EVIDENCE OF ALLEGED WIDESPREAD, SYSTEMATIC, AND TARGETED MASS ATROCITIES IN DARFUR, 15 APRIL – 10 JULY 2023
Authors’ Note: This is the first report in a series documenting alleged violations of IHL/IHRL in regions across Sudan. The next report in this installment will document allegations against the Sudan Armed Forces (SAF).

Executive Summary
This report assesses that the Rapid Support Forces (RSF) and aligned forces have allegedly engaged in the widespread and systematic targeted destruction of at least 26 communities, forcibly displaced at least 668,000 civilians, and destroyed civilian infrastructure necessary for survival. This includes the targeting of civilian dwellings, schools, hospitals, food markets, infrastructure for communications, water, and electricity, as well as the targeting of humanitarian facilities throughout Darfur. There have been widespread reports of extrajudicial detentions and killings, including the alleged targeted killing of men and boys. In addition, RSF forces have been engaged in widespread sexual and gender-based violence (SGBV) with dozens of reported rape cases. These numbers are almost certainly an undercount of the real figures, which has been estimated in the thousands.[ii] The actions documented in this report by RSF and aligned forces may constitute violations of multiple bodies of international law including the Geneva Conventions and the Rome Statute, which include the provisions of the Genocide Convention

Reports produced by the Sudan Conflict Observatory and the evidence provided in this report highlight a systematic attempt by the RSF to control and siege key cities around Darfur and the intentional destruction of villages along their path. The destruction of villages forcibly displaces civilian populations and prevents them from returning.


A number of the communities attacked to date are primarily demographically Masalit, or other non-Arab Muslim ethnic groups, including the Fur and Zaghawa.


This report documents the continuation of historical patterns of attacks and violence towards specific ethnic groups in Darfur during the period of 15 April 2023 through 10 July 2023. The RSF and aligned forces’ patterns of attack are identical to the atrocities and crimes committed by the government of Sudan and Janjaweed militias in 2003 and 2004. By targeting communities and infrastructure for the sustainment of life, RSF has returned to the playbook that the Janjaweed utilized in 2003-2004. Since 15 April 2023, SAF has consistently failed to provide meaningful protection of civilians, including prevention or intervention in the extrajudicial murder of key government leaders who also represent major figures among the Masalit and other non-Arab ethnic groups

Across the totality of the evidence provided in this report—which documents the widespread, systematic, and targeted destruction of 26 communities in Darfur since 15 April—all data indicate the RSF and aligned forces have often been the only forces in the area. For this reason, we conclude the actions detailed in this report can be attributed to RSF and aligned forces. This report focuses on RSF and aligned forces’ activities because there are no other actors assessed to be able to commit these atrocities. The timeline of events and imagery analyzed illustrates a modus operandi of widespread targeted and systematic RSF and aligned forces’ attacks against civilian populations.

Findings
The Yale School of Public Health’s Humanitarian Research Lab has found that at least 26 communities across Darfur have been systematically attacked or razed by RSF and aligned forces since the beginning of the conflict. These communities – of which some are non-Arab in ethnicity – have experienced a campaign of targeted destruction. In some cases entire communities have been razed. In other cases population centers have been targeted, including communities’ civilian dwellings and neighborhoods, main marketplaces, schools, and other infrastructure or civilian protected objects necessary for the sustainment of life have been systematically targeted and destroyed. This is highly indicative of an intent by RSF and aligned forces to render these communities uninhabitable
