 Think Tanks is the Priority
|
إنتظمت العالم سلسلة من المراكز البحثية المتخصصة في الدراسات السياسية والإستراتيجية و الإقتصادية وكل ما يهم قضايا المواطن والوطن، وحيث أن السودان يشهد تحولات كبيرة ستحدد مساره في المستقبل، في من باب أولى أن نتجه لإنشاء مثل هذه المراكز، التي تجمع عدد من الباحثين المتخصصين، لدراسة الواقع السياسي والإقتصادي والإجتماعي وإستشراف المستقبل.
هذه دعوة لجميع الأحزاب وجميع مؤسسات المجتمع المدني، ان تسعى لإنشاء مثل هذه المراكز، تعميقاً لتحديث هذه الأحزاب والمؤسسات، لكسب ود أجيال لن يعنيها ولاء طائفي، أو آيدلوجيا ستصدأ إن لم يعمل معتنقيها على تجديدها.

ياخ دي تماما الحلقة المفقودة في السياسة السودانية و من دونها تظل حركتنا السياسية تراوح مكانها و تظل تقليدية بكل طيفها مهما ما تنطع البعض بالتقدمية و العلمانية، و يا ريت نطلع من حيز الأماني إلى حيز التنفيذ و أنا جاهز لأي إجراء عملي في هذا الإتجاه.

يبدو أننا اخيرا قد احسسنا بضرورة المؤسسات البحثية و الفكرية و هنا يجب توجيه التحية للدكتور حيدر ابراهيم لتأسيسة لمركز الدراسات السودانية في ظروف صعبة و تحريضه للاحزاب السياسية للاستفادة من الدراسات و الفعاليات التي يقدمها المركز. فعل ذلك في واقعنا الذي لم تترسخ فيه المفاهيم التي تعين مثل هذه المراكز علي الاستمرارية و التطور. المعلومة في عالم اليوم تكتسب قيمة عالية تعود علي مقدمها بعوائد كبيرة و هذا ما يعين المراكز البحثية علي التطور و الارتقاء بأدواتها و تجويد منتوجاتها للدرجة التي ترتقي بالواقع العام في جوانبه المختلفة. السياسة عندنا تعتمد علي الفهلوة و بهلوانية القيادات و هذا ما افقدها مصداقية الشعب و قدرتها الذاتية في اقتراح حلول و تطبيقها بالكيفية التي توقف التدهور الذي اصبح طابع الاداء العام منذ الاستقلال. ترسخ ثقافة المبادرات و انشاء مؤسسات المجتمع المدني و المنظمات غير الحكومية و التخصصية يدعوا للفتاؤل لكن علي القائمين بأمرها أن يحرصوا علي تنقيتها من السلبيات التي توطنت في ممارستنا للعمل العام و ان يتحلوا بالصبر و الحرص علي البناء علي ركائز المؤسسية و الديموقراطية و تفعيل القوانين و اللوائح التي تضبط العمل و تتغلب علي الجدل و الصراعات ذات المنطلقات الذاتية لتتوفر بيئة صالحة للعمل الخلاق و المبتكر.

سأظل ضاغطا على زناد هذا البوست رافعا له إلى أعلى دائما. لا بد من الإشادة بالدكتور حيدر إبراهيم علي، تعرف يا نصار كم كاتب و مؤلف و كتاب سوداني أسهم هذا المركز في تقديمهم إلى الجمهور. أضيف إلى ذلك ضرورة غضافة مراكز أخرى لتقديم الخدمات و الإحصاءات المتخصصة و مراكز لقياس الميول الإجتماعية فيما يعرف بإستطلاعات الراي هذه الجوانب أصبحت ضرورية للعمل السياسي، إنت عارف أنا كنت قريب من دورة تدريبية عقدت في دولة عربية لمجموعة النواب البرلمانيين ، في كيفية طرح أرائهم في جلسات البرلمان، نظمت الدورة بواسطة أحد بيوت الخبرة الأمريكية و بعض النواب السابقين في الكونجرس الأمريكي، أوضحت لي تلك الدورة ان البرلماني في الكونجرس لا يقف و يتحدث من دماغو كهاشم بامكار مثلا لكن هناك من يمده بالأراء السياسية و الإقتصادية و هي هذه المنظمات و المراكز البحثية تمده بكل ما هو مناسب و في شتى المجالات الخدمية، السيتاسية و الإقتصادية و خلافو، فلهذه المؤسسات ضرورة بالغة و أحزابنا لا تحترم التخصص أيا كان التخصص،

