    UN rights monitors accuse Sudan of bombing Darfur

    Sept 22, 2006 - GENEVA

    U.N. human rights monitors on Friday accused Sudan’s army of bombing villages in North Darfur, killing and injuring civilians, and forcing hundreds of people to flee their homes.

    "People talk about this white plane and bombs being dropped out of the back of the plane. This is a recurrent feature of reports of attacks on villages,"
    U.N. human rights spokesman Jose Luis Diaz told a briefing in Geneva.

    "All indications are this kind of attack is continuing."

    The U.N. monitors’ latest report, covering the first half of September, comes as Sudan is under pressure to allow 20,000 U.N. troops to deploy in its arid west to replace 7,000 African Union troops whose mandate was extended until the end of the year.

    Under-funded and poorly equipped AU forces have been unable to stem the violence, which analysts say has increased since a May peace deal between one rebel faction and the government.

    Diaz said survivors told U.N. human rights monitors of bombings near Tabarat in North Darfur around Sept. 9-10, which drove some 400 people into the Rwanda camp for the displaced.

    "Civilians in villages in North Darfur are forced to flee due to indiscriminate aerial bombardment by government aircraft who are waging a campaign against movements that haven’t signed the peace agreement," Diaz said.

    Analysts say all sides of the 3 1/2-year-old conflict are looking to gain territory and solidify their positions before the arrival of U.N. troops, which if deployed in Darfur would have an expanded mandate to enforce the peace.

    U.S. Secretary of State Condoleezza Rice hosts a meeting of foreign ministers in New York on Friday to chart the world body’s course in Darfur.

    The AU decision to extend its mission includes additional logistical and material support from the United Nations and a funding commitment from the Arab League.

    [B]RAPE "ALMOST A CLICHE"

    Britain, which has proposed offering Sudan incentives in exchange for cooperation on U.N. troops, called on Friday for world leaders to prepare a summit on easing the humanitarian crisis in Sudan’s violence-torn west.

    "International leaders should be ready to meet soon to consider next steps," a spokesman for Prime Minister Tony Blair told reporters, adding that no agenda or date had yet been set.

    An estimated 200,000 people have died and 2.5 million have been uprooted in the fighting in Darfur that began when mostly non-Arab rebels took up arms against the government in Khartoum charging it with neglect.

    U.N. human rights monitors reported on Friday that sexual violence, which has been a horrific feature of the conflict, continues in South Darfur, particularly near camps for internally displaced people (IDP) near the town of Gereida.

    "This has become almost a cliche, women go outside of IDP camps to collect firewood or engage in commerce and they become vulnerable to attacks by what are said to be military personnel or militia," he said.

    The area is government-controlled and the perpetrators were in uniform, often on horseback, according to the monitors.

    But a rape case successfully prosecuted in court recently offers a glimmer of hope, Diaz said.

    In Kabkabiya in North Darfur, a soldier was convicted of raping an 11-year-old girl and sentenced to five years in prison, he said.

    "The court in that case heard testimony from the victim, a child witness and an adult, and considered a medical report that confirmed that the victim was raped," he said.

    "This shows that there can be results and action against this kind of abuse when there is a will, even though there is in addition to a lack of will in many cases, a lack of judicial infrastructure in Darfur to carry out such prosecutions."

    GENEVA

    The United Nations said Friday Sudanese government forces have indiscriminately bombed areas of North Darfur in recent weeks, forcing hundreds of civilians to flee their homes.

    "Civilians in villages in North Darfur are forced to flee due to indiscriminate aerial bombardment by government aircraft waging a military campaign against rebel groups," said Jose Diaz, spokesman for U.N. human rights chief Louise Arbour.

    Diaz, [B]citing clashes in the locality of Tabarat that led some 400 people to arrive recently in a Darfur camp, said "the military campaign against rebel movements in North Darfur that have not signed on to the peace agreement continued through the first two weeks of September."

