إن قضية النساء الغارمات هي قضية إنسانية ملحة تتطلب اهتمامًا فوريًا في جميع أنحاء العالم، حيث تتأثر النساء بشكل كبير بالديون، مما يؤدي في كثير من الأحيان إلى عواقب وخيمة على الرفاهية الفردية والتقدم المجتمعي، ولكي نفهم خطورة هذه القضية بشكل كامل يجب علينا أن نحلل أسبابها وتأثيراتها الأساسية ففي المقام الأول تساهم الفجوة في الأجور بين الجنسين والافتقار إلى المعرفة المالية بشكل كبير في عبء ديون المرأة هذا من جانب ،ومن جانب اخر تعمل مستويات الديون المرتفعة على تأخر الاستقلال الاقتصادي للمرأة وتزيد من عدم المساواة بين الجنسين وتعرقل التنمية المجتمعية الشاملة. وتتطلب معالجة هذه المشكلة اتخاذ تدابير استباقية مثل: تعزيز المساواة في الأجر، وتحسين الثقافة المالية، وتزويد المرأة بسبل يسهل الوصول إليها للتمكين الاقتصادي.
لقد خطت مملكة البحرين خطوات كبيرة في معالجة قضية النساء المديونات من وجهة نظر إنسانية وإدراكًا للتحديات الفريدة التي تواجهها النساء، وخاصة أولئك المتأثرات بشكل غير متناسب بالفوارق الاجتماعية والاقتصادية، نفذت الحكومة العديد من التدابير لتخفيف العبء المالي عنهن وضمان رفاهيتهن.
وفي هذا الإطار أنشأت المملكة خدمات استشارات ائتمانية شاملة تهدف إلى توفير التوجيه العملي والدعم المصمم خصيصًا لتلبية الاحتياجات الخاصة للنساء،حيث تقدم هذه الخدمات برامج التثقيف المالي والمشورة المتعلقة بالميزانية واستراتيجيات إدارة الديون لتمكين المرأة من السيطرة على مواردها المالية وتجنب المزيد من الديون،وقد ساهم المجلس الأعلى للمرأة بقيادة صاحبة السمو الملكي الأميرة سبيكة بنت إبراهيم آل خليفة قرينة عاهل البلاد المفدى رئيسة المجلس الأعلى للمرأة في تحقيق الاستقرار النفسي والاجتماعي لهذه الاسر في خطوة فريدة من نوعها وغير مسبوقة على المستوى الاقليمي والعالمي.
فلا بد أن نشيد بالجهود التي بذلها سابقاً المجلس الأعلى للمرأة بالتعاون مع الفريق الوطني لمكافحة فيروس كورونا (كوفيد-19) في دعم وتمكين المرأة البحرينية من خلال تقديم العون ومعالجة المشكلات التي طرأت، والاثر الكبير لذلك في تعزيز استقرار المرأة وتقدمها وتمكينها من الاستفادة من الفرص وصناعة مستقبل أفضل لنفسها ولأسرتها وللمجتمع ككل.
إذ تعزز هذه المبادرات الاهتمام بقضايا المرأة وتعزز قدرتها على المشاركة الفعّالة في المجتمع ،و يأتي هذا تماشياً مع المواقف والمبادرات الإنسانية والجهود الوطنية من حضرة صاحب الجلالة الملك حمد بن عيسى آل خليفة عاهل البلاد المفدى حفظه الله ورعاه، و الى "فريق البحرين" بقيادة صاحب السمو الملكي الأمير سلمان بن حمد آل خليفة ولي العهد رئيس مجلس الوزراء حفظه الله، ومبادرة سمو الشيخ ناصر بن حمد آل خليفة ممثل جلالة الملك للأعمال الإنسانية وشؤون الشباب مستشار الأمن الوطني رئيس مجلس أمناء المؤسسة الملكية للأعمال الإنسانية في دعم ملف الغارمين من المواطنين البحرينيين ممن صدر بحقهم أحكام قضائية من المعسرين والمتعثرين، فقد حرص سموه على ضرورة توجيه مساهمات المواطنين والمقيمين في "حملة فينا خير" لسد ملفات الغارمين.
