الخرطوم فى 31 / 5 (سونا) قال يان برونك الممثل الخاص للامين العام للامم المتحدة بالسودان ان اعتقال المدير الاقليمي لمنظمة اطباء بلا حدود الهولندية امر محزن للغاية. واضاف في مؤتمر صحفي اليوم ان تقرير المنظمة مثار الجدل لا يحتوي علي اية اكاذيب بل يرتكز علي افادات وشهادات طبية مبينا انه اعلم وزارة الخارجية دعمه الكامل لمضمون التقرير وزعم برونك انه متاكد من صحة الادعاءات حول حالات الاغتصاب الواردة في تقرير المنظمة والذي وصفته وزارة الشؤون الانسانية بانه ملفق واحالت الامر للنيابة للتحقيق حول مصادره
ودعا برونك وسائل الاعلام المحلية الي تصديق ما اسماه روايات نساء دارفور من ضحايا الاغتصاب مدعيا ان النساء لا ينسجن القصص من خيالهن علي حد تعبيره مستنكرا ما اسماه بالحملة غير النزيهة التي تشنها الصحافة المحلية ضد المنظمات الانسانية
واكد برونك حق الأجهزة القضائية في ان تقوم بدورها ضد كل من يخالف القانون الا انه اضاف لا اعتقد ان العمال الانسانيين يقومون بشيء ضد القانون. وقال برونك ان منظمة اطباء بلاحدود تقوم بعمل مهم وحساس بهدف انقاذ الضحايا وان الامم المتحدة تدعم المنظمة دعما كاملا ونفي برونك ان تكون هناك سياسة منظمة ومخطط لها من قبل الحكومة لتخويف المنظمات الانسانية

والجدير بالذكر ان الحكومة السودنية قامت باعتقال المدير الاقليمي لمنظمة اطباء بلا حدود الهولندية بعد ان نشر تقريره عن الوضع فى دارفور وتعالت صيحات رجال النظام تعلو متهمة التقرير بالادعاءات الكاذبة عبر بيان وزارة الشئون الانسانيةالا ان ممثل الامين العام للامم المتحده (يان برونك) أكد صحةالتقرير
وحول زيارة الامين العام كوفى عنان للخرطوم والذى لم يجد التقدير والاستقبال الذى يليق بوضعه كأمين عام للام المتحده حيث استقبله فى المطار وزيرالدولة للخارجية نجيب الخير (وهو وزير متوالى من حزب الامة المنشق من حزب الامة للتجديدوالاصلاح) ومن خلال متابعات الصحفيون لتقطيةالزيارة لاحظوا عدم رضاء الامين العام كوفى عنان للاستقبال الامر الذى جعله لا يهتم كثيرا بمقابلة الرئيس البشير بعد زياته الى دارفور ورمبيك والتى وجد فيها استقبالا كبيرا بوجود دكتور جون قرنق مبيور والذى اهداه فى ختام الزيارة ثورين وتقبل الامين العام الهديه وطلب ذبح الثورين ووتقسيم لحومها الى المساكين برومبيك
وجاء فى وسائل الاعلام السودانية ان السبب فى عدم حضور كوفى عنان الى الخرطوم ومقابلة البشير هو سوء الاحوال الجوية ولكن تشير بعض المصادر ان عنان لم يكن متحمسا لهذا اللقاء وتوجهت طائرته الى اديس ابابا .
والشارع السودانى تابع زيارة كوفى عنان للخرطوم وتعجب لعدم استقبال وزير الخارجية مصطفى اسماعيل بالغرغم من وجوده بالخرطوم .

