Iowa Forum for Peace and Democracy


The Iowa Forum for Peace and Democracy (IFPD) extends its greetings to you and we express our deep appreciation for the role the members of the Troika have continued to play in working to resolve the political conflicts in the Sudan.

However, we believe that Troika's joint statement encouraging Sudanese parties to agree on the African Union High-Level Implementation Panel (AUHIP) Roadmap in its current form needs to be reconsidered, taking into account the Sudan’s longtime struggle for democracy and the intransigence of the Government of Sudan (GOS). While the Troika welcomed the Government of Sudan's signatures on the Roadmap agreement it also urged the GOS to clarify its commitment: "regarding the inclusion of other relevant stakeholders in the National Dialogue and to uphold the results of any National Dialogue preparatory meetings arranged by the AUHIP between Sudan’s National Dialogue Steering Committee known as the 7+7 Committee and opposition groups. Once that is done, we would urge the Justice and Equality Movement, the Sudan Liberation Movement-Minni Minawi, the Sudan People’s Liberation Movement-North (SPLM-N), and the National Umma Party to sign the Roadmap."

It is worrisome to the Forum, and to others invested in peace in the Sudan, that your arguments to encourage the Sudanese parties to agree to sign the AUHIP map as it stands, is based on opinions that do not take some aspects of the reality of the situation in consideration.

Foremost, the conflict in the Sudan is a result of a repressive rule that has not respected dialogue and fair negotiations as a means to resolve political conflicts. As expressed by most political parties including the National Consensus Forces (NCF), the Civil Society Initiative (CSI), Revolutionary Front (Dr. Gibriel’s and Mr. Aghar’s) and National Umma Party (NUP) they are prepared for dialogue and negotiations once the requirements for an acceptable settlement have been instituted. As follows:
• An end to hostilities
• Dissolution of GOS militias
• Dissolution of so-called Security forces that are perpetrating atrocities against
and acting without judicial supervision
• Freedom of expression for the people
• Freedom of the press
• Release of all political detainees

The GOS has refused to secure the above prerequisites that are necessary to begin a healthy dialogue, intended to reach a comprehensive settlement that secures peace and opens paths for democratic transformation.

In light of this stalemate, the Troika's premature declaration of a breakthrough for the Sudanese political conflict is considered by the Sudanese public as merely the tip of the iceberg. This ongoing "National Dialogue" is considered by the majority of the Sudanese people to be a recurring smokescreen the GOS uses to prolong its governance in the Sudan, taking into account the GOS long time unrealized empty promises

Moreover, the AUHIP acted as dishonest broker by pushing the Sudanese parties (attending the Addis Ababa Roadmap signing) to attend the “National Dialogue” in Khartoum, a discredited sham organized and overseen by the GOS. In addition, the Panel's decision to acknowledge and sign the Roadmap, as unsupported by the Sudanese Opposition Coalition is testimony to its partiality and overt support of the GOS. We, the members of the Iowa Forum, have reason to believe that the AUHIP, as represented by its President Thabo Mbeki, and Nkosazana Diamini Zuma, the President of the AUO, joined hands to impose the proposals of the corrupt Government of Sudan on the Sudanese Opposition Coalition.

Let us speak forthrightly, the Iowa Forum for Peace and Democracy, as an organization sponsoring peace and democratic transformation in the Sudan, does not trust disingenuous mediators. We support a Sudanese-Sudanese dialogue if the requisite support for fair, equal and just negotiations is guaranteed. We trust honest, credible mediators that have no long history of political corruption in their countries.

We know the path to democratic transformation is long and arduous. It requires a comprehensive settlement, rather than a fragmented piecemeal outcome, similar to previous attempts to resolve Sudanese conflicts, which failed to build trust and achieved no democratic transformation, leading to near collapse of the new country of South Sudan.

IFPD is worried that the Troika's encouragement to solve the existing conflict between various Sudanese parties and the Government of Sudan, which looks to repeat the mistake of the Comprehensive Peace Agreement between SPLA-SPLM and the GOS, will lead to further disintegration of the Sudan and accelerated hostilities.

Finally, we the Iowa Forum for Peace and Democracy, urge the countries of the Troika to advocate for comprehensive negotiations, mediated by equitable and impartial International organizations to help bring the Sudan lasting peace and democracy.