بالإضافة إلى ذلك، سنت البحرين تشريعات تفرض ممارسات الإقراض العادلة وتحمي المقترضات من القروض الجشعة أو أسعار الفائدة الاستغلالية، حيث ضمن هذا الإطار التنظيمي حصول المرأة على المساعدة المالية الشفافة والعادلة ، وعلاوة على ذلك تم إنشاء شبكات دعم تضم منظمات غير حكومية ومبادرات مجتمعية لتوفير المساعدة الانسانية وفرص الاندماج الاجتماعي اللاتي يعانين من الديون. من خلال اعتماد نهج متعدد الأوجه يشمل التعليم والحماية القانونية والدعم النفسي،
إذ تدرك البحرين أهمية مكافحة هذه القضية بشكل كلي وتمكين المرأة نحو مستقبل أكثر إشراقا، في تسيير مبادرة "سداد ديون النساء البحرينيات" المهمة والقيمة في تحقيق التوازن والاستقرار للمرأة البحرينية والمجتمع بشكل عام، فالديون الناشئة لها تأثير كبير على استقرار المرأة النفسي والمعيشي خاصة إذا كن المعيلات لأسرهن ومسؤولات عن تلبية احتياجاتها فمن خلال هذه المبادرة يمكن أن يتم تخفيف الضغط المالي على النسوة الغارمات وتقديم الدعم الضروري لهن لسداد ديونهن واستعادة استقلاليتهن المالية وتحسين وضعهن المعيشي، بالتالي يتحقق الاستقرار النفسي والاجتماعي للأسر التي ينتمين إليها.
وفي ذات النسق نجد ان هناك دولا عربية نهجت ذات النهج ، حيث ان مبادرة الرئيس عبد الفتاح السيسى "مصر بلا غارمات"، والتي تهدف إلى التعامل مع قضية الغارمات بشكل شامل ودقيق وتركز على حل المشكلة من جذورها، كما توفر الخطة الدقيقة للمبادرة عملية حصر قضايا النساء الغارمات وتحديد احتياجاتهن ومتطلباتهن، بالإضافة إلى ذلك تعمل المبادرة على تنفيذ برامج تنموية متعددة لرفع مستوى التعليم والوعي لدى النساء الغارمات بالإضافة إلى تعزيز التمكين الاقتصادي وتوفير الحماية الاجتماعية لهن.
كما تتضمن المبادرة أيضًا جهودًا لتجفيف منابع المشكلة ومنع حدوثها مستقبلاً وتسعى أيضًا إلى تحقيق المبدأ الأساسي للحماية الاجتماعية وتوفير الحماية للنساء الغارمات من أي مشكلات اجتماعية أخرى محتملة مثل ظاهرة الأطفال في الشوارع والأطفال بلا مأوى وعمالة الأطفال والتسرب من التعليم.
كما ان المبادرة تعمل على تمكين النساء الغارمات اقتصاديًا من خلال توفير فرص عمل نمطية وغير نمطية وذلك لتمكينهن من تحقيق دخل مستدام يعينهن على العيش بكرامة ولا يجعلهن يلجأن للاستدانة مرة أخرى.
وفي الأردن لا يختلف الحال كثيرا فقد قرر مجلس إدارة صندوق الزكاة مع وزير الأوقاف والشؤون والمقدسات الإسلامية، رئيس مجلس إدارة الصندوق، محمد الخلايلة، الموافقة على إطلاق دفعة جديدة لسداد ذمم الغارمات كما دفع صندوق الزكاة مبلغ 70 ألف دينار عن 90 غارمة مع إبراء ذمتهن المالية وكف الطلب عنهن، ضمن الدفعة السادسة عشر من برنامج أردن النخوة للغارمات.
وانطلقت حملة "أردن النخوة" لمساعدة الأردنيات الغارمات وهذا العدد مكمل لهدف الحملة الوطنية لسداد ديون 5672 غارمة ممن يترتب عليهن قضايا مالية بقيمة 1000 دينار وما دون ومطلوبات للتنفيذ القضائي. وجمع صندوق الزكاة بصفته الجهة المشرفة على تنفيذ الحملة الوطنية، تبرعات بحوالي ثلاثة ملايين دينار.
فالإنسانية والتعامل معها هي هدف دولي تسعى من خلاله جميع الدول الى استقرار شعوبها وبالأخص استقرار الاسرة لتحقيق التنمية والاستدامة فبالاستقرار نتقدم الى الأفضل،وهذا ما يحسب للمملكة بقيادة صاحب الجلالة الملك حمد بن عيسى آل خليفة عاهل البلاد المفدى حفظه الله ورعاه، و صاحبة السمو الملكي الأميرة سبيكة بنت إبراهيم آل خليفة قرينة عاهل البلاد المفدى رئيسة المجلس الأعلى للمرأة حيث اصبحت المملكة من الدول الرائدة في معالجة هذه المشاكل ودعم المرأة جنبا الى جنب مع الرجل من اجل ضمان حياة كريمة لها وضمان مستقبل اقتصادي اجتماعي متقدم للاسرة البحرينية بدعم المرأة وهي الركن الأساس فيها .