وشكرا للدعم، وبالمناسبة كنت أستغرب وأنا أرى هذا البوست يغوص نحو القاع "الصفحات الخلفية"، وكنت أتوقع أن يكون إنقاذه، وإجراء التنفس الصناعي له من أحدكما بالغضافة إلى آخرين، وهكذا لم تخيبا ظني.
أمارس هذه المهمة الآن، وبهمة عالية، وأنا على يقين من إنجازه ليكون منارة جديدة، وإضافة حقيقية، وإن تشوبه ما لا ينتقص منه، إلا بعين الأمنيات و"يا ليت"، وأكررها يا ليته لوطني، يا ليته لبلدي.
وهذه دعوة للجميع للتواصل لجعل من الأمر حقيقة.

بالامس شرعت في كتابة مداخلة اخري في هذا البوست البالغ الاهمية لكن شدهتني عنه امور.
نادوس، في بوست الاخ محمد عكاشة تمنيت عليك أن تعيد طرح اقتراحك حول القناة الفضائية الثقافيه هنا لمزيد من الحوار ارجو أن تتمكن من ذلك.
الاخ مرتضي، خليك من عضو برلمان، معلق كرة القدم في الغرب بكون وراءه جيش جرار من المتخصصين في جوانب بالغة الدقة و دا بمكنة من جعل عملية التعليق كأنها محاضرة في علوم شتي لينطبق عليهوا المثل _الخيل تجقلب و الشكر لحماد_ لكن حماد ماخد حقه وزيادة و تارك حكاية الشهرة دي للمعلق، و الاخير محاسب علي اقل خطأ في استفادته من المعلومات الهائلة المتوفره له و هنا اذكر أن أحد المعلقين الالمان فقد منصبه كمعلق لانه في مباراة بين المانيا و انجلترا فقد موضوعيته و خضع للعاطفة و المكابرة فقد تعرضت المانيا الي هزيمة كبيرة في عقر دارها و حاول المذيع تغطية الشمس بأصبعه عندما اكد أن أحد الاهداف نتج عن تسلل واضح و بعد الاعادة البطيئة صاحبنا اصر _انها سخلة و أن طارت_ فطار هو و حلق الانجليز بعيدا بنصرهم. كرد جميل للعزيز نادوس لطرحة هذا الموضوع المهم اورد المثال الثاني من مجال تخصصه، اول ما جينا البلد دي _المانيا_ كانت مدرسة اللغة تنظم لنا زيارات لبعض المؤسسات و المصانع و الاماكن ذات الطابع الثقافي و التاريخي و السياحي. في واحدة من الزيارات دي اخذونا ألي القناة التلفزيونية الالمانية الثانية (ZDF) فرأينا عجبا في المعمار و الاجهزة و التقنيات و هذه امور ارجو ان تتاح لي الفرصة للحديث عنها الا أن الاهم و الذي يرتبط بموضوع هذا البوست يتمثل في ما أخبرونا عنه عن البرامج فوجدنا أن لكل برنامج اما استديو خاص به أو ديكور مخصص يتم تركيبه بدقة و أن للبرنامج تيم ضخم من الباحثين و الفنيين و جامعي المعلومات و أنهم يمثلون هيئة تحرير ينفقون كل يومهم في العمل الميداني و الاجتماعات المرتبة بدقة و ما علي المذيع سوي أن يجمع كل هذه التفاصيل و أجراء البروفات عليها و تسليم نفسه كاملة لمدير الاستديو و و المسؤولين من الجوانب الاخري و المخرج الذي يقوم بدور الربان و ربط كل الحلقات مع بعضها. أما المزيع شاشة يكتب فيها النص بحروف كبيرة جدا كما يوجد نفس النص مكتوبا علي ورق اما المزيع تحوطا لي اي خطأ فني قد يحدث للشاشة. قارن ذلك مع مذيعي فضائية الانقاذ الشائهة. قطاع الخدمات عموما اصبح اكثر القطاعات نموا و مردودا اقتصاديا و هو في مجمله يقوم علي تقنية المعلومات و تسويق نتائج البحوث العلمية و الاحصائية و غيرها من الاسس التي لا يستغني عنها صانع القرار في موقع كان و ايٍ كان تخصصه.

