Civil wars are more intense and more difficult to resolve than interstates wars. Hugh Miall's conflict data shows that 15% of international conflicts did. Paul Pillar's data shows about two-thirds of interstate wars end by negotiation as compared to about one-third of civil wars. Now we can pose the question, does civil war end؟
To answer this question, we have to distinguish between war and conflict. Conflict never ends, because it is a part of human life but can escalate to war. On the other hand, the war ends whenever parties to a conflict are convinced to stop killing and violence. It ends in different styles, some of the negotiated settlements (Yemen, Sudan, and Colombia) or total victory (Greece and Nigeria), or mixed between the two-military dominance combined with negotiation.
There was an extensive outside intervention in Yemen and Greece, somewhat less in Nigeria, Sudan, and Zimbabwe, and much less still in Colombia. The only apparent shared characteristic is that large-scale civil violence ended for a considerable time after the settlement.
These are the different ways of ending the civil war. But questions are: why does the fighting end when it does؟ Why does war drag on until one side attain a total victory؟ Why civil violence does not start again later, especially since the underlying issues often remain when the killing stops. To answer these questions, we will deal with five factors may be relevant to explain the questions. Issues, which cause the conflict, consist of internal politics of each side, military balance, activities of third parties and terms of the settlement.
First, the nature of the issues that underlie the conflict is important. The important question is that, what is the purpose of the war؟ In this term, we can distinguish between two different wars such as secession and revolutionary wars. Insurgents seek to change the government or to change the structure of whole society. In the two cases, foreign intervention is more likely to happen.
