• Ladies and gentle men.

On behalf of the Sudan Liberation Movement/ Army (SLM/A) and the Sudan Revolutionary Front (SRF) I would like to salute all of you and express my sincere appreciation for the efforts you all contributed to make this occasion materialized.
I also want to thank the AU, UN, UNAMID, and IGAD for harmonizing their efforts and taking this bold decision for the resumption of Darfur peace talks.
Let me also thank the government of the federal Republic of Ethiopia for hosting these talks in the city of Addis Ababa the Head quarter of the African Union.
Ladies and gentlemen, I am also happy to convey to you special greetings from our combatants who are not only fighting to remove the bitter reality of the prevailing marginalization imposed against the majority of our people for decades in order to effect positive change in the Sudan, but also protecting the innocent civilians who are targeted by the NCP regime armed forces and its allied militias and being subjected to the barbaric humiliation and atrocities to the level of genocide and ethnic cleansing.
On this occasion let me also salute the IDPs and refuges who have been suffering miserable conditions without any hope on horizon. I also express my deep solidarity with the entire Sudanese people who are struggling for their legitimate rights for peace, security, dignity, freedom, human rights, justice, recognition, equal citizenship, peaceful co-existence, good governance and development.

Ladies and gentle men,
While our struggle is entering its second decade, Sudan is on the verge of collapse state. Today almost about three million of our people ( in Darfur, Nuba Mountains and Blue Nile) are living as IDPs in a miserable conditions, facing threat of attacks on their lives, loot of their properties, rape and severe shortage in services. More than million are also living as refuges.
A part from this prevailing humanitarian crisis, entire people of Sudan are also suffering from lack of freedoms and human rights.
Genesis of the conflict and the root causes. Almost everybody now knows that Sudan chronic problem is lack of good governance. The root causes are policies of center. Ever since the independence in 1956 Sudan is being ruled by racial minority, it monopolized power and wealth, imposed myopic and parochial identity and religion segregation and forced unity, and exercised dictatorship and oppression to sustain power. These are the root causes that ignited rebellion and revolution. The ruling National Congress Party (NCP) takes the entire responsibility for this aggravated situation.
The people of South Sudan who struggled for more than fifty years to effect positive change were forced to go for separation.
Likewise the situation in the Nuba Mountain and the Blue Nile, the conflict in Darfur is an extension and manifestation of this central problem. Therefore its always right to describe it as Sudan conflict in Darfur. The resolution of Darfur is totally linked with the resolution of the entire national crisis in comprehensive fashion.
Its therefore impossible for this conflict to be adequately resolved without radically addressing fundamental national issues of redefining identity, system of governance, relation between state and religion, unity, power sharing and wealth distribution, foreign policy and so on that based on national consensus.
However, I would like to state in a clear terms that as a matter of principle position of my movement and that of the SRF, Darfur has its own peculiarities that can only be resolved through negotiation and should not be thrown into the illusive process of national dialogue. While our position is that the resolution of Darfur conflict can only be sustainable process within a comprehensive political settlement of the entire national problem, the peculiar fundamental issues to be negotiated are among others, the status of Darfur region, and transitional arrangements for Darfur participation in power, justice, and reconstruction, security arrangements (including cessation of hostilities for Humanitarian purposes), IDPs and refuges and so on.
Ladies and gentle men, at this point I would like to state that my movement, Sudan Liberation Movement / Army is committed to these negotiations. However its also important to restate, as we all know the issue of Cessation of hostilities is a right starting approach for any meaningful negotiations. However its our conventional position that this matter cannot stand as an isolated process by itself but its part and parcel of other related political issues and its sustainability is linked to the progress of all the different dimensions.
In this regard its also our position that a successfully negotiated viable peace which ensures security of the citizens is among the requirements for conducive environment of a genuine national dialogue to take off.
Its clear that the challenge a head facing the mediation is how to integrate and harmonize the three track process. The already ongoing SPLM versus GoS negotiations track, the Darfur track and the national dialogue track. With resolute impartiality and independency we trust that the mediation can make difference. The SRF is ready to cooperate and contribute. Its against this background we have already established a high level political negotiation team for SRF.
Ladies and gentle men, its important for me to make some important remarks concerning Darfur peace talks. These include:
• I call for the UN Security Council to immediately implement its several mandatory resolutions regarding Darfur conflict particularly those regarding disarmament of Sudan government allied militia.
• Delayed justice is denied justice. We therefore call upon the ICC to step up its efforts to bring the criminals who committed crimes before justice and the UN Security Council should help.
• UNAMID mandate should be changed so as to able to protect the civilian. The government of Sudan should cooperate without any hesitation and allow the UNAMID to discharge its duties.
• We strongly support the AU recent resolution (456) that calls for comprehensive peace process on Sudan crisis.
• For the success of Darfur peace talks we call for effective participation involvement and of international and regional community (countries and organizations). To this effect we deem it important the role of countries such as the United State of America, UK, Canada, France, Germany, Norway and the Netherland. The European Union and the Arab League role is also crucial.
• At regional level countries such Ethiopia, Chad, Uganda, Nigeria, South Africa, Senegal, Egypt and Algeria should engage and play effective role.
• While we appreciate the role of state of Qatar for its effort in the resolution of Darfur conflict, our stated position is that the Doha Document is a failed process. Therefore we call Qatar to join and contribute the harmonized efforts initiated by the AU, UN and other international stake holders.
• Finally we call on the representative of the government of Sudan in this process to display a sense of statesmanship and bear in mind that we either move together or Sudan will perish all together because of the irrational stance taken by the NCP.