للظروف التي كان يمر بها البورد من إسفاف، والروح العنصرية التي مشت بين حواريه وأزقته، رأيت أنه ليس من المناسب طرح مثل ذلك المشروع، وأنتظر الوقت المناسب، وسأعيد إنزاله مع بعض التفاصيل حول آليات التنفيذ.
وإن كان ردود الأفعال تجاه هذا البوست، لا تشجع، ولكن سأحاول، فانت تعلم أن مشروع مركز الدراسات (Think Tank)، مشروع صغير جداً أمام مشروع القناة، من ناحية التكاليف، وإن كان لا يقل أهمية من نواحي أخرى.

قبل عام من الآن كنت قد حضرت ندوة للدكتور فرانسيس دينق ماجوك مساعد الأمين العام للأمم المتحدة لشئون النازحين و الباحث في مركز (مركز بروكينجز بواشنطن Brookings Inst)كانت في إحدى دول الإغتراب المأهولة بالسودانيين، تحدث فيها عن سير عملية السلام و كانت قدر شارفت على الوصول لمحطة التوقيع على بروتوكول إقتسام السلطة أي تم التوقيع على بروتوكول الترتيبات الأمنية و هي مرحلة متقدمة يعني وقتها. كان يتحدث عن الدور الأمريكي و الغربي عموما في هذه العملية و تناول مفهوم كلمة "ضغط" و تحدث تحديدا عن تغير موقف الإدارة الأمريكية تجاه السلطة في السودان ففي عهد بيل كلنتون الإدارة الديمقراطية كان التعامل مع النظام الحاكم يسير وفق منطق المواجهة و الإزلة لدرجة ضرب مصنع الشفاء و إجتماع أولبرايت الشعير في كمبالا بالمعاضة السودانية، تغير الموقف في إدارة بوش الجمهورية فما سر الإهتمام بالملفات العالقة كالجنوب و دارفور، هنا سلط الضوء على جماعات الضغط و مراكز الدراسات هي من سلط الضوء على المأساة الإنسانية المترتبة على الحرب في الجنوب مما ولد قناعة لدى رجل البيت الأبيض بضرورة وقف الحرب كأولوية، طبعا ده معطوف على مناخات سياسية داخلية و أجندات إقليمية. أذكر أيضا ورقة كتبها الدكتور فرانسيس دينق عن المأساة الإنسانية للحرب في الجنوب بعنوان (out of sight out of mind) كتبها هو كباحث في المركز المذكور أعلاه، أعتقد إنها جلبت الإنتباه الأمريكي الرسمي لقضية الجنوب و بالتالي دفع عملية السلام، لذا يا نادوس لا أستغرب عندما يقف نائب في الكونغرس و يتحدث عن قضية دارفور يكون عليم بكل جوانبها و بدرجة تفوق علم محمد إبراهيم نقد أو الصادق المهدي، و عندما يتحدث بوش في حملته الإنتخابية واعدا بتوفير رقم معين من الوظائف يكن ذلك صحيحا و واقعيا، هنا ياتي تساؤلي عن دقة الإحصائيات التي قدمها نقد في ندوته الأخيرة أنا حقيقة لم أعرها إنتباها بإعتبار أن نقد و حزبه ليسا من مصادر معلوماتي الدقيقة عند البحث في أسباب مشكلة معينة، هنا لابد من ملاحظة أن الأمر لا يتعلق بالأخيرين لكن هذه هي أزمة السياسة السودانية الحقيقية، كيف لبرنامج سياسي أو إقتصادي أن يكون واقعيا لو لم تكن الإحصائيات أحد وسائل صياغته؟
لكن يا نادوس دايرين إجراءات عملية الفكرة كطرح لا تحتاج لجهد كيما نقتنع بيها.

I just want to let you and others who are interested to know that we are three
individuals in US have already started a project of a Think Tank.
This dosn't mean others should stop, rather
we encourage any one to go forward and we will definitely meat some where.
I believe and agree with others it's the missing part in our political institutions. And good luck to all

