الشأن الإنساني السوداني يجب أن يكون فوق كل شأن!

تُحيي منظمة "سدرة" المبادرة البريطانية المشتركة التي قادتها المملكة المتحدة، بمشاركة كل من فرنسا وألمانيا والاتحاد الأوروبي والاتحاد الأفريقي، في مسعاها الجاد لبحث سبل إنهاء الحرب في السودان. إذ تُعبر هذه الخطوة عن التزام دولي وإقليمي نبيل تجاه أزمة إنسانية وسياسية شديدة التعقيد.

وبحسب المعلومات المتوفرة، فقد هدفت المبادرة إلى تأسيس آلية دائمة لتحقيق السلام، عبر مرحلتين أساسيتين: وقف فوري لإطلاق النار، يتبعه حوار شامل بين أطراف النزاع والدولة، يتناول أيضا الوضع الإنساني الكارثي الذي تعاني منه غالبية الشعب السوداني.

ورغم أهمية المؤتمر باعتباره فرصة استثنائية بقيادة قوى ومؤسسات دولية ذات ثقل، إلا أنه لم يُفضِ إلى نتائج ملموسة بسبب الانقسامات الإقليمية الحادة بشأن رؤية إنهاء الحرب. ويُعد هذا الضعف في المخرجات امتدادا لما شهدته مبادرات سابقة، كمساري جدة (رغم جديته الفائقة) والإيقاد، مما يعكس صعوبة تحقيق اختراق سياسي دون تجاوز الخلافات الجوهرية.

الخلاص الإنساني أولاً:
من موقعنا كمنظمة إنسانية محايدة، نؤكد أن الوضع الحالي في السودان يتطلب إعلاء أولوية العمل الإنساني فوق أي مسار سياسي. فالمأساة الإنسانية التي يعيشها السودانيون، والتي تُعد الأسوأ عالميا اليوم وفق تقارير أممية ومنظمات ذات مصداقية كالمفوضية السامية لشؤون اللاجئين ومنظمة الهجرة الدولية، تستدعي تحركاً عاجلاً يتجاوز أي حسابات سياسية. ونؤمن أن المدخل الحقيقي لأي حل سياسي يبدأ بإنقاذ الأرواح وتلبية الاحتياجات الأساسية للمدنيين وليس العكس.

مقترحات عملية عاجلة:
-عقد مؤتمر إنساني دولي عاجل، مخصص لسد الفجوة الطارئة في الغذاء والدواء، وحماية المدنيين، وإعادة تأهيل البنية التحتية المنهارة، خاصة المرافق الصحية والمستشفيات.. مؤتمر يختص بالشأن الإنساني وحده وماعداه يتبع له ويلزم جميع الأطراف للإيفاء بتعهداتها في المؤتمرات السابقة دول أو مؤسسات دولية.

-تشكيل آلية تنسيق دولية|محلية لتسهيل إيصال المساعدات الإنسانية عبر ممرات آمنة، بمشاركة فاعلة من المنظمات الدولية المتخصصة ومنظمات المجتمع المدني السودانية، بكل أطيافها التقليدية والحديثة.

-توفير تمويل عاجل من الأمم المتحدة والدول المانحة عبر صندوق إنساني طارئ، تتبعه أنظمة رقابة وشفافية لضمان النزاهة ومنع الانتهاكات التي قد تُضعف الأثر المرجو.

-إشراك ممثلين عن المناطق الأكثر ضررا في تصميم وتنفيذ الحلول الإنسانية والتنموية، لضمان عدالة واستدامة التدخلات العلاجية.

دعوة صريحة لمقاربة إنسانية أولاً:
تؤكد منظمة "سدرة" أن استقرار السودان مسؤولية تضامنية بين شعب السودان، وشعوب الإقليم وكل شعوب العالم الخيرة. فالحل لن يتحقق من خلال الندوات السياسية المجردة، بل بخطوات عملية تعيد الأمل لشعب أنهكته الحرب، وخلّفت أكثر من 14 مليون نازح، و4 ملايين لاجئ في دول الجوار، يعانون أوضاعًا معيشية وصحية وقانونية بالغة الصعوبة، إلى جانب الملايين من المدنيين الذين لا يزالون محاصرين في مناطق الصراع المباشر.

