DARFUR CRISIS, SUDAN

KEY DEVELOPMENTS

- UN security assessed Tawilla town on 3 March after attacks on the town by
militias on 27 February. The remaining residents of the town gave a
devastating account of a well-organised attack, including gang rapes and
kidnapping of school children
.
- Approximately 5,500 IDPs which fled the Tawilla attack are now registered in
El Fasher. They are concentrated around Meshtel area near El Fasher airport.
- An inter-agency humanitarian assessment mission departed for Zalingei (West
Darfur) on 2 March and surveyed villages located along the Nyala-El Geneina
highway. The team encountered an estimated 18,000 IDPs in Bendessi, 17,000 in
Mukjar, 19,116 in Deleij, 18,000 in Garsila, and 18,000 in Umm Khair.
- Initial reports from the Zalingei mission indicate that most villages along
the highway have been depopulated and dwellings burned to the ground. The IDP
encountered by the inter-agency assessment team were very concerned about
their security
- A WFP aircraft reserved for Darfur operations is now in Khartoum and is
expected to start operations in the next few days.

Security:

1.South Darfur: UNSECOORD has received travel permits to conduct a security
assessment in Mellam, north of Nyala.

2.Unverified reports from various sources indicate that military and Jenjaweed
militia activity is increasing in South Darfur. Villages are being burned,
livestock and possessions looted and villages driven into concentration
points. There have been disturbing reports of women and girls being branded on
the hand by the militia after being raped.

3.A Jenjaweed attack on villages between 10-15 kms of Nyala was reported on 2
March 15 people were reported killed and the 30 injured were transported to
the Nyala Hospital for treatment. ICRC claims it was not granted permission
to enter the hospital to interview the victims. WHO is attempting to visit
the hospital to verify the claims.

4.The inter-agency assessment team in Zalengi reports that IDPs in Deleij are
from the surrounding 55 villages, 30 of which were recently burned or
damaged. Four villages around Deleij were burned on 3 March, fleeing
villagers were looted of their cattles, two people were killed while others
are in hiding.

5.North Darfur: UNSECOORD visited Tawilla, they found about 100 people left in
the town. Many more are believed to be living in the wadi and other
surrounding areas. The remaining residents of Tawilla described the attack as
a well-organized attack by horsemen and military. According to the GoS, at
least 67 people have so far been killed in the Janjaweed attack. IDPs who fled
the attack reported to UN agencies to have seen 70-80 dead bodies in the
town. The State Government promised to send police officers to secure the area.

6.About 5,300 IDPs which fled the Tawilla attack are now registered in El
Fasher and are concentrated around Meshtel area near El Fasher airport. 5MT
of food from GoS and some NFI, including blankets from UNICEF to be
distributed to the IDPs were stored at a central location but were
subsequently looted. IDPs could not tell who the perpetrators were but did
not think that they were Jenjaweed. OCHA, WFP, UNICEF met with HAC to demand
protection for the IDPs. HAC has promised to provide 12 policemen. The
El-Fasher Um Kaddada road is still closed for UN security.

7.West Darfur: an inter-agency assessment team was able to visit Sleeia, 82 KM
north of Geneina. The IDP population is estimated at 15,000. Kanadabi has an
approximate IDP population of 4,000.

Protection

8.South Darfur: IDPs encountered by an inter-agency assessment team all feared
for their lives. Their movements are very restricted as they are often
harassed even while collecting firewood. Most people in Deleij are fearful as
they expect the militias to attack the area. The inter-agency assessment team
was told by villagers that there were about 2,000-3,000 Janjaweed outside
Deleij. IDPs in Garsilla also expressed concern about an impending attack of
the Janjaweed in their camp. IDPs in some areas continue to assert that they
are not prepared to receive UN humanitarian assistance due to fears of
subsequent #####ng by militia. In response, some agencies are considering the
suspension of humanitarian distributions in IDP camps, (and if requested by
the IDP leaders themselves).

9.North Darfur: According to recent IDPs from Tawilla surveyed in El Fasher
town, as many as 16 girls were abducted, and others were raped in front of
family members by armed men. Others, who resisted were reportedly killed.
Several cases of missing children were reported as well, while some
unaccompanied children were among the IDPs who fled to El Fasher.