Processing the file of the debtors
A real tribute to women from the humanitarian side

The issue of women in debt is an urgent humanitarian issue that requires immediate attention around the world, where women are greatly affected by debt, which often leads to serious consequences for individual well-being and societal progress, and in order to fully understand the seriousness of this issue, we must analyze its underlying causes and effects. High debt levels delay women's economic independence, increase gender inequality and impede inclusive societal development. Addressing this problem requires proactive measures such as: promoting equal pay, improving financial literacy, and providing women with accessible means of economic empowerment.
The Kingdom of Bahrain has made great strides in addressing the issue of women in debt from a humanitarian point of view and recognizing the unique challenges faced by women, especially those disproportionately affected by socio-economic disparities, the government has implemented several measures to ease their financial burden and ensure their well-being.
In this context, the Kingdom has established comprehensive credit counseling services aimed at providing practical guidance and support tailored to meet the special needs of women, as these services provide financial education programs, budget counseling and debt management strategies to enable women to control their financial resources and avoid more debt, and the Supreme Council for Women, led by Her Royal Highness Princess Sabika bint Ibrahim Al Khalifa, wife of His Majesty the King and President of the Supreme Council for Women, has contributed to achieving psychological and social stability for these families. In a unique and unprecedented step at the regional and global levels.
We must commend the efforts previously made by the Supreme Council for Women in cooperation with the National Team to Combat the Coronavirus (COVID-19) in supporting and empowering Bahraini women by providing aid and addressing the problems that have arisen, and the great impact of this in enhancing women's stability and progress and enabling them to benefit from opportunities and create a better future for themselves, their families and society as a whole.
These initiatives enhance interest in women's issues and enhance their ability to participate effectively in society, and this comes in line with the humanitarian positions and initiatives and national efforts of His Majesty King Hamad bin Isa Al Khalifa, the King of the country, may God protect him, and to the "Bahrain team" led by His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince and Prime Minister, may God protect him, and the initiative of His Highness Shaikh Nasser bin Hamad Al Khalifa, Representative of His Majesty the King for Humanitarian Work and Affairs Youth National Security Advisor and Chairman of the Board of Trustees of the Royal Foundation for Humanitarian Aid in supporting the file of debtors of Bahraini citizens who have been sentenced by judicial rulings from the insolvent and defaulters, His Highness was keen on the need to direct the contributions of citizens and residents in the "Fina Khair Campaign" to fill the files of debtors.
In addition, Bahrain has enacted legislation that enforces fair lending practices and protects female borrowers from greedy loans or exploitative interest rates, as this regulatory framework ensures women's access to transparent and fair financial assistance, and furthermore support networks have been established that include NGOs and community-based initiatives to provide humanitarian assistance and social integration opportunities for those living in debt. Through a multifaceted approach that includes education, legal protection and psychosocial support,
Bahrain is aware of the importance of combating this issue holistically and empowering women towards a brighter future, in the conduct of the "Debt Repayment of Bahraini Women" initiative, which is important and valuable in achieving balance and stability for Bahraini women and society in general, as emerging debts have a significant impact on women's psychological and living stability, especially if they are the breadwinners of their families and responsible for meeting their needs. Their living situation, thus achieving psychological and social stability for the families to which they belong.
In the same pattern, we find that there are Arab countries that have taken the same approach, as President Abdel Fattah El-Sisi's initiative "Egypt without debtors", which aims to deal with the issue of debtors in a comprehensive and accurate manner and focuses on solving the problem from its roots, and the accurate plan of the initiative provides the process of inventorying the issues of women debtors and identifying their needs and requirements, in addition to that, the initiative works to implement multiple development programs to raise the level of education and awareness of women debtors in addition to promoting economic empowerment and providing Social protection for them.
The initiative also includes efforts to dry up the sources of the problem and prevent its future occurrence and also seeks to achieve the basic principle of social protection and provide protection for women in need of any other potential social problems such as the phenomenon of street children, homeless children, child labor and dropping out of education.
The initiative also empowers economically disadvantaged women by providing stereotypical and atypical job opportunities to enable them to achieve a sustainable income that helps them live in dignity and does not make them resort to debt again.
Humanity and dealing with it is an international goal through which all countries seek the stability of their peoples, especially the stability of the family to achieve development and sustainability, with stability we progress to the best, and this is what is credited to the Kingdom under the leadership of His Majesty King Hamad bin Isa Al Khalifa, King of the country, may God protect him, and Her Royal Highness Princess Sabika bint Ibrahim Al Khalifa, wife of His Majesty the King and President of the Supreme Council for Women, where the Kingdom has become one of the leading countries in addressing these problems and supporting women side by side. With men in order to ensure a decent life for them and ensure an advanced socio-economic future for the Bahraini family with the support of women, which is the cornerstone of it.