وعليه، نجدد النداء إلى المجتمع الدولي لتبني مقاربة إنسانية أولاً، باعتبارها الجسر الضروري لأي تسوية سياسية مستقبلية، لا العكس. على أن يُؤسس أي تحرك دولي جديد على تقييم نقدي ودقيق للمبادرات السابقة، والتي لم تُحقق النتائج المرجوة، وذلك من أجل تفادي الأخطاء المتكررة.

وندعو كذلك إلى مراجعة التحفظات التي حالت دون فتح بعض الممرات الإنسانية الحيوية في السابق، والسعي لإيجاد حلول منصفة لكل الأطراف، مع ضرورة إلزام الجميع بتنفيذ ما يتم الاتفاق عليه.

ملاحظة ختامية:
ترى منظمة "سدرة" أن من الحكمة إشراك المنظمات الإنسانية والمدنية، بما في ذلك "سدرة" نفسها ونظيراتها، في الترتيب والتحضير لأي مؤتمر عالمي جاد يُعنى بالشأن الإنساني في السودان. كما نوصي باعتماد كل الممكن من منظمات المجتمع المدني السوداني، الحديثة والتقليدية، كشركاء فعليين في اتخاذ القرار وتنفيذه، بهدف تحقيق نتائج ملموسة على أرض الواقع.

The Sudanese Humanitarian Cause Must Come First!

Sidra Organization commends the joint British-led initiative spearheaded by the United Kingdom, with participation from France, Germany, the European Union, and the African Union, in their earnest efforts to explore pathways to end the war in Sudan. This step reflects a noble international and regional commitment to addressing a deeply complex humanitarian and political crisis.

According to available information, the initiative aimed to establish a permanent peace mechanism through two key phases: an immediate ceasefire followed by a comprehensive dialogue between conflict parties and the state, addressing the catastrophic humanitarian situation endured by the majority of Sudanese citizens.

While the conference represented a critical opportunity led by influential international actors, it failed to yield tangible outcomes due to sharp regional divisions over visions for ending the current war in Sudan. This lack of progress mirrors previous initiatives, such as the Jeddah Process (despite its serious intent) and IGAD efforts, highlighting the difficulty of achieving political breakthroughs without resolving core disputes.

Humanitarian Relief First:

From our position as a neutral humanitarian organization as Sidra, we emphasize that Sudan’s current crisis demands prioritizing humanitarian action above all political agendas. The humanitarian catastrophe in Sudan `ranked by UN reports and credible organizations like UNHCR and IOM as the world’s worst today requires urgent intervention that transcends political calculations. We firmly believe that any viable political solution must begin with saving lives and meeting civilians’ basic needs, not the reverse.

Urgent Practical Proposals:

Convene an urgent international humanitarian conference dedicated to bridging the immediate gaps in food, medicine, civilian protection, and rehabilitation of collapsed infrastructureparticularly healthcare facilities. This proposed conference must focus solely on humanitarian priorities and compel all stakeholders to fulfill past pledges.

Establish a local/international coordination mechanism to facilitate safe humanitarian corridors, involving specialized international organizations and diverse Sudanese civil society groups (both traditional and modern).

Provide urgent funding through a UN and donor-backed emergency humanitarian fund, coupled with transparent oversight systems to ensure integrity and prevent abuses.

Include representatives from the hardest-hit regions in designing and implementing humanitarian and developmental solutions to ensure equitable and sustainable interventions.

A Clear Call for a Humanitarian-First Approach:

Sidra Organization asserts that Sudan’s stability is a shared responsibility among the Sudanese people, regional nations, and the global community. Solutions will not emerge from abstract political forums but through concrete steps that restore hope to a war-weary population. The conflict has displaced over 14 million people internally, forced 4 million refugees into neighboring countries, and left millions trapped in conflict zones facing dire living, health, and legal conditions.

We therefore renew our call to the international community to adopt a humanitarian-first approach as the essential bridge to any future political settlement.

Any new international effort must be grounded in a critical evaluation of past initiatives to avoid repeating failures.

We further urge revisiting past reservations that blocked vital humanitarian corridors and advocate for equitable solutions that bind all parties to implement agreements.

Final Note:
Sidra Organization stresses the importance of involving humanitarian and civil organizations including Sidra and its peers in planning and preparing any serious global conference focused on Sudan’s humanitarian crisis. We recommend empowering Sudanese civil society groups, both traditional and modern, as genuine partners in decision-making and implementation to achieve measurable outcomes on the ground.