freedom of expression
freedom of research
freadom of obtaining information and data from public and Governmental entities
بالأختصار لا يمكن قيام مجمعات فكر و بحوث جادة بغير معلومات و حقائق من دوائر الدولة.
و هذا يتأتي أحلال الحرية الحقيقية أولا و تغيير مفاهيم الناس أن نشر معلومات و تحليلها قد يتعارض مع سياسة الدولة و المعتقدات السائدة عند الجمهور ... مثلا أشياء قد تمس معتقدات الناس أو قد تثير غضب بعض دول الجوار أو أشياء لها علاقة بنزاعات الشرق الأوسط أو شخصيات طائفية متنفذة أو أشياء قد تترتب عليها تغيير الأولويات في خطط تنمية جهات معينة بالدولة . مثال سعد الدين أبراهيم في مصر ( مؤسسة بن خلدون) ... كانت تحليلاته في الصميم علي النمط الغربي . لم تضق به الحكومة فقط بل أرتعبت قطاعات من الشعب المصري من جرأة تحليلاته ( علي الطريقة الغربية من ناحية الصراحة في التناول).
هذه المجمعات الفكرية لم تنشأ ألا مؤخرا في الغرب . أي بعد ممارستها للحرية و الديموقراطية زمنا طويلا . عندنا حتي في زمن الحكومات الديموقراطية لا يفرق الكثير بين النقد الجرئ و بين الولاء للدولة أو الوطن . في هذه المنطقة الرمادية تضيع مصداقية التحليلات الفكرية لأنها سوف لن تبني علي معلومات كافية .
أعتقد يكون أجدي لو ركز المثقفون الآن في وضع حصان الحريات العامة أمام عربة اولويات بناء وطن ديموقراطي معافي ... فيه يطيق كل واحد مننا الآخر.

The think - thank organizations are dedicated to research programs, studies and analyzing the results which are put at the disposal of the powes that be whether public , diplomatic or other interested parties . The results from these researches , studies or analyses represent a huge opportunity for the NGO's in quest of founding from the donors . They are to be utilized as a data - bank of tools useful to funding applications . The world of think - tank organizations regroups university figures, retired public servants ( administration, army, diplomats, corporations , scientists , professionals , etc . ) .

شكرا للمداخلة والإضافة، وإتفق مع رأي الأخوان الذي أكد أن وجود بعض مراكز الدراسات لا يلغي أهمية قيام مركز أخرى، وأضيف لهذا الرأي بأنه لا بد من غرس وترسيخ ثقافة "البحث والدراسة"، وإعادة تأهيل متخذ القرار في السودان، بأهمية الدراسة والبحث، ومقارنة القرار والبدائل، وأعتقد أننا نتفق جميعاً في أن "متخذ القرار" في السودان، يشبه تماماً لاعب كرة القدم السوداني، فالمدرب يشرح الخطة و"يدعكه" تمارين، ولكن بمجرد إطلاق صفارة بداية المبارة يلعب كل لاعب بطريقته التي تعلمها في الحواري، وينسى الخطة وهذا ما يمارسه متخذ القرار السوداني، وكلمة "الدراسة" عنده أصبحت تعني التسويف.
وسأعود بالتفصيل لكل رأي على حدة.

لقد لمستم جراحات الساسة عندنا! واحكي لكم قصة مجموعة من الشباب تخصصوا في قياسات الرأي العام! اصدقاء وزوجاتهم! وكان المشروع حلم حياتهم منذ ان كانوا طلابأ. وبعد التخرج ذهبوا الى دولة اجنبيه كلهم وتخصصوا وحينما عادوا فتحوا مركزا صغيراَ للدراسات وقياسات الرأي العام! الدراسة الاولى..... الثانية وبحلم الشباب ذهبوا لبعض ناس الحكومة وقالوا لهم هذه نتائج الدراسة وإذا ارادت الحكومة ان تنجح في هذا الامر يجب ان تغير كذا وكذا .....الخ أولا طلب منهم ان تكون نتائج الدراسة في الحفظ والصون ولا تنشر ! ثانيا طُلب منهم ان يعملوا في بعض اجهزة الدولة فاشترطوا ان لا يتدخل أحد في نتائج الدراسات ولا منهجها ولا عينات الدراسة حتى تعكس الواقع. واستمروا في مركزهم المستغل ولكن في يوم حزين دفنت أحلام هؤلاء بأجهزة الامن وأغلغت دارهم وصودرت عرباتهم واحلامهم . هل تعلم ان أحدهم يقود أمجادفي الخط. وذهبت احلامهم مع الامن. والغريب انهم رفضوا الخروج من السودان رغم انهم يعانون.
فلنضغط جميعاَ ليكون لمثل هؤلاء حرية ان يحلموا ويساهموا في بناء بلادهم .
وليكون لمثل هذه المراكز دور فعال في توجيه "الجهاز التنفيذي في الدولة"

