For the last two years, Ambassador Princeton Lyman has served as my Special Envoy to Sudan and South Sudan, building on a long legacy of dedicated service in the United States government. Princeton has done a tremendous job in helping to realize the promise of an independent South Sudan, and working toward the international vision of Sudan and South Sudan living side by side in peace. I have valued his extraordinary service, which has been appreciated by the United States and the international community. The people of Sudan and South Sudan, who have suffered so much, have the opportunity to seize a brighter future because of Princeton’s efforts to urge both sides to put the interests of their people first. I am deeply grateful for Princeton’s steadfast and tireless leadership, and wish him and his family well.

Dear Mr. President,
We, the undersigned human rights organizations and Sudan experts, have grave concerns that the
current U.S. policy is ineffective at stopping mass atrocities in Sudan. We write in the hope that the
transition to your second term in office will bring an urgent shift in the U.S. policy to finally end the
humanitarian crises and bring about a just and lasting peace in Sudan.
As you know, genocide continues in Sudan. The National Congress Party (NCP) regime in Sudan,
led by a president indicted by the International Criminal Court for genocide, crimes against
humanity and war crimes, is causing the death, starvation, displacement, and destruction of
livelihood of Sudanese civilians in Darfur, Nuba Mountains/South Kordofan and the Blue Nile state.
When speaking about Sudan in 2007 you called the genocide in Darfur a “stain on our souls” and
said that “as a president of the United States I don’t intend to abandon people or turn a blind eye to
slaughter.” Vice President Biden, the same year, called for military force in Darfur. Yet five years
later, the same genocidal regime, whose grave human rights abuses have been left unchecked by
the international community, is emboldened to continue to perpetrate atrocities, not only in Darfur
but now in Sudan’s border regions.
In your first term, your administration pursued a policy of engagement, marked by conciliatory
diplomacy. Under the oversight of two Special Envoys, this policy has failed to stop the
government of Sudan from committing ongoing mass atrocities.
We now ask that you revamp your Sudan policy to address the root cause of Sudan’s multiple
conflicts, the repressive and genocidal Sudan regime.
Specifically, we ask that your administration:
1) Deliver humanitarian aid to the starving Sudanese civilians in the Nuba
Mountains/South Kordofan and Blue Nile State, with or without agreement from the
government of Sudan or the U.N. Security Council, with multilateral partners or
unilaterally, and with the urgency required to save starving people.
2) Instruct the National Security Council to accelerate decisions and related actions
regarding protection of Nuba, Blue Nile, and Darfuri populations from air attacks and to
seriously consider the destruction of Sudan’s offensive aerial assets and/or the
imposition of a no-fly zone pursuant to the responsibility to protect doctrine.
3) Support an end to the NCP regime's control of the government of Sudan and support
the movement within Sudan for democratic transformation.
4) Oppose debt relief and cash transfers to the government of Sudan, thereby increasing
pressure on that government and strengthening the effects of U.S. sanctions.
5) Demonstrate strong leadership to end the government-sponsored violence in Sudan,
protect civilians in Sudan and South Sudan, ensure unhindered humanitarian access
for those in need, and bring the perpetrators of genocide and mass atrocities to justice
at the International Criminal Court.
The government of Sudan’s blatant and longstanding abuse of its citizens and disregard for the
international community clearly defines the nature of that government. Sudan’s repeated failure to
abide by the outcome of negotiations is a well-established pattern. After 23 years of mass atrocities
committed by President Bashir and his government, it is long past time for the United States and
the international community to confront Bashir and the NCP and bring an end to their mass

و سنري في مقبل الأيام ...

It is clear that the position on Sudan of many US (and other Western) officials is based on the belief that the stability of the country and the region is dependent on maintaining the current regime in power. Recently, Ambassador Lyman – the US special envoy to Sudan – said “frankly we do not want a regime change—we want to see freedom and democracy [in Sudan] but not necessarily via Arab spring”. This position received criticism on the grounds that it might embolden the Khartoum government as it continues to practice aggression against its own people.

و أهو .... كما يقولون ... المفارق عينو قويّة ...... ختّاها لنظام الخرطوم بالواضح في آخر ندوة عامة عن السودان بجامعة كولومبيا يوم أمس الإثنين:
1- البشير سيكون ملاحق حتي يقف أمام العدالة للمحاسبة ..... و حكومة الولايات المتحدة مصرّة علي عدم إستخدام البند 16 (تجميد القبض) .
2- لا تطبيع مع الخرطوم.
3- لا مساعدة ماليا لنظام الخرطوم .... و حكومة الولايات المتحدة ضد أي مساعدات من المانحين لنظام الخرطوم.
4- تصر حكومة الولايات المتحدة علي إيصال الإغاثة للمدنيين في مناطق الحروب بالسودان حتي و لو تفعل المستحيل (بلا سيادة بلا إستهبال - دة من عندي).
5- أمريكا لن ترفع العقوبات عن نظام الخرطوم طالما ظلت أزمات دارفور و جنوب كردفان و النيل الأزرق .. مستمرة.

