الأمم المتحدة, ديسمبر (آي بي إس) - عادة ما ينظر للإقليم العربي على أنه يتمتع بالكثير من الثروات: وفرة النفط (المملكة العربية السعودية).. أحد أعلى معدلات دخل الفرد في العالم (قطر)... موطن أطول مبنى فاخر في الدنيا (الامارات العربية المتحدة)... لكنه يفتقر إلى واحد من أكثر الموارد المحدودة اللازمة لبقاء الإنسان علي قيد الحياة: الماء.
في هذا الصدد، يفيد برنامج الأمم المتحدة الإنمائي في دراسة جديدة نشرت هذا الأسبوع، أن "المواطن العربي العادي لديه ثماني مرات أقل قدرة على الحصول على المياه المتجددة، من المواطن العادي العالمي... وأكثر من ثلثي موارد المياه السطحية تنبع من خارج المنطقة".
ويحذر التقرير -المعنون "حوكمة المياه في المنطقة العربية: إدارة الندرة و تأمين المستقبل"- من أن ندرة المياه في المنطقة تتوجه بسرعة نحو "مستويات تنذر بالخطر، بعواقب وخيمة على التنمية البشرية".
في هذه المنطقة يعيش حوالي خمسة في المئة من سكان العالم البالغ عددهم أكثر من سبعة مليارات نسمة، بينما تحتل 10 في المئة من مساحته.لكنها تمثل أقل من واحد بالمائة من الموارد المائية العالمية، حسب التقرير الذي يفيد أيضا أن حصتها من الموارد المائية المتجددة سنوياً هي أيضا أقل من واحد في المئة فهي تتلقى 2.1 في المئة فقط من متوسط هطول الأمطار السنوي العالمي.
كذلك فأكثر من 87 في المئة من تضاريس المنطقة عبارة عن صحراء ويقع فيها 14 من أصل 20 دولة تعاني من نقص المياه في العالم، وفقا للتقرير الأممي.
في هذا الشأن، تقول مود بارلو -المستشارة الرفيعة السابقة في الأمم المتحدة في قضايا المياه ومؤلفة كتاب "المستقبل الأزرق، حماية المياه من أجل الناس وكوكب الأرض إلى الأبد"- أن الشرق الأوسط يعاني من "أزمة مياه"، فيما يمثل التصحر مشكلة واسعة في بلدان مثل سوريا والأردن والعراق وإيران.
وتضيف لوكالة إنتر بريس سيرفس، أن أعظم المشاكل هي الممارسات الزراعية غير المستدامة التي أسرفت في استهلاك المياه الجوفية في المنطقة. وتحذر:"السدود والتحويلات لأغراض الري الثقيل تدمير مصادر المياه بمعدل ينذر بالخطر".
ويذكر أن دراسة أجرتها وكالة الفضاء الأمريكية (ناسا) مؤخرا، أفادت أن المنطقة قد فقدت -منذ عام 2003- مياها جوفية بقدر أكبر بكثير مما كان يعتقد سابقا. فقال التقرير إنها بحجم البحر الميت.
وفي هذا الشأن أيضا، قال ولي عهد دولة الإمارات العربية المتحدة الشيخ محمد بن زايد آل نهيان، في مؤتمر المياه الدولي في أبو ظبي في يناير الماضي: "بالنسبة لنا، الماء هو (الآن) أكثر أهمية من النفط".
هذا وعلي ضوء تهديدات ندرة المياه في المستقبل، قامت العديد من الدول العربية - بما فيها الإمارات العربية المتحدة- بتوسيع استخدامها للموارد المائية غير التقليدية، بما يشمل تحلية مياه البحر، ومياه الصرف الصحي المعالجة، وحصاد مياه الأمطار، واستمطار السحب، واستخدام مياه الصرف للري.
وحالياً، تقود المنطقة العربية العالم في مجال تحلية المياه، بأكثر من نصف القدرة العالمية. ومن المتوقع أن تتوسع عمليات تحلية المياه من 1.8 في المئة من امدادات المياه في المنطقة، إلى ما يقدر بنحو 8.5 في المئة بحلول عام 2025.
كذلك فمن المتوقع أن تتركز معظم الزيادة في البلدان المصدرة للطاقة ذات الدخل المرتفع، وبخاصة دول الخليج، ذلك لأن تحلية المياه تستهلك الكثير من الطاقة ورأس المال، وفقا لدراسة برنامج الأمم المتحدة الإنمائي.
