الولايات المتحدة تعمل على خطة دولية لدارفور !!!

واشنطن 1 تشرين الثاني (رويترز) - ان الولايات المتحدة تحاول تجميع خطة عمل دولية لدارفور ان استخدام الجزر والعصي ليس لاقناع السودان لقبول قوات تابعة للامم المتحدة في دورتها التي مزقتها الحرب فى المنطقة الغربية مسؤول امريكى رفيع المستوى يوم الاربعاء.

The official also said Sudan was trying to delay action on Darfur by asking many nations to offer proposals.وأضاف المسؤول ان السودان يسعى الى تأخير البت في دارفور مطالبة العديد من الدول الى تقديم مقترحات. Washington wants a single plan agreed on by the United States and key Arab, European and other nations.واشنطن تريد خطة واحدة تتفق عليها الولايات المتحدة واكبر دولة عربية واوروبيه ودول اخرى.

"They are playing everybody against each other to cause confusion. That has been their standard operating procedure for 17 years," said the senior official, who asked not to be named because diplomacy was at a sensitive stage."انهم يلعبون كل ضد الآخر لإثارة البلبله. وقد مستوى تشغيل الاجراء لمدة 17 عاما ، ان "كبار المسؤولين الذي طلب عدم ذكر اسمه لأن الدبلوماسية هي في مرحلة حساسه

نحتاج الى واحد وليس 10 الاقتراحات".

The United States' special envoy for Sudan, Andrew Natsios, on Tuesday gave President George W. Bush a grim assessment of what was happening in Darfur, where several hundred thousand people have been killed and more than 2.5 million people displaced by the conflict.الولايات المتحدة مبعوث خاص للسودان ، اندرو ناتسيوس ، يوم ألقي الرئيس جورج دبليو بوش مروعه تقييم ما يحدث في دارفور حيث مئات الآلاف من الناس قد قتلوا ، وأكثر من 2.5 مليون شخص شردهم الصراع.

Sudan has flatly rejected a 22,500-strong U.N. peacekeeping force in Darfur, saying it amounted to colonialism.السودان يرفض رفضا قاطعا اي 22،500 بقوة الامم المتحدة لحفظ السلام في دارفور ، وقال ان بلغ الاستعمار.

Faced with this resistance, the Bush administration is now working on a specific plan for Darfur that it hopes other nations will support, particularly Arab countries that hold more sway with Khartoum.مواجهة مع المقاومة ادارة بوش تعمل الآن على وضع خطة محددة لدارفور انه يأمل من الأمم الأخرى ، ودعم خصوصا الدول العربية التي تعقد اكثر مع سيطره الخرطوم.

NOT SANCTIONS, NOT STICKSلا عقوبات ولا العصي

"We are putting a package together. It is not sanctions, it is not sticks," said the U.S. official."نحن في وضع مجموعة معا. وليس العقوبات ، وليس عصى "قال المسئول الامريكى. "It deals with (U.N.) troops and how to get them in and other elements of a peaceful settlement," added the official, who declined to provide specific details as he said these were still being worked out."انها تتعامل مع قوات (الامم المتحدة) وكيفية الحصول عليها وغيرها من عناصر التسوية السلميه" ، واضاف المسؤول ، الذي رفض تقديم تفاصيل محددة فقال هذه هي قيد الاعداد.

Sudan experts said there were differences within the Bush administration over exactly how to proceed and whether punitive measures as well as incentives should be included.السودان الخبراء ان هناك خلافات داخل ادارة بوش حول كيفية المضى قدما وما اذا كانت التدابير العقابيه وكذلك الحوافز ينبغي ادراجها.

In September, U.S. Secretary of State Condoleezza Rice said one incentive could be improved bilateral ties.وفي ايلول / سبتمبر ، وزارة الخارجية الامريكية كونداليزا رايس ان احد الحوافز الممكن تحسين العلاقات بين البلدين.

"If the government of Sudan chooses cooperation -- if it works with the United Nations and welcomes the U.N. force into Darfur, then it will find a dedicated partner in the United States," she told the Africa Society in Washington."اذا اختارت الحكومة السودانية التعاون -- اذا كان يعمل مع الامم المتحدة وقوة الامم المتحدة ترحب في دارفور ثم ستجد شريكا مخلصا في الولايات المتحدة "، وقالت للمجتمع افريقيا في واشنطن.

The United States hopes Arab nations such as Egypt will play a lead role in pressuring Khartoum to accept international troops to bolster about 7,000 under-funded, struggling African troops on the ground in Darfur.وتأمل الولايات المتحدة والدول العربية مثل مصر بدور ريادي في الضغط على الخرطوم لقبول قوات دولية لدعم حوالى 7،000 من نقص في التمويل ، الكفاح قوات افريقيه على الارض في دارفور.

A Western diplomat said international discussions were at a delicate stage but the common view was there must be a new approach to Darfur.وقال دبلوماسي غربي الدولي مناقشات في مرحلة حساسه ولكن كان هناك رأي يجب ان يكون نهجا جديدا لدارفور.

"You don't just go in and wave sticks," said the diplomat, adding that Arab participation was essential."انك لا اذهبوا في موجة والعصي" ، قال دبلوماسي عربي ان المشاركة ضروريه.

State Department spokesman Sean McCormack declined to give any details of the new Darfur plan but said the United States was working hard to step up diplomacy with the Arab League and Arab countries in general over Darfur.الناطق باسم وزارة الخارجية الاميركية شون ماكورماك رفض اعطاء أي تفاصيل جديدة في دارفور بل ان الولايات المتحدة تعمل جاهده على تعزيز الدبلوماسية مع الجامعة العربية والدول العربية عموما على دارفور.

"They (Arab states) certainly have channels of communication into Sudan and that regime as well," he said."انهم (الدول العربية) بالتأكيد قنوات الاتصال في السودان وكذلك النظام".

Sudan expert John Prendergast said it was clear that Bush wanted real action on Darfur and that there needed to be punitive measures included in any package.السودان جون برندرغاست وقال إنه من الواضح أن بوش يريد عمل حقيقي بشأن دارفور وان هناك حاجة الى اتخاذ تدابير عقابيه في اي صفقة.

Sticks could include moving against Sudanese businesses controlled by senior officials and the threat of providing intelligence to the International Criminal Court to accelerate investigations against Sudanese government officials suspected of committing atrocities in Darfur, Prendergast said.العصي يمكن ان التحرك ضد الشركات السودانية التي يسيطر عليها كبار المسؤولين والتهديد تزويد الاستخبارات الى المحكمه الجناءيه الدولية لتسريع التحقيقات ضد مسؤولين حكوميين سودانيين يشتبه في ارتكاب الفظائع في دارفور برندرغاست.