10.West Darfur: WHO reports that women IDPs are harassed while fetching water
in Sleeia

Food/NFIs

11.South Darfur: MSF-F has distributed corn, soya, beans (CSB) from WFP-Nyala
and blankets, soaps, jerry cans, oil and other items to IDPs in Zalingei.

12.North Darfur: The IDPs remaining around Tawilla town are reportedly in need
of food. HAC provided some food items and UNICEF provided some blankets and
other NFIs to the new IDPs in El Fasher. However, these items were looted the
same evening. The IDPs were not physically attacked.

13.SC-UK and Euronaid have agreed to lend WFP about 1600 MT (to be confirmed).

14.West Darfur: no additional information

Health

15.South Darfur: MoH has requested for more UNICEF/WHO supplies for IDPs at
Kalma Camp. Other requests for increasing interventions in Kalma camp
included shelter materials (plastic sheeting), water provision, medical
supplies for the health clinic and the provision of latrines. A task-force,
including local NGOs (Friends of Children, Ihlam Charity Organization and
SPCR) has been formed under the Ministry of Social Welfare to organize
activities for psycho-social support to IDP children. A project supported by
UNICEF. UNICEF has also provided basic essential drugs through the SMOH to
Nyala hospital, KASS and Shairia OPHC units to serve more than 32,000 people
for 2 months.

16.In Zalengi, MSF-F is planning to set up an additional mobile clinic within
the next two weeks to supplement the mobile clinic currently servicing the two
IDP camps in Zalingei. On average, 200 consultations are conducted on a daily
basis; MSF-F plans to operate a therapeutic feeding center (TFC) within one
week to serve malnourished children.

17.There are two hospitals in Zalingei town, an 80-bed hospital and an
eight-bed military hospital. IDPs pay for health services being provided by
the hospital. The most common cases reported recently include cases of
pneumonia, severe malaria, burns, gun-shot wound cases, and two unconfirmed
cases of meningitis (one was month ago and another was 2 weeks ago).
Accordingly, UNICEF has provided drugs to Zalingei.

18.In Nyertete, there are 16 reported cases of malnourished children.
Supplementary feeding will be undertaken by MSF-F starting tomorrow, March
04. Supplementary feeding in Mornei has started today, March 03.

19.North Darfur: The health and nutritional situation of the newly arrived
IDPs in El Fasher town has been assessed by the inter-agency team, not to be
critical, despite the fact that many of the IDPs had walked more than 60 km.
According to the IDPs, as many as 10 IDP women gave birth on their way to El
Fasher, while one was observed giving birth a the new camp. UNICEF will assist
the IDPs remaining in the Tawilla area. Health is reportedly the top priority
for the IDPs remaining around Tawilla town as many have gunshot wounds or
injuries following rape. ICRC was not allowed access El Fasher hospital to
assess the situation.

20.West Darfur: Medair has provided drugs to IDPs in Sleeia, which will last
for the next three months.

Water/Sanitation

21.North Darfur: It was reported by Tawilla IDPs surveyed on 03 March that
some children died from dehydration on their way form Tawilla to El Fasher
town. IDPs were promised four trucks by the Government to pick up people in
difficulty on the way to El Fasher, they were delayed initially because they
could not obtain a permit to travel. UNICEF provided buckets and jerry camps
to the new IDPs in El Fasher town. WES, which is supported by UNICEF, has
repaired the hand pump in the area. However, water is not a problem for those
that made the journey.

22.South Darfur: no additional information

23.West Darfur: The water and sanitation situation in Kandabi is under
control, however access to safe water in Kulbus town is problematic.

Planned Actions

24.The humanitarian community continues to urge GoS authorities to halt the
militia attacks and provide protection for IDPs and the vulnerable population,
including the posting of police at IDP concentration points

25.Enhancing the capacity of UN agencies to deliver assistance on the ground
through the deployment of additional staff and encouragement of new
implementing partners (both INGOs and local NGOs) remains a major priority for
the humanitarian community