المخرج الوحيد الذي يجعل الشعبين يعيشان في سلام في ظل تبادل المنافع- علي حد قوله. وأوضح: "حينما ذهبت إلي الخرطوم وجوبا أكدت لي قادة الطرفين إلتزامهم باتفاق أديس أبابا". وكشف عن "أزمة ثقة كبيرة" بين الطرفين. وناشد الأطراف بالتحلي بالإرادة السياسية لتنفيذ الإتفاق، معزياً ذلك: "شعبا البلدان عانا بما فيه الكفاية.. ويجب عدم الدخول في حرب جديدة". وأشاد بدور الإتحاد الأفريقي، متمنياً توصل الأطراف إلي حل لمعضلة أبيي. وأشار إلي أن تفكير إدارته منصب علي عدم عودة الحرب بين السودانين، لكنه عاد ليؤكد أن الأوضاع في شمال السودان تهم الإدارة الأمريكية. وأردف: "قضية الحكم في السودان تتجلي في عمق أزمة الحكم.. ويجب أن تكون الحكومة شاملة وذات قاعدة عريضة؛ ويجب أن تكون كل اقاليم وشعوبه ممثلة في الحكومة. ليس هناك مخرج للسودان إلا بإصلاح مسألة الحكم". ووصف الأوضاع في جنوب كردفان والنيل الأزرق بـ"المأساوية"، موضحاً: "الحكومة لم تفي بإلتزاماتها بإيصال الإغاثة للمنطقتين.. وسوف نفعل المستحيل لإيصال الإغاثة للمتضررين". وأكد ليمان أن الأولوية الآن هي إيقاف الحرب في المنطقتين، معرباً عن قلقه من الموسم الصيفي حيث "بدأت الحكومة بالفعل حملتها الصيفية في المنطقتين"- علي حد تعبيره. وفيما يتعلق بالوضع في دارفور، وصف الحالة في الإقليم المضطرب بـ"المأساوية"، مشيراً إلي إزدياد حالات العنف، والإنتهاكات "كبيرة" في ظل عدم تنفيذ إتفاق الدوحة للسلام- علي حد ذكره. وكشف عن أن حكومة بلاده لن تذهب لمؤتمر المانحين لمساعدة الحكومة السودانية إقتصادياً، موضحاً: "الحكومة لم تفي بإلتزاماتها". وأعرب عن تحفظ إدارته علي أداء قوات اليوناميد في دارفور، مؤكداً في الوقت ذاته أن خروجها من الإقليم سيجعل الوضع أسوأ مما هو عليه الآن. ووصف أوضاع حقوق الإنسان في السودان بأنها "غير مقبولة"، وزاد: "لن نطبع العلاقات مع الخرطوم في ظل هذا الوضع". تابع: "العقوبات علي السودان جاءت علي خلفية أزمة دارفور وجنوب كردفان والنيل الأزرق، ويجب التغيير". وأكد علي دعم حكومته للتغيير والإصلاح الحقيقي الذي يعالج أزمة الحكم، وأن بلاده لا ترغب في أن يؤدي ذلك إلي حرب أهلية أو تفكيك السودان. وشدد علي أهمية مشاركة جميع الأطراف في التغيير. وأضاف: "قوي الإجماع الوطني والجبهة الثورية يجب أن يكون لديهما منبر قومي للإجابة علي كيفية حكم السودان". في السياق ذاته، قام بالتعقيب علي حديث المبعوث الأمريكي للسودان القيادي أحمد حسين، الأستاذ الزائر ومسؤول برنامج السودانين بجامعة كولمبيا، مشيداً بدور السفير ليمان في تسهيل الإتفاق بين السودانين، مؤكداً علي أن السودان في مفترق طرق. وأشار إلي أن دولة السودان الجنوبي تعاني من الصراعات الإثنية والتحدي الإقتصادي والمؤسسات القوية لدعم الحكم، مشدداً علي إرداة قادتها في تقديم الحلول للمشاكل التي تواجههم. وتحدث حسين عن الأوضاع في الشمال، معرباً عن أسفه أن السودان في حرب مع نفسه- علي حد تعبيره. تابع: "الآن، الحرب تدور رحاها في جنوب كردفان ودارفور والنيل الأزرق والشرق قنبلة الإغاثة للملايين في دارفور وكردفان والنيل الأزرق .. اليوم العالم يحتفل بحقوق الإنسان وبلادنا بعيدة عن حقوق الإنسان والحكم الرشيد، والطلاب يقتلون والآلاف في المعتقلات". وأشار إلي أن إحدي تمظهرات الأزمة السودانية الصراع حول السلطة داخل المجموعة الحاكمة، وهذا الصراع سوف يؤثر سلبا علي وحدة البلاد وإستقرارها وعلي الأمن الإقليمي والدولي- علي حد ذكره. وحذر من أن الوضع الإقتصادي علي حافة الإنهيار، معزياً ذلك إلي: "العملة فقدت قرابة 90% من قيمتها والتضخم وصل إلي أكثر من 45%، والفقر وصل إلي أرقام فلكية تهدد التماسك الإجتماعي، والفساد حدّث ولا حرج، ودونكم تقرير منظمة الشفافية الدولية". وطرح حسين المخرج من الأزمة الحالية بالتعامل العاجل مع الأزمة الإنسانية في كل مناطق النزاع في عملية منسقة وسريعة من المجتمع الدولي ثم الخروج من أزمة الحكم عبر مرحلة إنتقالية جديدة تتميز بعدم التلكؤ وعلي أن تكون شاملة وسريعة؛ تشمل كل قوي التغيير لتتفق علي برنامج وطني واضح يكون أساساُ للتغيير وإدارة المرحلة الإنتقالية. يذكر أن الندوة شهدت حضور كثيف من السودانين وأساتذة وطلاب جامعة كولمبيا. وجاءت الندوة في إطار "منتدي السودانين"، وسوف يستمر المنبر في إستضافة عدد آخر من المهتمين والمختصين بشؤون السودانيين. وسوف يستضيق منبر السودانين بجامعة كولمبيا في الفترة القليلة المقبلة عدد آخر من المختصين والمهتمين بشؤون السودانين. يشار إلي أن المنبر يهدف إلي تشجيع الحوار ما بين نخب وناشطي وقيادات السودانين بغية تأسيس علاقة إستراتيجية وسلمية ذات إعتماد متبادل بين السودانين. في سياق ثانٍ، أعلن باراك أوباما، الرئيس الأمريكي في بيان له مساء أمس، عن مغادرة المبعوث الأمريكي للسودانين، السفير برنستون ليمان لمنصبه بنهاية العام الجاري، وهي الفترة التي نتهي بموجبها الفترة الرئاسية الأولى للرئيس أوباما، لكنه لم يقم بالإعلان عن الشخصية التي ستكون خلفاً للسفير ليمان لشغل هذا المنصب. تجدر الإشارة إلي أن السفير ليمان يعاني من مشاكل صحية تحول دون مواصلته للعمل في الإدارة الأمريكية.