    He said the government attacks were causing more people to be uprooted from their homes and an increase in civilian casualties, but did not provide any figures for civilians recently killed or wounded by the fighting.

    At least 200,000 people have died and more than 2 million people have been displaced in the Darfur conflict, which began in early 2003 when ethnic African tribes revolted against the Khartoum government. The government is accused of unleashing Arab militiamen blamed for rapes and killings.

    Despite a May peace agreement, aid workers and rights groups say the violence has increased in recent months. Sudanese government forces on Aug. 28 launched a major offensive believed to involve thousands of troops backed by bomber aircraft and helicopter gunships in a bid to flush out rebel strongholds in the troubled western region.

    Diaz cited reports from U.N. monitors in Sudan in making the accusations against Khartoum. He said some of the airstrikes have reportedly been carried out by forces dropping bombs from the back of a white plane — appearing to corroborate a claim made earlier this month by Human Rights Watch that the government was indiscriminately attacking villages.

    Amid the violence and death in Darfur, Diaz said the conviction two weeks ago of a soldier in North Darfur for raping an 11-year-old girl was a positive note. The soldier was sentenced by a court in Kabkabiya to five years in prison.

    "The court heard testimony from the victim, a child witness, and an adult, and considered a medical report that confirmed the victim was raped," Diaz said. "The conviction shows that there can be action to stem sexual violence when there is the required will."

    U.N. human rights reports have criticized authorities in Sudan for failing to punish acts of sexual violence committed in Darfur. Diaz said women remain vulnerable to attack by militia members when leaving towns or camps for displaced people. Human rights monitors have warned of a recent increase in rape cases in the region.

    أين هي قوات الحماية الأفريقية والتي من اولى اولوياتها حماية المدنيين من عبث العابثين
    فكيف يعقل أن تتم انتهاكات لنساء وبصورة متكرره بمعسكر أو قربه
    دون أن يتم اعتراض الجاني!؟
    خصوصاً أن التقرير يقول بأن الجناة يلبسون زياً حكومياً
    وفقاً لشهادات بعض المعتدى عليهن

    على قوات الاتحاد الأفريقي القيام بدورها كما ينبغي في حماية المدنيين
    أو الاعتذار عن هذا الدور لافساح المجال لمن يستطيعون القيام بهذا الدور.

    At midday on 14 September 2006 approximately 16 armed men riding camels and wearing military and civilian clothing attacked a group of IDPs from Otash IDP camp.
    The IDPs were attacked whilst they were on their way from Otash to Douma IDP camp, approximately 10 Km east of Otash. At least four people were killed and nine wounded with gunshots. The survivors are receiving medical treatment at Nyala Teaching Hospital.

    Background

    The Security situation throughout Darfur continues to deteriorate despite the signing of the Darfur Peace Agreement (DPA) between the Government of Sudan and one faction of the armed opposition group Sudan Liberation Army (SLA). All parties to the conflict continue to violate international human rights and humanitarian law with impunity. Despite honourable efforts, the African Union Mission in Sudan (AMIS) has neither the mandate nor resources necessary to effectively protect civilians.

    SOAT calls on the Government of National Unity (GoNU) to immediately commit to taking all steps necessary to prevent attacks, threats, intimidations and any other form of violence against the people of Darfur.

    In particular, SOAT calls on the GoNU to:

    i) Commit to the deployment of an international peacekeeping mission in accordance with UN Security Council resolution 1706 (2006) adopted on August 31, 2006.

    ii) Support the renewal and strengthening of the AMIS mandate until the effective deployment of an international peacekeeping mission

    iii) Ensure that the incident is investigated immediately and that perpetrators are brought before an impartial tribunal and guaranteed procedural rights at all times

    iv) End impunity for crimes committed by government forces and its proxy militias in Darfur

    v) Guarantee respect for human rights and fundamental freedoms throughout the country in accordance with national laws and international human rights standards.
