Rice said the resolution was sent to other members of the 15 member Security Council on Thursday. She warned while a vote was urgently needed it would probably take several days to organize. Khartoum government troops occupied Abyei on May 21 and tens of thousands of people have since fled to the south. The Sudanese government and southern Sudan government reached an accord on Monday under which the border territory will be demilitarized. Rice said the accord was "urgent and fragile" and a council vote would need decisions by several governments, "so while we are moving swiftly I don't think it is realistic to assume that it will happen overnight." The final status of Abyei is one of a host of disputes and deals to be settled between the two sides before Southern Sudan formally declares itself independent on July 9. The Security Council meanwhile passed a statement calling on all sides in the Darfur conflict in Sudan "urgently to resolve their differences" and reach a permanent ceasefire. Some rebel groups took part in talks with the Sudanese government in Qatar but the United Nations has reported more intensive fighting in recent weeks. The conflict between rebel groups and the Khartoum government is estimated to have left at least 300,000 dead since it started in 2003, according to UN figures

Quote: لامم المتحدة (رويترز) - قالت الولايات المتحدة يوم الخميس انها قدمت مشروع قرار الي مجلس الامن التابع للامم المتحدة يجيز نشر 4200 جندي اثيوبي في منطقة أبيي السودانية المتنازع عليها. وقالت السفيرة الامريكية لدى الامم المتحدة سوزان رايس أيضا ان واشنطن تشعر "بقلق بالغ بخصوص الوضع الانساني في جنوب كردفان" وهي ولاية تقع في شمال السودان على حدود جنوب السودان. وقال الرئيس الامريكي باراك اوباما يوم الاربعاء ان الوضع في جنوب كردفان بالغ الخطورة. وأبلغت رايس الصحفيين "الولايات المتحدة قدمت... مشروع قرار لانشاء القوة الامنية المؤقتة لابيي مثلما طلبت حكومة السودان وحكومة جنوب السودان." واضافت ان المشروع "يدعو الي نشر 4200 فرد من قوة الدفاع الوطنية الاثيوبية تحت علم الامم المتحدة." ويدعو المشروع ايضا الي نشر قوة من الشرطة قوامها 50 فردا. ووفقا لنص المشروع -الذي حصلت رويترز على نسخة منه- فان القوة الاثيوبية سيطلق عليها القوة الامنية المؤقتة للامم المتحدة في أبيي (يونيسفا) وستكون مخولة "لضمان الامن في منطقة أبيي". وقالت رايس "نحن نتطلع الي مناقشات مع اعضاء المجلس من اجل اعتماد قرار بسرعة... حتى يمكن تنفيذ الاتفاق الذي توصل اليه الطرفان... على الفور وبفعالية." ووقع شمال وجنوب السودان اتفاقا يوم الاثنين في اديس ابابا لجعل أبيي منطقة منزوعة السلاح والسماح بوجود الجنود الاثيوبيين. وامتنعت رايس عن التكهن بالفترة التي قد يستغرقها اقرار القرار. وقالت ان هذا لن يحدث بين عشية وضحاها. ويقول دبلوماسيون في مجلس الامن ان القوة الاثيوبية ستكون منفصلة عن بعثة الامم المتحدة في السودان التي تضم عشرة الاف فرد والتي تقول الخرطوم انها تريد خروجها من البلاد بحلول التاسع من يوليو تموز موعد انفصال جنوب السودان. ونشرت بعثة الامم المتحدة في السودان بعض القوات في أبيي التي يتنازعها الجانبان لكن مسؤولين ودبلوماسيين بالامم المتحدة قالوا ان هذه القوات فشلت في توفير الحماية الكافية للمدنيين في المنطقة.
