برلين توجه الاتهام لسوداني بالتجسس على المعارضة السودانية

Quote: وجهت السلطات الألمانية الاتهام لرجل سوداني مقيم في ألمانيا بالتجسس على جماعات سودانية معارضة لصالح جهاز المخابرات الخارجية في بلاده. وقال مكتب الادعاء الاتحادي في ألمانيا اليوم الأربعاء إنه تم اعتقال الرجل البالغ من العمر 40 عاما واسمه أكويل في أكتوبر/تشرين الأول في برلين. وأوضح المكتب في بيان أن السوداني متهم بالتجسس على تلك الجماعات منذ يوليو/تموز عام 2005، وأنه نجح في التسلل إلى جماعات المعارضة ومنظمات حقوق الإنسان التي تعمل في السودان. وأضاف المكتب أن المتهم "شارك أيضا في العديد من المناسبات التي نظمها ناشطو حقوق الإنسان ولها علاقة بالموقف السياسي والإنساني في السودان"، مشيرا إلى أنه "تلقى راتبا منتظما نظير أنشطة التجسس" تلك. ولم تتوفر معلومات إضافية لدى برلين عن القضية، كما لم تعلق الحكومة السودانية على الموضوع حتى الآن.

Germany charges Sudanese man with spying

BERLIN, March 12 (Reuters) - The German federal prosecutor's office said on Wednesday it had charged a Sudanese
man with spying on Sudanese opposition groups in Germany for Khartoum's foreign intelligence service.

The 40-year-old, identified as Acuil A., is accused of spying on the groups from July 2005 until his arrest
in Berlin in October last year, the office said in a statement.

The man infiltrated German-based Sudanese opposition groups and human rights organisations that operate
in Sudan, it added.

"He also took part in many events organised by human rights activists which had to do with the political
and humanitarian situation in Sudan," the office said. "He received a regular salary for his spying activities."

No further information could be provided at present, the office added.

The Sudanese man's lawyer could not be contacted for comment and the Sudanese embassy in Berlin had
no immediate reaction. Sudanese security and foreign ministry officials had no immediate comment on the charges.

The charges against Acuil A. were filed in a Berlin court and a court spokeswoman said on Wednesday
a decision on whether to proceed with a trial would take at least three weeks.

In November, a Berlin court gave a German-Algerian man who worked at the Algerian embassy a six-month
suspended jail sentence for spying on Algerians living in Germany for his country's military intelligence service.

The German authorities were able to prosecute the man as he did not have diplomatic status, the court
said, adding that the sentence was relatively light as the man did not have a criminal record and the
people he spied on had not been harmed.

أقصد: هل تمنع القوانين (دولية كانت أم محلية) التجسس (على أرض إحدى
الدول) على نشاطات جهات معارضة لحكومة دولة أخرى؟

( بتكلم عن القانون، وليس عن الجوانب الأخلاقية).

... السلطات الألمانية ألقت القبض على المتهم منذ أكتوبر الماضي، كما
أشارت المصادر أعلاه. أما ( الجديد ) فهو توجيه التهم رسميا له.

خبر الBBC أدناه، والذي نشر في أكتوبر 2007، أشار إلى أن القانون
الألماني يعاقب من يثبت أنه مذنب بالتجسس بالسجن لمدة تصل عادة إلى
5 سنوات، وأحيانا إلى 10 سنوات.

يمكن يكون espionage دي (في الخبر أدناه) عندها معنى قانوني معين،
بس أنا ما متأكد.

Germany arrests spy for Sudan

German authorities have arrested a Sudanese man on suspicion of spying on dissidents
living abroad. The 39-year-old is alleged to have given the Sudanese government
information about opposition activists and dissidents living in Germany

The man, whose name has not been given, was arrested on Saturday in Berlin, prosecutors
told the AP news agency. Under German law, anyone found guilty of espionage faces
a jail term of up to five – and occasionally 10 - years

German prosecutors say the suspect had been spying on the activities of Sudanese government
opponents abroad since 2005. The suspect's response to the allegations against him are not known
