واشنطن تعتذر لجواتيمالا عن تجارب طبية "لا أخلاقية"


اعتذرت الولايات المتحدة لجواتيمالا عن تجارب طبية كانت قد اجرتها على مواطنين منها قبل 60 عاما، حيث اصابتهم عمدا بفيروسات تسبب امراضا جنسية كالزهري والسيلان.

وأصدرت وزيرة الخارجية الامريكية هيلاري كلينتون ووزيرة الصحة والخدمات الإنسانية كاثلين سيبليوس بيانا مشتركا يصف التجارب التي أجريت في الفترة بين 1946 و1948 بأنها "غير أخلاقية" و"بغيضة".

وقالت الوزيرتان: "على الرغم من أن هذه الأحداث وقعت قبل ما يزيد على 64 عاما، إلا إننا نشعر بالغضب إزاء إجراء مثل هذا البحث البغيض تحت ستار الصحة العامة".

وأضاف البيان: "نأسف بشدة لحدوث ذلك، ونعتذر لكافة الأفراد الذين تضرروا من تلك الممارسات الممقوتة".

يذكر ان الجهات التي اجرت التجارب لم تكن لديها موافقة اي من الضحايا، وهم سجناء ومرضى نفسانيون.

واتصل الرئيس الامريكي باراك اوباما بنظيره الجواتيمالي الفارو كولوم الذي وصف الحادث بانه "جريمة ضد الانسانية" ليعتذر له شخصيا.

واكد اوباما لكولوم ان كل التجارب الطبية التي تجريها الولايات المتحدة اليوم تتماشى مع القانون الدولي والقيم الاخلاقية، حسبما ذكر البيت الابيض.

واتهم كولوم الولايات المتحدة بارتكاب جرائم ضد الانسانية.

ولم تعرض الولايات المتحدة تقديم تعويضات بعد، لكنها وعدت باجراء تحقيق في تفاصيل الدراسات الطبية المذكورة.

وكانت سوزان ريفيربي، الأستاذة بجامعة ويلسلي في ولاية ماساتشوستس، هي أول من كشفت عن هذه التجارب في بحث نشرته على موقعها الإلكتروني في يناير كانون الثاني الماضي.

وقالت ريفيربي ان أطباء الحكومة الامريكية اصابوا عمدا بعض مواطني جواتيمالا بمرضي الزهري والسيلان، وإن هيئة الصحة العامة الأمريكية أجرت تلك التجارب السرية لتصنيع لقاحات لمرض الزهري.

وشملت هذه التجارب 696 شخصا جرى اختيارهم من بين الرجال المحتجزين في السجن الوطني في جواتيمالا، ومن بين الرجال والنساء بمستشفى الصحة النفسية الوطني.

وأشار مسؤول أمريكي إلى ان كلينتون أجرت هي الاخرى اتصالا هاتفيا برئيس جواتيمالا لتعتذر عن هذا الحادث.

U.S. government medical researchers intentionally infected hundreds of people in Guatemala, including institutionalized mental patients, with gonorrhea and syphilis without their knowledge or permission more than 60 years ago.
Many of those infected were encouraged to pass the infection onto others as part of the study.
About one third of those who were infected never got adequate treatment.
On Friday, Secretary of State Hillary Clinton and Health and Human Services Secretary Kathleen Sebelius offered extensive apologies for actions taken by the U.S. Public Health Service.
"The sexually transmitted disease inoculation study conducted from 1946-1948 in Guatemala was clearly unethical," according to the joint statement from Clinton and Sebelius. "Although these events occurred more than 64 years ago, we are outraged that such reprehensible research could have occurred under the guise of public health. We deeply regret that it happened, and we apologize to all the individuals who were affected by such abhorrent research practices."
Secretary Clinton called Guatemalan president Alvara Cabellaros Thursday night to reaffirm the importance of the U.S. relationship with the Latin American country. President Barack Obama called Cabellaros Friday afternoon, according to a statement from White House press secretary Robert Gibbs.

GUATEMALA CITY, March 10 – President Clinton expressed regret today for the U.S. role in Guatemala's 36-year civil war, saying that Washington "was wrong" to have supported Guatemalan security forces in a brutal counterinsurgency campaign that slaughtered thousands of civilians.

Clinton's statements marked the first substantive comment from the administration since an independent commission concluded last month that U.S.-backed security forces committed the vast majority of human rights abuses during the war, including torture, kidnapping and the murder of thousands of rural Mayans.

"It is important that I state clearly that support for military forces or intelligence units which engaged in violent and widespread repression of the kind described in the report was wrong," Clinton said, reading carefully from handwritten notes. "And the United States must not repeat that mistake. We must, and we will, instead continue to support the peace and reconciliation process in Guatemala."