Sudan detains aid agency head after report of rapes
Monday May 30th, 2005 17:52.
KHARTOUM, May 30 (Reuters) -
Sudanese security detained the country head of an international aid agency on Monday after authorities issued a warrant for his arrest over a report on hundreds of rapes in the Darfur region, the agency said.
Security forces detained Paul Foreman, country head of the Dutch branch of aid agency Medecins Sans Frontieres (MSF), but it was not clear whether he had been arrested or taken away for questioning, the agency's office in Khartoum said.
It was the first such action taken an aid agency chief since the start of Sudan's Darfur conflict in early 2003.
Sudan's attorney-general, Mohamed Farid, told Reuters authorities had opened a criminal case over MSF Holland's report in March detailing 500 rapes over 4-1/2 months in Darfur.
The MSF Holland report said its doctors working in Darfur had medical evidence of the rapes over a period of about 4 1/2 months in the region, which is in the throes of a rebellion.
Farid said the report was false.
"We have issued a warrant for the arrest of the head of the organisation after speaking to the (governmental) Humanitarian Aid Commission," he said.
Under Sudanese law, Farid said MSF should have consulted and coordinated with the governmental Humanitarian Aid Commission before publishing any such information or reports.
Farid said the authorities had asked MSF Holland several times for the evidence on which the report was based, but the agency had refused to provide it. Therefore, they came to the conclusion the report was false.
"If they don't give us the medical documents we will send them to the criminal court accused of publishing a false report which harms the general peace," he said. He added the maximum penalty would be three years in jail.
Farid said Foreman would not remain in jail if he were arrested but would be released on bail pending the trial. But he would not be allowed to leave the country.
The report, which received full backing from the United Nations, said more than 80 percent of the victims reported that their attackers were militiamen or soldiers. It did not specify whether these included rebel factions.
DOCTOR-PATIENT CONFIDENTIALITY
Before his detention on Monday, Foreman told Reuters he could not violate the confidential doctor-patient relationship respected world-wide by giving authorities medical documents.
"The reports and the victims of rape are both very real and we continue to do our medical work in Darfur," he said.
Tens of thousands have been killed in the fighting in Darfur and more than 2 million forced from their homes to makeshift camps around the region. Reports of rape are widespread in the conflict, and a U.N.-appointed commission of inquiry found evidence of mass rape during the conflict.
Rape is a sensitive subject in Muslim Darfur, and victims are often ostracised by society.
In anonymous accounts by victims, the report described how some women were held for days, raped repeatedly and beaten. It said some victims had been arrested. Pregnancy out of wedlock is illegal in Sudan, where Islamic sharia law is in force.
"These kind of false reports damage the image of Sudan," Farid said.
Farid said it was unlikely any action would be taken against the agency itself: "We need the organisation MSF to do its medical work in Sudan ... and to be present here," he said. "But it has to do its work in its specific capacity and this (report) is not within its capacity here."
Aid agencies operate under tight regulations in Sudan and often complain of harassment from local authorities in Darfur.
On Saturday, aid agencies told visiting U.N. Secretary-General Kofi Annan that they were prevented for several days from entering Kalma camp in South Darfur, Darfur's largest camp housing about 110,000 displaced.

What we see here the Regime is making preceding step, before to be (a hunt) you must be a good hunter, I think this incident assured the allegations of double justice standards , at this case either are deeply bad or they are doing something they are not aware of its harm consequences, to detain a humitarian official and interrogate him to release the confidential records of his patients this a new (felony), it is more digesting than the crime of rape itself!!
Because they want him to break the code of ethics, Mr. Pronk should say no thing now because he gave this gang members legitimacy when they had smashed away Suba refugee camp, he said the government has the right to plan the area and the use of police is justified, But now he should withdraw his statements because the detention of this official prove that the regime has no hesitate to go over the regulation and laws. This message is so clear (if you want trial us we can trail you either). The conclusion we can reap it from this incident the regime is working hard to evacuate the area from the humitarian organizations. This will open the door for more killing and atrocities. If we reject the Sudanese laws because it provides impunity to government officials and let them fled from justice why this rejected laws implemented on MSF organization officials

للاسف الشديدان عقلية هؤالاء الانقاذيون ممثلة فى من يطلقون التصريحات يعتبرون زيارة كوفى عنان الاولى لبلاد لم تكن كما يريدون وتوقعوا بالاسقبال الكبير والحفاوة التى رسموها له ممثلة فى كل قيادات الدول ان يغير كوفى عنان تقريره حين عودته الى مجلس الامن وكأنما الامين العام لا تصله تقارير من بعثة الامم المتحده بالسودان وزاد من مصداقية احلامهم التحليلات الصحفية لصحافة النظام وتصويرهم تصريحات الامين العام بأنها ايجابية بينما ما قاله كوفى عنان فى الزيارة الاولى كان يحمل كثير من المضامين التى تؤكد عدم رضائه لما شاهده عبر الزيارة .
ومن هذه الخليفية كان هذا الاسنقبال الفاتر والذى لا يليق برجل هو الامين العام للامم المتحده مما دعا بعض المسئولين يؤكدون ان الاستقبال كان مقصودا وذالك لقناعتهم بما يحمله تقريره من ادانة الى مجلس الامن بعد عودته وهنا نلاحظ اعتراف صريح للحكومة بارتكابها الاغتصاب وتجيش الجنجويد وانتهاك حقول الانسان من قبلها
