December 2, 2007 (KHARTOUM) — Sudanese First Vice President and Chairman of the Sudan People’s Liberation Movement (SPLM), Salva Kiir Mayadrit, will propose a cabinet reshuffle in the government of National Unity, according to a senior SPLM official.


Salva Kiir MayarditThe official who spoke to Sudan Tribune on condition of anonymity said that Kiir is working on a final list of new ministers and will submit to Sudanese president Omar Hassan Al-Bashir.

The southern ex-rebel group, which signed a peace agreement with the central government in 2005, took a decision in early October to suspend the participation of its ministers in the government of national Unity.

The SPLM justified their decision by saying that the ruling National Congress Party (NCP) is dragging its feet on the implementation of the Comprehensive Peace Agreement (CPA).

In an effort to end the political deadlock, Al-Bashir announced a cabinet reshuffle mid-October to incorporate changes requested by the SPLM. However there has been conflicting reports on whether the reshuffle matched what was requested by the SPLM.

The official declined to elaborate on the nature and scope of the reshuffle, but he denied reports that Mansour Khalid, appointed as the minister of external trade, will be assigned the ministry of higher education.

The surprise announcement of an upcoming reshuffle come a week after the SPLM summoned three high ranking members to Juba in order to investigate statements and contacts they made during the political crisis with the NCP over the implementation of the CPA.

The three officials were Lam Akol former minister of foreign affairs and newly appointed minister of cabinet affairs; Telar Deng former state minister at the presidency and newly appointed minister of state at the Ministry of Justice; Aleu Ayieny Aleu former state minister for the Interior.

Mohamed Yousif Ahmed al-Mustafa, SPLM leading member and state labor minister, told the daily Al-Sudani that Akol conduct raised suspicion about its purpose. He further said Akol was working secretly but his movements were monitored.

Regarding Telar Ring Deng and Aleu Ayieny Aleu, the SPLM leadership seems angered by last week statements about a plot to overthrow Salva Kiir from the leadership of the SPLM. Both have blamed Pagan Amum for the current crisis with the National Congress Party on the implementation of the CPA.

Aleu had said "Southern Sudan needs development not political troubles," insinuating that Pagan Amum hard position for the full implementation of the CPA is counterproductive.

The 2005 peace agreement brokered by the US and other western countries ended two decades of civil war between the Arab and Muslim-dominated north and the mainly Christian and animist black southerners.

Pagan arrival to what would become the SPLA was in 1982, before Garang and his comarades in Bor joined in. He and the late lokurnyang fired the first sparking bullets in the Buma Mountians. He was sent to Cuba in mid 1980s to recieve medical treatment from two bullets wounds he suffered from in a combat. He finished his law degree there and went to recieve a Master's Degree in political science under the tutorialship of Ricardo Alarcon de Quesada, the current president of the Cuban National Assembly and the actual ruler of the island. While there, he mentored a lot of the SPLA students, who are now contributing to the building of South Sudan. He is one of the most dedicated people to the cause the late Garang fought and died for. The SPLM/A trusts the man's judgement. He is only next to Kiir in popularity and trustworthiness. VIV La Lucha de Nuestro Pueblo

I'm amazed, and sometimes even mystified by those who think they know anything about the SPLA/M and its leadership. Consider this ladies and gentleman: Mr. Kiir purged Arthur Akuien, one of the most powerfull people in the Movement and who comes from a base whose contribution to the SPLA is 50%. Telar Deng was the one who masterminded the famous Rumbek meeting of the SPLA Military High Command and has since been groomed By bashir's NCP as a potential ring leader of a potential splinter group in the Movement. Aleu Ayien, on the other hand, has shamelessly been repeating unsubstantiated allegations that are made on daily basis by NCP operatives that Ugandans murdered the leader John Garang, in spite of the fact that he, Aleu, was in the committee that investigated the accident. When he got sacked by Kiir because of his reckless statement, Bashir Taha,the minister of interior actually wrote a letter of indignation to Kiir and went as far as to publicly demand Kiir to re-instate Mr.Aleu becuase, according to him, he was "a good minister." It was revealed later that a presidential decree got Aleu money for medical treament in the US. They could buy a few, but not all of us. Never. ! Que Viva La Memoria de Nuestros Heroes

What I wanted to highlight is the fact Arthur comes from Awiel area. Dinka Awiel is more than 50% of the whole Dinka population and the numbers of the SPLA soldiers from that area were noticeable. Arthur actually was a late comer to the SPLA/M but quickly became a prominent figure in the political affairs of the Movement. He was a good manager and was trusted with the Movement fund-raising efforts. After the CPA, he became the finance minister of the GOSS but his tenure was mired by very serious allegations of corruption. KIrr sacked the veteran politician and is now sitting in jail awaiting trial. My apologies.