هذا ولقد سبق أن حذر الأمين العام للأمم المتحدة بان كي مون، من ان نقص المياه يسبب المصاعب الاجتماعية ويعيق التنمية.
وقال في إشارة ضمنية إلى الشرق الأوسط أنها "تخلق توترات في المناطق المعرضة للصراع. وفي كثير من الأحيان، حيث نحتاج الماء نجد البنادق. لا يزال هناك ما يكفي من المياه بالنسبة لنا جميعا -ولكن فقط طالما نحافظ على نظافتها، ونستخدمها بشكل أكثر حكمة، ونتقاسمها بشكل عادل".
وفي غضون ذلك، تلاحظ دراسة برنامج الأمم المتحدة الإنمائي أن التحديات الكبيرة لقطاع المياه في المنطقة تشمل المؤسسات المجزأة ذات المسؤوليات غير الواضحة والمتداخلة، وعدم كفاية القدرات، وعدم كفاية التمويل، ومركزية صنع القرار، وعدم الامتثال للوائح، والإنفاذ غير الفعال، ومحدودية الوعي العام .
وبمناسبة إطلاق التقرير الجديد في البحرين، تحدثت مساعدة مدير برنامج الأمم المتحدة الإنمائي ومديرة المكتب الإقليمي للدول العربية، سيما بحوث، قائلة أنه يجب التعامل مع أزمات المياه باعتبارها مسألة ذات أولوية وملحة، وتستحق مزيدا من الاهتمام والالتزام السياسيين حتى في خضم البيئة السياسية الصعبة في المنطقة اليوم.
ومن جانبها، قالت مود بارلو -المستشارة الرفيعة السابقة في الأمم المتحدة في قضايا المياه- لوكالة إنتر بريس سيرفس: "لقد مكنت الثروة النفطية في المنطقة العربية بعض الدول من إخفاء الفقر المائي وإعطائها الانطباع الخاطئ بأنه يمكنها شراء طريقها للخروج من الأزمة المقبلة”.
وأضافت: "الدول العربية الغنية في الخليج مثل الإمارات العربية المتحدة، والتي لديها أعلى نصيب للفرد من البصمة المائية في العالم، تفرط في استخراج المياه من الخليج بسبب مشاريع تحلية المياه الضخمة، وذلك باستخدام إمدادات المياه الشحيحة لبناء المدن وري الصحاري".
وأشارت أيضا إلى أن 70 في المئة من محطات تحلية المياه في العالم، توجد في هذه المنطقة، والعلماء يحذرون الآن من "ذروة الملح" -وهي النقطة التي يصبح فيها الخليج مالحاً إلي حد يصبح فيه الاعتماد عليه لتحلية المياه غير مجدي اقتصاديا.
وعلاوة على ذلك، أشارت إلى أن معظم مياه الصرف الصحي في المنطقة لم يتم علاجها بشكل صحيح -وفي بعض الحالات لم تعالج على الإطلاق، بما في ذلك الحال في البلدان الغنية. "ونتيجة لذلك، تلوثت الأنهار والخليج بشكل كبير".
وأضافت: "علي ضوء الطلب المتزايدة على المياه، والإمدادات المتضائلة، والتلوث المتفشي.. يواجه العالم العربي مشكلة مياه خطيرة".
وقالت أن التشجيع علي خصخصة خدمات المياه باعتبارها أكثر كفاءة ليس خاطئا فقط في حد ذاته -فالبلديات في جميع أنحاء العالم تستعيد خدمات المياه الخاصة بها بعد تجارب كارثية مع الخصخصة- ولكن من شأنه أن يضع القرار في أيدي أولئك الذين يمسكون بزمام السلطة الآن والذين لديهم ما يكفي من المياه لملاعب الغولف وبناء القصور.
