President Al Bashir expels 10 international aid agencies and shuts down Amel Centre for the Treatment and Rehabilitation of Violence Victims



Thursday 5 March 2009: In reaction to the international call for his arrest for war crimes and crimes against humanity yesterday, President Al Bashir has expelled 10 international aid agencies from Darfur and shut down the Amel Center for the Treatment and Rehabilitation of Violence Victims and Khartoum Center for Human and Environmental Rights. Al Bashir has accused both agencies of surpassing their humanitarian capacity. Amel Center provided much needed medical aid, counselling and legal assistance to victims of torture and human rights abuses in Khartoum, El Fashir and El Genina.

The international aid groups ordered out were Oxfam, CARE, MSF-Holland, Mercy Corps, Save the Children, the Norwegian Refugee Council, the International Rescue Committee, Action Contre la Faim, Solidarites, and CHF International.



Al Bashir has expelled the agencies and revoked their licences after stating in a public address that Sudan would not “kneel to colonialists”, he has accused the organisations of violating laws and regulations. The agencies and local NGOs run the largest humanitarian operation in the world, providing for the basic needs of the huge population in the war torn region - 2.7 million of whom are displaced. Without these organisations supplies of food, clean water and health care will be extremely difficult to access. The organisations have been expelled at a time when their services are vitally needed, particularly as there is currently a meningitis epidemic in West Darfur; the expulsion will leave sufferers with extremely limited or no access to medical treatment.

SOAT expresses concern that there will be an increase in the targeting of human rights activists and an intensification of censorship in reaction to the arrest warrant.

SOAT calls on the government of Sudan to:

Ø Immediately reverse its action to expel the 10 aid agencies and allow them to continue their vitally needed work to ensure the survival of vulnerable population s in Darfur;

Ø Immediately reopen the Amel Center for the Treatment and Rehabilitation of Victims of Violence in order that they can continue providing much needed care for victims of human rights abuses and organised violence;

SOAT calls on the International community to:

Ø Strongly condemn the action taken by the GoS and urge them to immediately allow humanitarian agencies to return to their work
