فرنسا وتشاد تدعوان إلى نشر قوات أممية في دارفور = وكوفي أنان يحذر الحكومة السودانية

Quote: فرنسا وتشاد تدعوان إلى نشر قوات أممية في دارفور أصر الرئيسان الفرنسي جاك شيراك والرئيس التشادي إدريس ديبي على ضرورة تنفيذ قرار مجلس الأمن رقم 1706 الذي أقر -بضغط أميركي- نشر قوات تابعة للأمم المتحدة في دارفور وتسليم ملف الإقليم إلى هذه القوات. وقال بيان للرئاسة الفرنسية صدر الليلة الماضية إن الرئيسين اللذين التقيا مدة ساعة في الأليزيه وتحدثا عن الوضع في دارفور طالبا السودان بتنفيذ القرار. من جهته قال ديبي إن على الأمم المتحدة الحلول محل الاتحاد الأفريقي في دارفور، بناء على طلب الأفارقة أنفسهم. وأضاف للصحفيين بعد لقائه شيراك "هذا قرار جماعي من جميع رؤساء الدول الأفريقية ... لقد رأينا جميعا أنه من المفيد أن نعهد بإدارة الأزمة في دارفور إلى الأمم المتحدة". أما الأمين العام للأمم المتحدة كوفي أنان فقد عبر من السعودية التي زارها عن أسفه لرفض الخرطوم نشر قوات تابعة للمنظمة الدولية. ودعا الحكومة السودانية إلى "مراجعة موقفها والعمل مع الأسرة الدولية والموافقة على نشر قوات الأمم المتحدة".

وفي تطور آخر حـذَّر كوفي أنان الحكومة السودانية بأنها ستتحمل مسئولية الوضع الإنساني في دارفور إذا أدى إنسحاب القوات الدولية إلى الإضرار بجهود الإغاثة في الإقليم.

Quote: Annan warns Khartoum over Darfur ALEXANDRIA, Egypt, Sept 5, 2006 (AFP) - UN chief Kofi Annan warned the Sudanese government Tuesday that it would be held accountable for the humanitarian situation in Darfur if a pullout of international peacekeepers damaged aid efforts to the war-ravaged region. "Yesterday, an important decision was taken by the Sudanese government, which I don't consider as entirely positive, on the AU force," Annan told reporters after meeting Egyptian President Hosni Mubarak in the Mediterranean city of Alexandria. Khartoum has consistently opposed plans to replace an ill-equipped and cash-strapped African Union contingent in Darfur with UN peacekeepers. The Sudanese government said Monday it would ask the AU force to leave Darfur by the end of the month if it confirmed that it was no longer able to continue its peacekeeping mission. The anouncement was a fresh act of defiance following the adoption Thursday of a UN Security Council resolution calling for the deployment of up to 20,000 forces in Darfur. "They (AU forces) were going to stay on but apparently they are going to leave, which leaves hanging in the air the question of what happens to the internally-displaced people and the people who are in need of help in Darfur," Annan said. The UN secretary general said the departure of AU forces from the war-torn western Sudanese region could leave a security vacuum that might force the UN and other aid organisations to end their relief operation. "The government will have to assume responsibility for doing this, and if he does not succeed, it will have lots of questions to answer to the rest of the world," he said.