وأنهت بارلو تصريحاتها قائلة أن "تضافر الجهود لحماية المياه في المنطقة باعتبارها وقف عام وحق من حقوق الإنسان -جنبا إلى جنب مع قوانين صارمة لمنع الإفراط في استخراج وتلويث وسرقة المياه- قد يؤدي لتفادي الأزمة المقبلة في العالم العربي" .(آي بي إس / 2013)

The Itaipu Dam (Guarani: Itaipu, Portuguese: Itaipu, Spanish: Itaipanduacute;; Portuguese pronunciation: [itand#592;jand#712;pu], locally: [ita.iand#712;pu], Spanish pronunciation: [itaiand#712;pu]) is a hydroelectric dam on the Paranandaacute; River located on the border between Brazil and Paraguay. The name "Itaipu" was taken from an isle that existed near the construction site. In the Guaranandiacute; language, Itaipu means "the sounding stone".
The dam is the largest operating hydroelectric facility in terms of annual energy generation, generating 94.7 TWh in 2008 and 91.6 TWh in 2009, while the annual energy generation of the Three Gorges Dam was 80.8 TWh in 2008 and 79.4 TWh in 2009.[1] The dam's 14,000 MW installed capacity is second to the Three Gorges Dam's 22,500 MW, though. It is a binational undertaking run by Brazil and Paraguay at the Paranandaacute; River on the border section between the two countries, 15 km (9.3 mi) north of the Friendship Bridge. The project ranges from Foz do Iguaçu, in Brazil, and Ciudad del Este in Paraguay, in the south to Guaandiacute;ra and Salto del Guairandaacute; in the north. The installed generation capacity of the plant is 14 GW, with 20 generating units providing 700 MW each with a hydraulic design head of 118 m. In 2008 the plant generated a record 94.68 TWh, supplying 90% of the electricity consumed by Paraguay and 19% of that consumed by Brazil.[2]
Of the twenty generator units currently installed, ten generate at 50 Hz for Paraguay and ten generate at 60 Hz for Brazil. Since the output capacity of the Paraguayan generators far exceeds the load in Paraguay, most of their production is exported directly to the Brazilian side, from where two 600 kV HVDC lines, each approximately 800 km long, carry the majority of the energy to the Sandatilde;o Paulo/Rio de Janeiro region where the terminal equipment converts the power to 60 Hz.

Negotiations between Brazil and Paraguay[edit]
The concept behind Itaipu Power Plant was the result of heavy negotiations between the two countries during the 1960s. The "Ata do Iguaçu" (Iguaçu Act) was signed on July 22, 1966, by the Brazilian and Paraguayan Ministers of Foreign Affairs, Juracy Magalhandatilde;es and Sapena Pastor, respectively. This was a joint declaration of the mutual interest in studying the exploitation of the hydric resources that the two countries shared in the section of the Paranandaacute; River starting from, and including, the Salto de Sete Quedas, to the Iguaçu River's watershed. The Treaty that gave origin to the power plant was signed in 1973.
The terms of the treaty, which expires in 2023, have been the subject of widespread discontent in Paraguay. The government of President Lugo vowed to renegotiate the terms of the treaty with Brazil, which long remained hostile to any renegotiation.[3]
In 2009, Brazil agreed to a fairer payment of electricity to Paraguay and also allowed Paraguay to sell excess power directly to Brazilian companies instead of solely through the Brazilian electricity monopoly.[4][5]
Construction starts[edit]
In 1970, the consortium formed by the companies IECO (from the United States of America) and ELC Electroconsult S.p.A. (from Italy) won the international competition for the realization of the viability studies and for the elaboration of the construction project. Work began in February 1971. On April 26, 1973, Brazil and Paraguay signed the Itaipu Treaty, the legal instrument for the hydroelectric exploitation of the Paranandaacute; River by the two countries. On May 17, 1974, the Itaipu Binacional entity was created to administer the plant's construction. The works began in January of the following year. Brazil's (and Latin America's) first electric car was introduced in late 1974; it received the name "Itaipu" in honor of the project.[6]
Paranandaacute; River rerouted[edit]
On October 14, 1978, the Paranandaacute; River had its route changed, which allowed a section of the riverbed to dry so the dam could be built there.
Agreement by Brazil, Paraguay, and Argentina[edit]
An important diplomatic settlement was reached with the signing of the Acordo Tripartite by Brazil, Paraguay and Argentina, on October 19, 1979. This agreement established the allowed river levels and how much they could change as a result of the various hydroelectrical undertakings in the watershed that was shared by the three countries. At that time, the three countries were ruled by military dictatorships. Argentina was concerned that, in the event of a conflict, Brazil could open the floodgates, raising the water level in the Randiacute;o de la Plata and consequently flood the capital city of Buenos Aires.
