Background
Under the guidance and direct supervision of the ICT Manager, the ICT Associate should develop, maintain and update the UNDP portal to allow access to HR database, online forms, business processes and to allow interaction between customers and units in charge. The person will provide leadership in execution of ICT services in the CO, implements ICT management systems and strategies, provides daily technical support to users of the portal. The incumbent is responsible for review and advice on the use of new technologies that will enhance the CO productivity. The ICT Associate promotes a client-oriented approach.The ICT Associate works in close collaboration with the operations programme and project teams in the CO and UNDP HQs staff for resolving complex ICT-related issues.
Key Functions:· Develop, maintain and update the UNDP Portal to allow access to HR database, forms online and business processes and to allow interaction between customers and units in charge.· Ensure that all web pages comply with appropriate UNDP OIST policies, guidelines, and standards.· In collaboration with ICT choose an appropriate developing tools, languages/scripts and hosting plans.· Assist in the monitoring, improvement and troubleshooting of any system’s bottlenecks or any other situations that affect negatively communications and systems performance.· Provide support for all ICT needs including but not limited to the following areas; ERP (Atlas), Network and Telecom, Email system, Applications, Users Training/Learning in technology. · Create and maintain documentation for scripts and online applications, including producing well-documented code and user documentation. · Setup a system to ensure that info is updated on regular basis.· Work in close collaboration with ICT manager to ensure that website is disseminated to external partners, and encourage people to log on. · Ensure overall quality assurance of the site, including security, compatibility, scalability, availability and performance. · Ensure that the website is referenced from other sites and various UN agencies, donors, local partners and other stakeholders’ website. · Work with ICT team on issues of hardware/software, backup, connectivity and security that affect the web site.

The key results have an impact on the overall efficiency of the Country Office including improved business results and client services. Forward-looking ICT management has an impact on the organization of office management, knowledge sharing, and information provision.

Recruitment Qualifications
Education: First University Degree in computer science, computer information or related fields.
Experience: Solid experience in web application design and development, including development of complex C# classes, web services, integration with office 2003, XML with embedded graphics, forms, audio, video and script objects, knowledge of JAVA Script, ASP, PHP, ASP .Net ver. 2.0, Flash, Photoshop, and Macromedia Dream weaver. Solid experience in OOP, OOD. Solid skills in DB design specially SQL 2005 server. Ability to develop an Arabic version of the site will be an advantage
Language Requirements: Excellent knowledge for both Arabic and English

PRINCIPAL FUNCTIONS:
Working under the direct supervision of UNDP communications Manager, the incumbent shall have the following duties and responsibilities:
Duties and responsibilities:
1. Update the current website by adding and removing sections on the website where appropriate and upon request.
2. Design a new UNDP Country Office Website based on the web framework and strategy (prepared by the communications and ICT managers) aiming to be amongst the top 10 UNDP best websites.
3. Design and develop an Arabic version of the new Country Office website.
4. Administer the UNDP internet websites.
5. Ensure that all web pages comply with appropriate UNDP OIST policies, guidelines, and standards.
6. Oversee content updates and ensure (amongst other things) the harmonisation of the layout.
7. Design and set up an automated notification system to remind the content providers to update their respective web pages
8. Ensure continuous site functionality and performance, including links; monitors site activity.
9. Design and set up an invisible hit counter with real-time detailed web stats for the new website.
10. Post job vacancies upon request and remove them immediately after deadline.
11. Identify, select and organise existing photo materials across the projects for UNDP photo gallery.
12. Produce a monthly report on the performance of the Country Office website.
13. Perform other relevant tasks as requested by supervisors.
Experience:
The incumbent should have a solid experience in web development and design. UNDP experience is preferable.
Qualifications:
The incumbent should be:
Excellent in web development and design.
Excellent skills in web scripting languages, and programming. Solid experience in design software, especially Macromedia Flash, Dreamweaver and Adobe Photoshop; database tools.
Behavioural Competencies:

- Good organizational skills and sound judgment
- Creativity in design is highly desirable

- Ability to work efficiently in a team environment and under pressure
