مسؤول اممي يقلل من اهمية تصريحات البشير بخصوص رفض القوات الغربية ويقول ان البشير وافق دون شروط!

Quote: UNITED NATIONS, June 27 (Reuters) - A stepped-up peacekeeping force to stem violence in Sudan's Darfur region may take six months to deploy after a resolution is passed at the U.N. Security Council, a U.N. official said on Wednesday. Earlier in Khartoum, the United Nations said murder, rape and abductions were on the rise in West Darfur state, noting with concern that increased violence in the lawless Sudanese region had driven more people into camps. British Ambassador Emyr Jones Parry, who is co-authoring a resolution mandating the hybrid operation of U.N. and African Union peacekeepers, said on Wednesday he expected to finalizethe draft this week, and it could come to a vote a week later. Hedi Annabi, assistant secretary-general for peacekeeping operations, told reporters after briefing the Security Council that there would be a troop-contributors meeting on Friday. He said much groundwork was needed before the force can be deployed and it was difficult to set a precise timeline. "We hope that we can start deploying this operation within six months from the day a resolution and a mandate are adopted by the Security Council," Annabi said. "It does take time." Under sustained international pressure, Sudan agreed on June 12 to a combined United Nations and African Union peacekeeping force of more than 20,000 troops and police, but many diplomats doubt Khartoum will keep its word. The force's aim is to stop the violence in Darfur, where international experts estimate 200,000 people have died and 2.5 million have been expelled from their homes in more than four years of strife. Sudan says 9,000 people have died. Sudan has sent mixed signals about the hybrid force, saying it should be under the AU's command and control rather than the United Nations', and suggesting it should be mainly African. Asked about reported comments by Sudanese President Omar Hassan al-Bashir that the force should not include Western troops, Annabi said Bashir had assured the Security Council this month that he accepted the force without conditions. "What we need to focus on now is implementation and deeds rather than words," Annabi said. "We should all choose to have some hearing problems because reacting to this or that statement might not be helpful," he added. "We have as part of the understanding a commitment that we will look in priority for African troops. We will make every effort to preserve the African character of the operation," he said. Belgian Ambassador Johan Verbeke, who holds the Security Council presidency, said it was vital that the resolution mandating the force was unambiguous, particularly in setting out the command and control structure of the force, which is unusual in being a joint U.N.-AU operation. He said he also wanted to see a clear timetable for the deployment.

الامم المتحدة (رويترز) - قال مسؤول بالامم المتحدة يوم الاربعاء ان قوة حفظ سلام معززة لوقف العنف في منطقة دارفور بالسودان قد يستغرق نشرها ستة اشهر بعد اجازة قرار في مجلس الامن.

وفي وقت سابق في الخرطوم قالت الامم المتحدة ان القتل والاغتصاب والاختطاف في تزايد في ولاية غرب دارفور ولاحظت بقلق ان العنف المتزايد في المنطقة السودانية الخارجة عن سيطرة القانون دفعت بالمزيد من الناس الى المخيمات.

وقال السفير البريطاني ايمري جونز باري الذي يشارك في صوغ قرار يعهد بالعملية المشتركة الى قوات لحفظ السلام من الامم المتحدة والاتحاد الافريقي يوم الاربعاء انه يتوقع ان يكمل مسودة القرار هذا الاسبوع وقد يعرض للتصويت بعد ذلك باسبوع.

وقال هيدي عنابي مساعد الامين العام لعمليات حفظ السلام للصحفيين بعد افادة مجلس الامن انه سيكون هناك اجتماع للمساهمين بقوات يوم الجمعة.

وقال ان هناك حاجة للكثير من العمل الاساسي قبل ان يتسنى نشر القوة وانه من الصعب تحديد حد زمني دقيق.

وقال عنابي "نأمل ان نتمكن من بدء نشر هذه العملية خلال ستة اشهر من يوم تبني قرار وتفويض من قبل مجلس الامن." واضاف "الامر يستغرق وقتا."

ووافق السودان في ظل ضغوط دولية مكثفة في 12 من يونيو حزيران على قوة حفظ سلام مشتركة من الامم المتحدة والاتحاد الافريقي من اكثر من 20 الف جندي وشرطي ولكن دبلوماسيين يشكون في ان تلتزم الخرطوم بكلمتها.

وهدف القوة هو وقف العنف في دارفور حيث يقدر خبراء دوليون ان نحو 200 الف شخص قتلوا كما طرد 2.5 مليون من ديارهم خلال اكثر من اربع سنوات من الصراع. ويقول السودان ان تسعة الاف شخص فقط قتلوا.

وارسل السودان باشارت مختلطة حول القوة المختلطة قائلا انها يجب ان تكون تحت قيادة وسيطرة الاتحاد الافريقي لا الامم المتحدة كما اشار الى انها يجب ان تكون افريقية بصفة رئيسية.

وعندما سئل عن تعلقيات الرئيس السوداني عمر حسن البشير بان القوة يجب الا تشمل قوات غربية قال عنابي ان البشير اكد لمجلس الامن هذا الشهر انه يقبل القوة بدون شروط.

وقال عنابي "ما يجب ان نركز عليه الان هو التنفيذ والافعال لا الكلمات. علينا جميعا ان نختار ان نستمع للمشاكل لان رد الفعل على هذا او ذاك قد لا يفيد."

واضاف "لدينا كجزء من التفاهم التزام بان ننظر من ناحية الاولوية للقوات الافريقية. سنبذل كل جهد للاحتفاظ بالطبيعة الافريقية للعملية."

وقال السفير البلجيكي جون فيربك الذي يتولى رئاسة مجلس الامن انه امر حيوي ان يكون القرار الذي يفوض القوة واضحا لا لبس فيه ولاسيما في تحديد هكيل القيادة والسيطرة للقوة التي تعد غير عادية لكونها عملية مشتركة للامم المتحدة والاتحاد الافريقي.

وقال انه ايضا يريد ان يرى جدولا زمنيا واضحا لنشر القوات.