Formation of the lake[edit]
The plant's reservoir began its formation on October 13, 1982, when the dam works were completed and the side canal's gates were closed. Throughout this period, heavy rains and flooding accelerated the filling of the reservoir as the water rose 100 meters (330 ft) and reached the gates of the spillway at 10 a.m. on October 27.[citation needed]
Start of operations[edit]
On May 5, 1984, the first generation unit started running in Itaipu. The first 18 units were installed at the rate of two to three a year; the last two of these started running in the year 1991.
Capacity expansion in 2007[edit]
The dam undergoes expansion work. The last two of the 20 electric generation units started operations in September 2006 and in March 2007, thus raising the installed capacity to 14 GW and completing the power plant. This increase in capacity will allow for 18 generation units to remain running all of the time while two stay down for maintenance. Due to a clause in the treaty signed between Brazil, Paraguay and Argentina, the maximum number of generating units allowed to operate simultaneously cannot exceed 18 (see the agreement section for more information).
The rated nominal power of each generating unit (turbine and generator) is 700 MW. However, because the head (difference between reservoir level and the river level at the foot of the dam) that actually occurs is higher than the designed head (118 m), the power available exceeds 750 MW half of the time for each generator. Each turbine generates around 700 MW; by comparison, all the water from the Iguaçu Falls would have the capacity to feed only two generators.
November 2009 power failure[edit]

On November 10, 2009, transmission from the plant was totally disrupted, possibly due to a storm damaging up to three high-voltage transmission lines.[7] Itaipu itself was not damaged. This caused massive power outages in Brazil and Paraguay, blacking out the entire country of Paraguay for 15 minutes, and plunging Rio de Janeiro and Sandatilde;o Paulo into darkness for more than 2 hours. 50 million people were reportedly affected.[8] The blackout hit at 10:13 p.m. local time. It affected the southeast of Brazil most severely, leaving Sandatilde;o Paulo, Rio de Janeiro and Espandiacute;rito Santo completely without electricity. Blackouts also swept through the interior of Rio Grande do Sul, Santa Catarina, Mato Grosso do Sul, Mato Grosso, the interior of Bahia and parts of Pernambuco, energy officials said.[9] By 12:30 a.m. power had been restored to most areas.
Wonder of the Modern World[edit]
In 1994, the American Society of Civil Engineers elected the Itaipu Dam as one of the seven modern Wonders of the World. In 1995, the American magazine Popular Mechanics published the results.[10]

When construction of the dam began, approximately 10,000 families living beside the Paranandaacute; River were displaced.[11]
The world's largest waterfall by volume, the Guaandiacute;ra Falls were drowned by the newly formed Itaipu reservoir. The Brazilian government liquidated the Guaandiacute;ra Falls National Park, and dynamited the submerged rock face where the falls had been, facilitating safer navigation, thus eliminating the possibility of restoring the falls in the future. A few months before the reservoir was filled, 80 people died when an overcrowded bridge overlooking the falls collapsed, as tourists sought a last glimpse of the falls.[12]
The American composer Philip Glass has also written a symphonic cantata named Itaipu, in honour of the structure.

The dam at night Construction[edit] The course of the seventh biggest river in the world was shifted, as were 50 million tons of earth and rock. The amount of concrete used to build the Itaipu Power Plant would be enough to build 210 football stadiums the size of the Estandaacute;dio do Maracanandatilde;. The iron and steel used would allow for the construction of 380 Eiffel Towers. The volume of excavation of earth and rock in Itaipu is 8.5 times greater than that of the Channel Tunnel and the volume of concrete is 15 times greater. Around forty thousand people worked in the construction.[citation needed] Itaipu is one of the most expensive objects ever built.