لك التحية هذه سرد هذه التجربة الطموحة من هؤلاء الشباب و الشابات ذوي البصيرة و الوعي المتقدم. حظهم العاثر أنهم نهضوا بطموحهم في زمن كعب فقوبلت نواياهم الحسنة بواقع السلطة المصادرة لكل شئ دعك من الحرية التي لا ينظرون لها سوي انها خطراً علي نظامهم القائم علي الاستفراد بمصائر الناس و الحكم. الشمولية في كل زمان و مكان تخاف من الحقيقة و المجال الذي اختاره هؤلاء الشرفاء مهمته الاساسية جمع المعلومة و معالجتها و تعميمها في ظل نظام يقوم علي الكذب و التضليل و الاستغلال السيئ لوسائط الاعلام.
الان تتحدث اتفاقية السلام عن اطلاق الحريات و كبح الاجهزة الامنية و التوجه نحو التحول الديموقراطي، حكومة الانقاذ راهنت و ما زالت علي تفريغ هذه المعاني من محتواها لتبيع الناس الوهم لتحتفظ ببضاعتها و تقبض ثمناً للا شئ، هنا يبرز التحدي أماننا في أن نحرج اهل الانقاذ بالتعامل مع نصوص الاتفاقية كما يعمل الكثير من الصحفيين و القانونيين الشرفاء. أتمني أن يجمع هؤلاء الشباب شعثهم من جديد لمواصلة عملهم النبيل و لا أعتقد أن الحكومة في وضع يسمح لها بمطارتهم من جديد فقد تسعي ألي مضايقتهم لكنها لن تتجرئ علي اعتقالهم او اغلاق مركزهم. الامر يتطلب قدر عالي من الجرأة و الاستعداد للمواجهة حتي نوسع من هامش التغيير المحدود الذي فرض علي الانقاذ التي تظن انها باقية رغم مخالفة الواقع لظنهم الاثم. أذا كان لك اتصال بأصحاب المشروع ارجو أن تدعوهم للاشتراك في هذا المنبر _أحدهم علي الاقل_ و التعريف عن أنفسهم لدي جمعيات القانونية و المجتمع مدنية و الصحافة حتي لا تستفرد بهم الاجهزة الامنية فحضورهم القوي في المنابر الاعلامية يمثل لهم حماية معقولة و سند لهم في حالة الملاحقة التضييق.

نحن نحتاج بالفعل لمثل هذه المراكز التي تعمل على تشريح وتفكيك الواقع بشكل علمي، وتعمل على الإنذار المبكر - للغرابة عمل الإنجليز شيئا شبيها في السودان بعد مجاعة سنة 6 - وتطرح بحوثا علمية رصينة حول ما ينبغي أن يفعل تجاه مختلف القضايا، وتتعدى ذلك لتمثل عملا جماعيا استراتيجيا يخدم أهدافنا المستقبلية.
علينا أن نفكر في ضربة البداية كيف تكون

هذا هو بيت القصيد او الشروع في تنفيذ هذا المشروع .. واين هي المؤسسات الحزبية التي تدعم مثل هذا العمل والذي بالضرورة هو اداة تقويم في المقام الاول .. ثم اين الحكومة ومؤسسات الدولة التي قد تقبل به .. اذا الطريق يحتاج طاقة عالية من الصبر والا سيؤول لمآل اصحاب الزميل (القلب النابض).. لابد ان يدعم من قبل الامم المتحدة(مثلا) او بعض المنظمات ذات التأثير في فضاءنا السياسي ..

