Quote: As you likely have seen, The United States has imposed sanctions on two individuals regarding the South Sudan conflict pursuant to Executive Order (E.O.) 13664: Marial Chanuong and Peter Gadet. The first designated individual, Marial Chanuong, the commander of the South Sudanese government’s Presidential Guard forces, ordered and led attacks and violence—including against civilians- in the initial stages of this crisis that escalated this crisis into a full conflict. Chanuong commands the Presidential Guard forces that led security operations in Juba in December, 2013, including the targeted killings of civilians on December 15. The other individual designated today, Peter Gadet, led anti-government forces in the April 17 attack on Bentiu, in violation of the January 23rd Cessation of Hostilities Agreement, which included the killing of more than 200 civilians. We hope to send a strong signal to both sides that there are consequences for their actions, and especially for those that seek to continue the fighting, obstruct the IGAD-led peace talks, target civilians or UN personnel, deny or hinder humanitarian access, or commit human rights abuses and atrocities. Quote: USUN PRESS RELEASE #100 May 6, 2014 FOR IMMEDIATE RELEASE Statement by Ambassador Samantha Power, U.S. Permanent Representative to the United Nations, on Targeted Sanctions for South Sudan, May 6, 2014 Today, the United States announced targeted sanctions on two South Sudanese whose actions, including the targeting of civilians and fomenting ethnic violence, are contributing to the mounting humanitarian and human rights catastrophe unfolding in South Sudan. The measures taken against Marial Chanuong and Peter Gadet are only a first step and should serve as a clear warning to those in the Government of South Sudan and those who have taken up arms against it: the United States is determined to hold accountable those who choose violence. To that end, we will also seek in the United Nations Security Council to authorize targeted sanctions against those who continue to undermine South Sudan's stability. President Salva Kiir and former Vice President Riek Machar have agreed to travel to Addis Ababa, Ethiopia for face-to-face talks. We strongly urge both leaders to live up to this commitment to meet and to implement the Cessation of Hostilities agreement they signed on January 23. South Sudan’s crisis has led to tens of thousands of deaths, driven over 1.2 million people from their homes, and brought the country to the brink of famine.