Generating station and dam[edit] The total length of the dam is 7235 m. The crest elevation is 225 m. Itaipu is actually four dams joined together — from the far left, an earth fill dam, a rock fill dam, a concrete buttress main dam, and a concrete wing dam to the right. The spillway has a length of 483 m. The maximum flow of Itaipu's fourteen segmented spillways is 62.2 thousand cubic metres per second, into three skislope formed canals. It is #####alent to 40 times the average flow of the nearby natural Iguaçu Falls. The flow of two generators (700 m3·sand#8722;1 each) is roughly #####alent to the average flow of the Iguaçu Falls (1500 m3·sand#8722;1). If Brazil were to use Thermal Power Generation to produce the electric power of Itaipu, 434,000 barrels (69,000 m3) of petroleum would have to be burned every day. The dam is 196 metres high, #####alent to a 65-story building.[13] Though it is the seventh largest reservoir in size in Brazil, the Itaipu's reservoir has the best relation between electricity production and flooded area. For the 14,000 MW installed power, 1350 square kilometres were flooded. The reservoirs for the hydroelectric power plants of Sobradinho Dam, Tucuruandiacute; Dam, Porto Primavera Dam, Balbina Dam, Serra da Mesa Dam and Furnas Dam are all larger than the one for Itaipu, but have a smaller installed generating capacity. The one with the largest hydroelectric production, Tucuruandiacute;, has an installed capacity of 8,000 MW, while flooding 2,430 km2 (938 sq mi) of land. Electricity is 55% cheaper when made by the Itiapu Dam than the other types of power plants in the area.

منتدى الرياض يدعو إلى تحويل المياه إلى مورد اقتصادي في السعودية.. واستيرادها من السودان أوصى بإنشاء بنك لتمويل المنشآت الصغيرة والمتوسطة الخميـس 08 صفـر 1435 هـ 12 ديسمبر 2013 العدد 12798 جريدة الشرق الاوسط الصفحة: الاقتصــــاد الرياض: فتح الرحمن يوسف وعبد الإله الشديد أوصى المشاركون في منتدى الرياض الاقتصادي الذي اختتم أعماله، أمس (الأربعاء)، بضرورة زيادة حصة المنشآت الصغيرة والمتوسطة من صناديق التمويل الحكومية والخاصة، التي لم تزد على أربعة في المائة حتى الآن، لتطوير القطاع وإكسابه قدرات على المنافسة الدولية. وأوضحت دراسة طرحت في المنتدى، أن 98 في المائة من تلك المنشآت لم تحصل على قروض، وأن 99.3 في المائة منها، لم تحصل على تمويل صناديق خاصة، في حين أظهرت أن نحو 49 في المائة منها لا تستخدم التقنية، وأن 19.9 في المائة فقط من المنشآت قامت بعمل دراسة جدوى قبل بداية النشاط.
وحثت الدراسة على استخدام الدعم كأداة لإعادة هيكلة القطاعات وسد الفجوة في احتياجات السوق، مع تحديد خارطة استثمارية لأنشطته، وتوفير خطط أعمال ودعم ودراسات جدوى للأنشطة المرغوب فيها.
وشددت على أهمية تمكين المنشآت الصغيرة والمتوسطة من المنافسة وتنمية حصتها السوقية، وإنشاء بنك دراسات جدوى مبدئية لأفكار استثمارية لها، مع توفير برنامج إدارة الطوارئ والأزمات لمواجهة التحديات التي تواجهها في هذا الصدد.
وطالبت بالقيام بتعديلات تشريعية وإجرائية لنظام المشتريات الحكومية، بهدف تشجيع المنشآت الصغيرة والمتوسطة للاشتراك في المنافسات على العقود الحكومية.
وشددت على ضرورة إقامة نظام لنشر الأفكار التكنولوجية فيها، وتقديم برنامج للاستفادة من التجارة الإلكترونية، وتوفير المعلومات عن الأسواق المحتملة، مع إطلاق عدد كبير من البرامج والمبادرات المتخصصة في مختلف مجالات الدعم.
وكانت الدراسة قد أظهرت أن نحو 82 في المائة من المنشآت ليس لديها علاقة بين نشاطها ومشروعات الحكومة، كما لا توجد أي مبيعات لها للقطاع الحكومي بسبب التصنيف أو الاشتراطات الخاصة بالمنافسات الحكومية، وأن 84.3 في المائة من المنشآت لم تقدم على دخول مناقصات عامة أو خاصة.
وطرحت الدراسة ست مبادرات لتطوير قطاع المنشآت الصغيرة والمتوسطة، شملت مبادرة إنشاء شركة لتنميتها كشراكة بين الحكومة والقطاع الخاص، ومبادرة التعديلات التشريعية والإجرائية اللازمة لمساعدتها في الحصول على العقود الحكومية، ومبادرة للعناقيد الصناعية والتجارية، وأخريات لشبكات الأعمال وتوفير خطط أعمال موحدة لذات الأنشطة المتشابهة، مع مبادرة لإعادة هيكلة هذا القطاع.