A Think Tank is an organization that claims to serve as a center for research and/or analysis of important public issues. In reality, many think tanks are little more than public relations fronts, usually headquartered in state or national seats of government and generating self-serving scholarship that serves the advocacy goals of their industry sponsors; in the words of Yellow Times.org (http://www.yellowtimes.org/) columnist John Chuckman, "phony institutes where ideologue~propagandists pose as academics ... [into which] money gushes like blood from opened arteries to support meaningless advertising's suffocation of genuine debate". Of course, some think tanks are more legitimate than that. Private funding does not necessarily make a researcher a shill, and some think-tanks produce worthwhile public policy research. In general, however, research from think tanks is ideologically driven in accordance with the interests of its funders.
"We've got think tanks the way other towns have firehouses," Washington Post columnist Joel Achenbach says. "This is a thoughtful town. A friend of mine worked at a think tank temporarily and the director told him when he entered, 'We are white men between the ages of 50 and 55, and we have no place else to go.'"
"In 1970, Supreme Court Justice Lewis Powell wrote a fateful memo to the National Chamber of Commerce saying that all of our best students are becoming anti-business because of the Vietnam War, and that we needed to do something about it. Powell's agenda included getting wealthy conservatives to set up professorships, setting up institutes on and off campus where intellectuals would write books from a conservative business perspective, and setting up think tanks. He outlined the whole thing in 1970. They set up the Heritage Foundation in 1973, and the Manhattan Institute after that. Think tanks are funded primarily by large businesses and major foundations. They devise and promote policies that shape the lives of everyday Americans: Social Security privatization, tax and investment laws, regulation of everything from oil to the Internet. They supply experts to testify on Capitol Hill, write articles for the op-ed pages of newspapers, and appear as TV commentators. They advise presidential aspirants and lead orientation seminars to train incoming members of Congress.
Think tanks have a decided political leaning. There are twice as many conservative think tanks as liberal ones, and the conservative ones generally have more money. This is no accident, as one of the important functions of think tanks is to provide a backdoor way for wealthy business interests to promote their ideas or to support economic and sociological research not taking place elsewhere that they feel may turn out in their favor. Conservative think tanks also offer donors an opportunity to support conservative policies outside academia, which during the 1960s and 1970s was accused of having a strong "collectivist" bias.
"Modern think tanks are nonprofit, tax-exempt, political idea factories where donations can be as big as the donor's checkbook and are seldom publicized," notes Tom Brazaitis, writing for the Cleveland Plain Dealer. "Technology companies give to think tanks that promote open access to the internet. Wall Street firms donate to think tanks that espouse private investment of retirement funds." So much money now flows in, that the top 20 conservative think tanks now spend more money than all of the "soft money" contributions to the Republican party.
In the wake of the re-election of George W. Bush in 2004 Democratic-inclined supporters sought to bolster funding for centre-left think tanks. "Scores of the US's richest people have pledged $1 million or more towards a new attempt to reinvigorate the American left and counter the powerful Republican political machine," writes David Teather in The GUardian (UK). "The money will be funnelled through an organisation called the Democracy Alliance which, according to a report in the Washington Post, will help fund a network of thinktanks and advocacy groups seeking to halt the shift to the cultural and political right." Democratic strategist Rob Stein, who organized the effort, thinks "there is a big imbalance in the amount of cash that goes into left and rightwing thinktanks. Over the past two years, he said, think tanks pushing the conservative agenda had received $295 million, while leftwing institutions were given just $75 million." A think tank's resident experts carry titles such as "senior fellow" or "adjunct scholar," but this does not necessarily mean that they even possess an academic degree in their area of claimed expertise. Outside funding can corrupt the integrity of academic institutions. The same corrupting influences affect think tanks, only more so.
Think tanks are like universities minus the students and minus the systems of peer review and other mechanisms that academia uses to promote diversity of thought. Real academics are expected to conduct their research first and draw their conclusions second, but this process is often reversed at most policy-driven think tanks. As writer Jonathan Rowe has observed, the term "think" tanks is a misnomer. His comment was directed at the conservative Heritage Foundation, but it applies equally well to many other think tanks, regardless of ideology: "They don't think; they justify."
A Federally Funded Research and Development Centers (FFRDC) is a special category of think tank. As described by the National Science Foundation [4] (http://www.nsf.gov/sbe/srs/nsf02321/secta.htm, FFRDCs are "R&D-performing organizations that are exclusively or substantially financed by the Federal Government and are supported by the Federal Government either to meet a particular R&D objective or, in some instances, to provide major facilities at universities for research and associated training purposes. Each center is administered either by an industrial firm, a university, or another nonprofit institution."
The Department of Defense (DOD) sponsors ten FFRDCs, which are listed below with other North American think tanks. Many of these DOD FFRDCs, and the institutions that operate them, have used their privileged status, and tax dollars, to venture beyond their charters. Such ventures have incurred the wrath of the Professional Services Council (PSC), an association of for-profit consulting firms, which has fought the aggrandizement of FFRDCs since the early 1970s. PSC's task force on FFRDCs "is charged with the challenging task of containing [FFRDCs] and similar quasi-governmental entities that benefit from sole-source contracting or otherwise are subsidized unfairly by the federal government..."
