Subject: Urgent Action to End the War in Sudan
Dear Mr. Boulus,
The Iowa Forum for Peace and Democracy extends its deep appreciation for your personal
engagement and for the Trump Administration’s leadership in addressing the catastrophic war
in Sudan. Since the outbreak of hostilities between the Sudanese Armed Forces (SAF) and the
Rapid Support Forces (RSF) on April 15, 2023, the United States has played a pivotal role in
championing peace efforts, delivering over $2.3 billion in humanitarian assistance, and pursuing
accountability for grave human rights abuses through targeted sanctions.
Yet, despite these commendable efforts, Sudan today faces the world’s largest humanitarian
crisis:
25 million people-more than half the population-are on the brink of famine.
11 million are internally displaced, while 4 million have fled as refugees.
17 million children remain out of school, their futures in jeopardy.
The upcoming Washington meeting on July 29, 2025, bringing together the United States, the
United Kingdom, Saudi Arabia, Egypt, Qatar, and the United Arab Emirates, offers a critical
moment to reverse Sudan’s trajectory toward total state collapse. However, negotiations
dominated by foreign powers—some implicated in fueling the war—without authentic
representation of Sudanese civilian forces will not deliver a just or sustainable peace.
We urge the United States to leverage its leadership to ensure that this process prioritizes the
Sudanese people—not the ambitions of armed actors or regional patrons. Specifically, we call

upon your office to champion the following:
Immediate and Comprehensive Ceasefire
Pressure all parties and their external sponsors to halt weapons transfers, financial
flows, and logistical support that perpetuate the conflict.
Unimpeded Humanitarian Access
Secure safe corridors for aid delivery, protect humanitarian workers, and prevent the warring
factions from weaponizing food and medical supplies.
Civilian Protection and Accountability
Expand monitoring mechanisms to document atrocities, deter further war crimes, and pursue
justice for victims through impartial accountability frameworks.
A Civilian-Led Political Process
Launch an inclusive transition roadmap anchored in democratic governance and civilian
supremacy, ensuring the permanent withdrawal of the military from political life.
Post-War Reconstruction and Stability
Mobilize international resources for rebuilding critical infrastructure, restoring education, and
creating conditions for the voluntary return of millions of displaced Sudanese
Sudan stands at a tipping point. The choices made in Washington will shape not only the future
of 45 million Sudanese but the stability of an entire region stretching from the Sahel to the Red
Sea. This is not merely a diplomatic challenge-it is a moral imperative.
We trust that the United States, under your counsel, will rise to this moment and lead a coalition
committed to ending the bloodshed and restoring Sudan’s path to peace, justice, and
democratic governance.
