On November 3, 1997, by Executive Order 13067, the President declared a national emergency with respect to Sudan pursuant to the International Emergency Economic Powers Act (50 U.S.C. 1701-1706), and took related steps to deal with the unusual and extraordinary threat to the national security and foreign policy of the United States posed by the actions and policies of the Government of Sudan. On April 26, 2006, by Executive Order 13400, the President determined that the conflict in Sudan’s Darfur region posed an unusual and extraordinary threat to the national security and foreign policy of the United States, expanded the scope of the national emergency declared in Executive Order 13067, and ordered the blocking of property of certain persons connected to the Darfur region. On October 13, 2006, by Executive Order 13412, the President took additional steps with respect to the national emergency declared in Executive Order 13067 and expanded in Executive Order 13400. In Executive Order 13412, the President also took steps to implement the Darfur Peace and Accountability Act of 2006 (Public Law 109-344).
On January 13, 2017, by Executive Order 13761, the President found that positive efforts by the Government of Sudan between July 2016 and January 2017 improved certain conditions that Executive Orders 13067 and 13412 were intended to address. Given these developments, and in order to encourage the Government of Sudan to sustain and enhance these efforts, section 1 of Executive Order 13761 provided that sections 1 and 2 of Executive Order 13067 and the entirety of Executive Order 13412 would be revoked as of July 12, 2017, provided that the criteria in section 12(b) of Executive Order 13761 had been met.

On July 11, 2017, by Executive Order 13804, the President amended Executive Order 13761, extending until October 12, 2017, the effective date in section 1 of Executive Order 13761. On October 12, 2017, pursuant to Executive Order 13761, as amended by Executive Order 13804, sections 1 and 2 of Executive Order 13067 and the entirety of Executive Order 13412 were revoked.

Sudan made strides in its transition toward democracy since 2019, but the military takeover of the government and arrest of civilian leaders now threaten those positive gains. The crisis that led to the declaration of a national emergency in Executive Order 13067 of November 3, 1997; the expansion of that emergency in Executive Order 13400 of April 26, 2006; and the taking of additional steps with respect to that emergency in Executive Order 13412 of October 13, 2006, Executive Order 13761 of January 13, 2017, and Executive Order 13804 of July 11, 2017, has not been resolved. The situation in Darfur continues to pose an unusual and extraordinary threat to the national security and foreign policy of the United States. For this reason, the national emergency declared in Executive Order 13067, as expanded by Executive Order 13400, must continue in effect beyond November 3, 2021.

This notice shall be published in the Federal Register and transmitted to the Congress.

كيف يعني روتيني المرّة دي يا حافظ؟
كان من المفترض أن لا يجدد في نوفمبر من هذه السنة،
لكن التجديد بسبب إنقلاب البرهان الأخير وليس روتينياً كما كان في المرات السابقة

لم يتح حل اسباب اصدار الاوامر التنفيذية بالاضافة للوضع في دارفور, ودي ما ليها علاقة بالاتقلاب

The Kingdom of Saudi Arabia, United Arab Emirates, the United States of America, and the United Kingdom affirm their countries’ stance with the people of Sudan and emphasize the importance of supporting their aspirations for a democratic and peaceful nation. The protests of October 30 demonstrated the depth of the Sudanese people’s commitment to advancing their country’s transition, and we remain committed to helping them achieve these aspirations.

We endorse the international community’s serious concern with the situation in Sudan. We call for the full and immediate restoration of its civilian-led transitional government and institutions. We call upon all parties to strive for cooperation and unity in reaching this critical objective. In that vein we encourage the release of all those detained in connection with recent events and the lifting of the state of emergency. Violence has no place in the new Sudan, on this point we encourage an effective dialogue between all parties, and we urge all to ensure that the peace and security for the people of Sudan is a top priority.

The Kingdom of Saudi Arabia, United Arab Emirates, United States of America, and the United Kingdom also stress the importance of the commitment to the Constitutional Document and the Juba Peace Agreement as the foundation for further dialogue about how to restore and uphold a genuine civil-military partnership for the remainder of the transitional period, pending elections. This will help ensure Sudan reaches political stability and economic recovery so that it is able to continue the transitional period with the support of Sudan’s friends and international partners.

الإنقلاب وبحسب الرسالة ما عندو أي علاقة بتجديد إعلان حالة الطوارئ المتعلقة بالسودان.
الرسالة عزت تجديد إعلان حالة الطوارئ المتعلقة بالسودان لأمرين
(1) الأزمة التي أدت إلى الإعلان لم يتم حلها.
(2) الوضع في دارفور ما يزال يشكل تهديدًا غير عادي للأمن القومي والسياسة الخارجية للولايات المتحدة.
الأزمة التي أدت إلى الإعلان لا علاقة لها بنوع الحكم وقد سبق أن ذكر البيت الأبيض في تجديداته في العام 2017 و 2018 أن السودان قد أحرز تقدم في حل الأزمة رقم وجود نفس نظام البشير الدكتاتوري العسكري.
أمريكا لديها مؤشرات لقياس مدى الأزمة ولقياس الأوضاع في دارفور وتبني قراراتها على هذه القياسات ولا تصدر أمريكا قراراتها كردود أفعال متعجلة وإلا لما إختلفت عن محلية الكمير😝.

