UNITED NATIONS (Reuters) - The U.N. Security Council agreed on Thursday to ask Secretary-General Kofi Annan to greatly speed planning for a new U.N. force in Sudan's western Darfur region.
The text of a draft resolution, put forward by Washington and set to be adopted by the 15-nation council on Friday, would give Annan until April 24 to prepare "a range of options for a United Nations operation in Darfur,' according to a copy obtained by Reuters.
It would also ask the U.N. leader to prepare recommendations within a month on how a separate U.N. peacekeeping mission in southern Sudan could help crack down on Uganda's notorious Lord's Resistance Army, an armed group that has wreaked havoc in the region for decades.
The LRA has terrorised communities in Uganda's remote north for two decades and some of its fighters have recently crossed over into neighbouring Democratic Republic of Congo and Sudan.
Led by self-proclaimed prophet Joseph Kony, the LRA has killed tens of thousands of unarmed villagers, slicing off survivors' lips or ears and abducting more than 10,000 children as fighters, porters and sex slaves.
An African Union peacekeeping force of some 7,000 troops is already in Darfur, seeking to protect villagers from marauding Arab militias that the United Nations and the United States say are being armed by the Khartoum government -- an allegation the Sudanese government denies.
But the poorly equipped and under-financed AU force has proven ineffective in ending the violence, prompting Annan to call for its replacement by a bigger U.N. force.
Sudan's government, however, has said it does not want U.N. troops in Darfur until a peace agreement is reached in talks taking place in the Nigerian capital Abuja.
The African Union's Peace and Security Council, bending under pressure from Sudan, voted this month to extend its mission in Darfur through September 30 while affirming in principle its plan to eventually hand off to a U.N. force.
U.S. Ambassador John Bolton said this week he wanted the new resolution to accelerate planning and lay the groundwork for a smooth transition to a U.N. force in Darfur without waiting for formal approval from the AU and Sudan.
The text would also extend the mandate of the U.N. peacekeeping mission in the south, due to expire on Friday.

ثلاثة قتلى في اشتباك مع القوات الأممية بالجنوب

حث منسق الشؤون الإنسانية في الأمم المتحدة يان إيغلاند السودان على الموافقة على نشر قوات حفظ سلام دولية في إقليم دارفور، وبرر ذلك بتدهور الوضع الإنساني في هذه المنطقة الواقعة غربي السودان.
وأكد إيغلاند في مؤتمر صحفي في جنيف أن على الأمم المتحدة أن تتمكن من تولي مسؤولية الأمن في دارفور لأنه بكل بساطة ليس في وسع العالم أن يوفر التجهيزات اللازمة لقوات الاتحاد الأفريقي المنتشرة في الإقليم.
وأضاف المسؤول الأممي أن على الحكومة السودانية أن تدرك أن الوضع الإنساني في المنطقة متدهور وأن سكان المنطقة في حاجة إلى المساعدة وبالتالي ينبغي أن توافق على المساعدة التي تقترحها الأسرة الدولية.
وقد رفض الرئيس السوداني عمر حسن البشير مجددا يوم الثلاثاء اقتراح الأمم المتحدة إرسال قوة سلام إلى دارفور لتحل محل نحو سبعة آلاف رجل نشرهم الاتحاد الأفريقي عام 2004 لا يتمتعون بقدرات التحرك الكافية للقيام بمهمتهم.
وأعطى الاتحاد الأفريقي في العاشر من مارس/آذار الجاري موافقته المبدئية على قدوم قوات أممية ومدد ولاية قواته ستة أشهر وهو الوقت الكافي لكي تجهز الأمم المتحدة بعثتها في هذه المنطقة التي تشهد شبه حرب أهلية أوقعت آلاف القتلى إضافة إلى نزوح نحو 4.2 ملايين شخص منذ ثلاثة أعوام.
وضع إنساني
على صعيد آخر أعلن الاتحاد الأفريقي أنه تسلم ردا خطيا من الحكومة السودانية وحركتي التمرد في دارفور حول اقتراحه وقف إطلاق النار لأغراض إنسانية، دون أن يذكر مضمون الرد.
ويقضي الاقتراح بإخلاء طرق ومخيمات اللاجئين من الأسلحة لإتاحة الفرصة لعمل المنظمات الإنسانية، وإبقاء القوات الحكومية وعناصر حركتي التمرد في قطاعات تحدد بوضوح وتفصل بينها مناطق عازلة.
وتزامن الإعلان عن الهدنة مع إقرار مبعوث الأمين العام للأمم المتحدة إلى السودان يان برونك بأن إستراتيجية المنظمة الدولية في التعامل مع الوضع في دارفور قد أثبتت فشلها.
ثلاثة قتلى
وفي تطور آخر قتل ثلاثة مسلحين في اشتباك مع قوات الأمم المتحدة بجنوب السودان, وذلك في حادث هو الأول من نوعه منذ انتشار القوات الدولية بالمنطقة.
وقال مسؤول بالأمم المتحدة إن هجوما استهدف موقعا تابعا للقوات الدولية في جنوب السودان، وتشير أغلب الاحتمالات إلى أن متمردين أوغنديين يقفون وراء الهجوم مما دفع قوات حفظ السلام إلى أول تبادل لإطلاق النار معهم.
وأشار المسؤول الدولي إلى إصابة اثنين من جنود حفظ السلام في منطقة يامبيو قرب الحدود مع جمهورية الكونغو الديمقراطية.
يشار إلى أنه يتم حاليا نشر قوة تزيد على 10 آلاف عسكري تابعين للأمم المتحدة في جنوب السودان بهدف مراقبة تنفيذ اتفاق السلام الذي وقع العام الماضي وأنهى أطول حرب أهلية في أفريقيا.
غير أن متمردي "جيش الرب للمقاومة" بأوغندا الذين لاذوا على مدى سنوات بالجنوب السوداني المجاور كثفوا هجماتهم على المدنيين في الأسابيع الأخيرة.

African church leader says Darfur can't wait 6 months for U.N. troops

NAIROBI - Sudan's deeply troubled Darfur region desperately needs a truly international peacekeeping force, and cannot wait another six months to get it, the Rev. Mvume Dandala, general secretary of the All Africa Conference of Churches, has told the African Union (AU).
Dandala charged that the AU peacekeepers there too often defer to the wishes of Khartoum.
"Like the rest of the world, we are appalled by the horrendous, disturbing and continuing loss of human life and livelihoods in Darfur," Dandala said in a March 23 letter to AU Chairman Denis Sassou-Nguesso, the president of Congo Brazzaville, and Omar Konari, chairman of the African Commission.
Dandala, a South African Methodist who ######### the Nairobi-based ecumenical body, said the churches salute the AU for organizing peace talks on Darfur held in Abuja, Nigeria, and for deploying troops in Darfur, but despite those efforts, the situation in Darfur has continued to deteriorate.
"You are correct that the small number of troops, as opposed to the vastness of Sudan, coupled with the limitations in terms of funding, have not, indeed, made your tasks on the ground to be easy and successful as desired," Dandala said in his letter.
The AU, made up of the 53 nations of Africa, has extended the mission of its 7,000 troops to Sept. 30. However, Dandala said churches are convinced that the people of Darfur cannot wait another six months for a possible UN multinational peacekeeping force.
"We consider the AU move as a dangerous deference to the government of Sudan, which has failed to fulfill its constitutional obligations to protect the people of Darfur," Dandala said.
The churches want a truly international force of well-equipped and -trained soldiers with a strong mandate for peacekeeping and monitoring.
