‏(The Sudanese Front Against the Coup is an open alliance of democratic politicians, grassroots activists in resistance committees and professional unions, media professionals and members of civil society who together aims to combat the 25 October 2021 coup in Sudan.)

Situation update

‏At dawn on 25 October 2021, the Sudanese Armed Forces (the ‘SAF’) and the Rapid Support Forces (the ‘RSF’) (together, the ‘Putchists’) carried out a military coup to seize power and change the constitutional system that was agreed upon, and enshrined in, the Constitutional Document in August 2019 (the ‘CD’). The Charter was signed after the December 2018 popular revolution succeeded in overthrowing the previous National Congress Party regime, and had created an agreement for the transitional period between the military and civilian political allience that led the revolution (Forces of Freedom and Change). The CD was witnessed and guaranteed by the international community, including regional powers.

On 25 October 2021, the Putchists’ forces attacked the homes of a number of cabinet ministers and politicians and arrested (or rather kidnapped) them, taking them to unknown locations (a list of detainees so far is attached at the end of this report). These forces also besieged the home of Prime Minister Dr. Abdullah Hamdok and sought to pressure him to broadcast a statement in support of the coup announcing the dissolution of the government and the freezing of the CD. When the Prime Minister refused to do so, he and his wife were then seized and taken from their home to an unknown location. Subsequently, the head of the Sovereignty Council, Lieutenant-General Abdel Fattah Al-Burhan, announced that the SAF and the RSF were responsible for what happened. In that same speech, he announced that he was suspending several articles of the CD, dissolving the Sovereignty Council and the Council of Ministers, and re-establishing the Military Council as a governing authority by freezing article 72 of the CD. In addition, Al-Burhan declared an indefinite state of emergency throughout the country.

‏These decisions announced by Al-Burhan have no legal or constitutional basis, and are considered a military seizure of power, which constitutes a full-fledged military coup d’etat. This coup is in fact the final act in a plot that has been played out over the past few weeks. This long-running plot has included the Putchists support of the closure of Sudan’s main port in eastern Sudan, their provocation of security breakdowns in the various provinces of Sudan, their attempts to fabricate a ‘populist’ sit-in in front of the Republican Palace (which houses the Sovereign Council) which sit-in supposedly sought to bring in military leadership, in addition to the continued control by the Putchists over most of the country’s economic resources and the use of those resources to create economic crises to pressure the civilian government.

This coup seems to be motivated by regional ambitions to have a government in Sudan that facilitates their control over the country and hinder any spread of democratic thought in the region. Further, it is reported by military sources that the coup is supported by Russia, which promised to prevent the UN Security Council from taking any measures against the Putschists in Sudan. During the past few months, the activity of Russian semi-governmental militias in Sudan has increased through arms deals with the RSF, and training and restructuring operations for RSF forces, in addition to economic activities related to gold smuggling, money laundering and more.
‏ Accordingly, the Sudanese Front Against the Coup emphatically assert the following:

1. ‏ Dr. Abdullah Hamdok and his cabinet still represent the legitimate authority in Sudan, and the measures taken by the Putchists constitute a violation of Sudanese law and should not be dealt with in any way by the UN Security Council, the African Union, the Friends of Sudan and everyone other than as a coup act aimed at stopping the path of civilian democratic transformation which began in the December 2018 popular revolution.

2. The UN Security Council, the African Union and the Friends of Sudan should take the necessary measures to ensure the implementation of their previous decisions in support of civilian democratic transition in Sudan, including freezing Sudan’s membership in international and regional institutions, imposing urgent sanctions on the leadership of the Putschists and putting pressure on them and on their internal and external partners through all means necessary to restore constitutional order in Sudan.

3. Since early hours of the morning of 25 October 2021, hundreds of thousands of Sudanese came out spontaneously and filled the streets and alleys of towns across the country in full and total rejection of the coup. The Putchists security services dealt violently with these peaceful demonstrators leading to the death of 7 young people who were killed by live bullets, and the injury of more than 180 other demonstrators so far. The Putchists should be warned by the UN Security Council, the African Union and the Friends of Sudan against any further abrogation of international human rights and to shedding the blood of Sudanese.

4. ‏We have many reasons to be concerned about the safety of the detainees, especially after the violent treatment of the Minister of Cabinet Affairs (Khalid Omer Yousif), the Minister of Culture and Information (Hamza Balol) and the former Minister of Industry and Trade (Madani Abbas Madani) during their detention. The UN Security Council, the African Union and the Friends of Sudan must press for their immediate release and return to their governmental positions. We are also extremely concerned about the kidnapping and detention of the legitimate head of Government Dr. Abdallah Hamdok and his wife and we call for his immediate release and the resumption of his duties to lead the country during this crisis.

5. ‏Any government that is announced by the Putchists is and will forever remain illegitimate, and it will immediately and continuously be met with widespread resistance and rejection from the Sudanese people. Any Sudanese politician who accepts to participate in it will have written his or her name carved in the pages of political decadence and opportunism forever. We issue a reminder of the 30 years of resistance, non-violent and armed, through which thousands across Sudan fought for a better country. We issue a reminder of the blood of our children and other martyrs that has been and continues to be shed in willingness to build a civilian democratic Sudan.

6. We call on those regional and international powers doing so to stop fighting the hope and aspiration of the Sudanese people for freedom, peace and justice. And to stop the attempt to create a puppet government that serves their interests before the interests of the Sudanese people. Our country is not for sale and is not a tool to serve regional interests and ambitions. We look forward to the support of all free peoples and governments of the world in our battle to establish a democratic civilian New Sudan. The Sudanese people will remember well who stood with them and who stood against them in their fight to build a brighter future for their homeland.