الرسالة أشارت إلى أن استيلاء الجيش (ولم تقل الإنقلاب) يهدد المكاسب الإيجابية التي حققها السودان منذ العام 2019 في طريقه للإنتقال نحو الديمقراطية.
وتعبير يهدد (now threaten) تعبير دقيق ويختلف عن لو كونها قالت "قطع الطريق على التحول الديمقراطي". وهو تعبير ينم عن توجه أمريكا لدعم عودة السودان لنفس مسار التحول الديمقراطي في ما قبل 25 اكتوبر.
وتعبير إستيلاء الجيش أيضاً له مدلولاته واسبابه.

طبعاً غني عن القول بأن الرسالة في مجملها ليست لها علاقة بوضع إسم السودان في قائمة الدول الراعية للإرهاب.

الخطاب لم يذكر الإنقلاب كسبب إضافي بل ذكره كتقرير عن وضع السودان الحالي ومستقبل تقدمه نحو حل الأزمة.
وإذا راجعت خطابات الأعوام السابقة فستجد أن الخطاب الحالي لا يعدو أن يكون خطاباً روتينياً.
أدناه الفقرة الأخيرة من الخطاب في الأعوام 2020، 2019، 2018
لا حظ في الخطابات السابقة أقر البيت الأبيض بحدوث تغيرات إيجابية ولكن ذلك لم يؤثر على قرار التجديد.
العام 2021 ليس إستثناء.

ياجماعة ماقال ماجاء به عنوان البوست ولكن من الواضح أننا سنسير
في طريق العزلة الدولية وإنتهاك حقوق الإنسان والعقوبات الإقتصادية والربط بالتطرف والإرهاب
....الإنقلاب يقودنا في هذا الإتجاه

بالتأكيد يا كمال لو إستمر البرهان في الحكم وقام بتشكيل حكومة إنقلابية فإن ذلك سيؤدي إلى عزلة دولية بسبب ما سيغترفه من إنتهاكات لحقوق الإنسان وكما أنه سيهيء الاوضاع لدخول العناصر الإرهابية وسيصبح السودان مرتع لحركات الطرف والإرهاب.

الآن أمريكا وبحسب مساعيها ومجهوداتها وبحسب توضيحات نيد برايس فإنها تنتظر أن تصل أطراف النزاع في السودان لحالة من التوافق وإستعادة الوضع وفقاً للوثيقة الدستورية وإتفاق جوبا للسلام.
أمريكا اوقفت المساعدات النتعلقة بالتحول الديمقراطي عن السودان ولكن لا أظنها ستوقع أي عقوبات على السودان الآن طالما هي تنظر لنظام البرهان الحالي كطرف في النزاع قابل للحوار.

موقف أمريكا من التحول الديمقراطي في السودان معلوم وردود أفعالها يمكن التكهن بها ولكن يجب أن نضع في حساباتنا حين قراءة الموقف الأمريكي أنها دولة مؤسسات وأن قراراتها تسبقها مراقبة جيدة ومتأنية للموقف.

الاوامر التنفيذية دي هي الاتاحت فرض عقوبات على افراد و مؤسسات زي انعوف و هلال وواحد تالت نسيت اسمه, و تمديد حالة الطوارئ دي مهم لأنه يتيح لبايدن اضافة اسماء أخرى لهذه القائمة دون الرجوع للكونغرس - ارجو تأكيد النقطة دي - فا اعتقد ذكر موضوع الانقلاب فيه نوع من التحذير لقادته
اعادة اسم السودان لقائمة الارهاب ما مذكور نهائي ولا اعتدق ان الانقلاب سبب كافي لذلك - لوحده - ما لم تترتب افعال من قيادته تصنفها أمريكا كتهديد لأمنها.

أكتفي بي دي تقديرا للعيش و الملح

قال ليهو : رئيس الوزراء حراً طليقاً كامل الحرية ولكنه لا يستطيع الخروج من مقر إقامته..
ومن يريد زيارته له كامل الحرية ايضاً في زيارة رئيس الوزراء وفي اي وقت ولكننا لا نستطيع زيارته ..
لان الجيش لا يسمح له بالخروج ولا يسمح لنا بزيارته.
ليس هنالك انقلاب ومن يتحدث بان هنالك انقلاب بواسطة الجيش لا يفهم الواقع السوداني..
ماتم هو استيلاء للجيش على السلطة لتصحيح مسار الثورة المجيدة بعد فشل المدنيين وذلك الاستيلاء من أجل اعادة السلطة
للمدنيين عبر حكومة كفاءات يعينها ويوافق عليها الجيش.
ثم ختم حديثه:
نعم انا أؤمن بالتحول الديمقراطي الذي سيتم عبر بوابة الدوغمائية العسكرية..