* أخطأ ليمان في تقييم خطورة الوضع في السودان، وبالتالي لم يستطيع تقديم أسس ومناهج فعاله للحل.. هذا حدث ويحدث في العمل الدبلوماس الأمريكي
وأقرب مثال هو إغتيال السفير الأمريكي في ليبيا - وهو خطأ تقييمي - كلف إدارة أوباما هدر الكثير من الجدل لإهانة كرامة أمريكا بإغتيال رئيس الدبلوماسية بصورة مفاجئة في بلد عدد سكانه لا يتجاوز الـ 5 مليون.

* هنالك الكثير من المؤسسات والكيانات ومراكز البحوث.. وجامعات تقيم العمل الدبلوماسي الأمريكي بمناهج وخبرات ومعلومات دقيقة وهي التي يأخذها النشطاء بصرامة شديدة
لا يجد صناع القرار الأمريكي طريق غير الإنصياع في نهاية الأمر لهذه المطالب.

* أمريكا تشعر وتراقب تطورات الوضع في السودان ولا تريد للأمور أن تخرج عن سيطرتها - وهو ما أطاح بـ ليمان من منصبه.

* التطور اللافت في الداخل الأمريكي هو: أن أصبحت أصوات المهاجرين تلعب دور كبير في تشكيل الحكومة الأمريكية وهم لا يرضوا بأن تستمر معاملة حكومات لا أخلاقية
مثل حكومات بلدانهم الأصل.

* يجب أن تلعب إدارة أوباما دور حاسم وأكثر صرامة مع حكومة الهوتو هذه كما أسماها تاج الدين.
لأن الوضع في السودان في طريقة إلي المجهول وهذا لا يخفي علي أمريكا.

الحكومة الحالية هى القائم بالأعمال الأمريكي فى الشرق الأوسط.. وأمريكا لن تخاطر بسيل المعلومات الإستخباراتية والأمنية الذى يتدفق عليها من الخرطوم فهى (دولة مصب)
والسياسات قد تتغير لكن الإستراتيجية لن تتغير فى الظروف العادية. الجنوب استقل ولم يعتمد على الخارج إلا فى حدود ضيقـة.. ارتريا استقلت ولم تعتمد على الخارج إلا فى حدود ضيقـة
فلسطين لم تستقل لأن كل ملفاتها فى أيدى دول اجنبية.. الصحراء الغربية لم تستقل لأن كل ملفاتها فى الأمم المتحدة. السيوريون حتى الان غير مدينين للخارج إلا فى حدود ضيقة، الليببيون
لم يتدخل الناتو إلا بعد ان قوى الثوار وشكلوا خطورة حقيقية على النظام وخشى الغرب فقدان كعكـة البترول.
