Save The Children admits its own staff have been involved – three were sacked last year for sex with 17-year-olds after 15 complaints.

But the charity says many other agencies are doing nowhere near enough to catch and discipline staff abusing children in war zones and disaster areas.

It is demanding a new global watchdog to tackle the scandal, after being frustrated by a lack of United Nations action.

Save The Children chief executive Jasmine Whitbread said: 'The vast majority of aid workers are not involved in any form of abuse or exploitation, but in life-saving essential humanitarian work.

However, all agencies, including us, must own up to the fact that they are vulnerable to this problem.'

Former UN secretary-general Kofi Annan chaired a high-profile summit on the sex abuse scandal 18 months ago. Some 856 allegations of sexual misconduct were made against UN agency employees from 2004 to 2006, but only 324 were resolved within a year of being reported.

One aid worker on the Ivory Coast told Save The Children: 'Many agencies working here feel they are beyond reproach.'

الاهالي لا يقومون بالتبليغ حول تلك الانتهاكات بسبب خوفهم من توقف تلك الخدمات والتي بشدة يحتاجونها .
