seven Ugandans, writes Steven Candia.

The move to have Russia join the probe is expected to add impetus to the investigations, owing to the fact that the Ugandan Presidential helicopter MI-172 in which all 14 people on board met their death was Russian-made.

Works minister Eng. John Nasasira yesterday said both Uganda and Sudan governments were pushing for the move.

“Both governments are still trying to make contact with Russia,” Nasasira said.

Russia will join experts comprising Ugandans, Sudanese, Kenyans, Americans and other international organisations in the investigation.

Garang, 60, formed the Sudan People’s Liberation Movement and Army (SPLM/A) and led the southern rebellion against the Khartoum government for 22 years, before signing a peace deal and joining the government. He was flying back to New Site in Sudan from Uganda when the helicopter came down after running into bad weather.

The plane crashed south of New Cush on the Uganda-Sudan border, just after Kidepo National Park on Saturday, triggering a wave of violence in Khartoum, which spread to the southern city of Juba, leaving in its wake more than 130 people dead in three days.

Sudan is divided between the Muslim north and the south that comprises a mixture of African ethnicities with Christians, animists and Muslims.

Uganda has already dispatched three experts to the crash scene, which was followed on Thursday by another team of 11 experts, including pathologists, led by internal affairs minister Dr. Ruhakana Rugunda.

The minister yesterday dismissed media reports that the Ugandan experts had jetted back on Thursday with the black box.

Yesterday Nasasira said the experts would remain in Sudan until the preliminary investigations are over.

خلاف سوداني أوغندي بشأن أسباب تحطم طائرة قرنق



أعربت الخرطوم عن قلقها الشديد تجاه تصريحات الرئيس الأوغندي يوري موسيفيني بشأن تحطم طائرة جون قرنق النائب الأول للرئيس السوداني.

وطالب وزير الإعلام السوداني عبد الباسط سبدرات السلطات الأوغندية بتسليم كل الأدلة التي بحوزتها للجنة التحقيق التي شكلها الرئيس عمر البشير.


وقال سبدرات في تصريح للجزيرة إن هذه المعلومات ليست جزءا على الإطلاق من أي تحقيق، ودعا جميع الأطراف إلى الامتناع عن الإدلاء بتصريحات لا ترتكز على وقائع، وعدم استباق نتائج التحقيقات الرسمية للجنة السودانية التي تضم أعضاء من الحكومة والحركة الشعبية لتحرير السودان التي كان يتزعمها قرنق.

وحث وزير الخارجية السوداني مصطفى عثمان إسماعيل أوغندا على التعاون مع لجنة التحقيق السودانية، وأعرب عن امتعاضه لكون كمبالا لم تخطر الخرطوم باختفاء طائرة قرنق إلا بعد ساعات من انتشار الخبر. وأرجعت الحكومة السودانية وقيادة الحركة الشعبية الحادث إلى سوء الأحوال الجوية.


لكن الرئيس الأوغندي قال إنه لا يمكنه استبعاد أن يكون هناك سبب آخر لتحطم طائرة النائب الأول للرئيس السوداني.


وأمام حشود من المعزين في بلدة يي جنوب السودان التي نقل إليها جثمان قرنق قبيل دفنه اليوم، أكد موسيفيني أن المروحية قد تكون تحطمت بسبب خلل أو بفعل عامل خارجي، مشيرا إلى أنه يأخذ جميع الاحتمالات بعين الاعتبار. وقال إنه تقرر تشكيل لجنة تحقيق دولية في الحادث تضم أوغندا وكينيا والولايات المتحدة وكندا وروسيا.


وكان الرئيس الأوغندي أجرى محادثات مع قرنق الأسبوع الماضي واستخدم نفس المروحية للقيام برحلة قصيرة قبل أن تقل قرنق للعودة به.

وتقول الحكومة الأوغندية إن الطائرة أعيد تزويدها بالوقود بشكل كامل في جنوب أوغندا بعد مغادرتها مزرعة موسيفيني بغرب البلاد في طريقها إلى مقر قرنق في نيوسايت جنوب السودان.

ويشيع جثمان قرنق اليوم في جوبا بعد جولة في بلدات الجنوب السوداني واستكملت الاستعداد في العاصمة التاريخية للجنوب ببناء ضريح للزعيم الراحل. وكان من المفترض أن يدفن قرنق في مسقط رأسه ببلدة بور، إلا أن الحركة الشعبية قررت تجاوز التقاليد بسبب مكانته.


وسيحضر الجنازة رؤساء السودان وجنوب أفريقيا وأوغندا وكينيا والمفوضية الأفريقية ومدير الوكالة الأميركية للتنمية.