كذلك ناقش المشاركون في المنتدى، دراسة تحت عنوان «المياه كمورد اقتصادي ضرورة للتنمية المستدامة»، لرسم خارطة استراتيجية حتى تصبح المياه موردا اقتصاديا للسعودية.
واشترطت أن تكون المياه موردا اقتصاديا، بضرورة وضع قيمة وتسعيرة للمياه حسب نوع الاستخدام، وقياس الكميات المتوافرة والمنتجة والمستخدمة منها، وتوفير المعلومات بشأنها، وتصحيح معدلات الاستهلاك في القطاعات المختلفة لتحصل القطاعات المنتجة الأساسية على الكميات التي تحتاج إليها من المياه، وأخذ احتياجات الأجيال المقبلة منها بعين الاعتبار.
وأوصت الدراسة بالنظر إلى المياه باعتبارها مشكلة عالمية وإقليمية، وتفعيل التعاون الإقليمي والدولي لحلها من خلال استيراد المياه وفق اتفاقيات دولية، لجعلها أكثر أمانا.
ودعت إلى القيام بمشروع تجريبي لاستيراد المياه من السودان، لتغذية المياه الجوفية التي نضبت في منطقة نجران، وذلك بالتعاون بين وزارة الزراعة ووزارة المياه والكهرباء، مع وضع اتفاقيات دولية تؤسس لاستيراد المياه وتضمن حقوق الأطراف كافة.
وأكدت أهمية إتاحة المعلومات بشفافية، والقيام بمسح سنوي لاستهلاك المياه في القطاعات المختلفة، واستطلاع آراء المجتمع وأصحاب الشأن حول المياه واستخداماتها، وإنشاء مركز لمعلومات المياه يقوم بتوفير المعلومات وإتاحتها وتتولى مسؤوليته وزارة المياه والكهرباء.
وحثت الدراسة على إدارة موضوع المياه على أساس المناطق الجغرافية، حيث أوضحت النتائج الأولية أن الأسلوب الأمثل لإدارة المياه في السعودية يقوم على أساس المناطق أو المحافظات أو المدن وليس على اعتبار البلد ككل، بسبب اتساع رقعتها والتفاوت الكبير في الظروف المناخية ومستويات هطول الأمطار وإمكانات تنمية الموارد المائية.
وشجعت تحفيز الزراعة في المناطق التي تتوافر بها كميات كافية من المياه المتجددة، التي تمثل مياه الصرف الصحي المعالجة نسبة مهمة منها، بالإضافة إلى الاستفادة من مياه السدود ومياه الأمطار، داعية صندوق التنمية الزراعية لتقديم دعم للشركات الزراعية المستعدة للاستثمار في معالجة مياه الصرف الصحي ومياه السدود واستخدامها في ري حقولها.
وطالبت بوضع تسعيرة المياه البلدية حسب المناطق أو المحافظات أو المدن، بناء على الطلب على المياه وعرض المياه في كل منها، واستثمار وتنمية وإدارة مياه الأمطار على أساس المناطق أيضا، مؤكدة أهمية استخدام أساليب المشاركة المعرفية والمجتمعية في الإدارة المستدامة للمياه، بهدف جعل المياه جزءا من عملية الإدارة المتكاملة والمستدامة.
ودعت إلى إجراء إصلاحات هيكلية في قطاع المياه، وإنشاء مجالس في المناطق أو المحافظات أو المدن تكون ذات صلاحيات واسعة ومسؤولة عن شؤون المياه فيها، مشددة بإشاعة التعليم والتدريب وبناء القدرات مؤسسيا، كشروط التوظيف والترقية في جميع الشركات والهيئات والإدارات والوزارات العاملة في قطاع المياه.
واشترطت على القطاع الخاص ارتباط إعطاء التصاريح، بتوفر الكوادر المؤهلة، على أن يكون ضمن تعليمات الجهات التي تمنح قروضا مثل صندوق التنمية الزراعية والصندوق التنمية الصناعية السعودي.
كما أوصت بأن تتولى مدينة الملك عبد العزيز للعلوم والتقنية ومراكز الأبحاث المتخصصة في الجامعات هذا الدور، وتشجيع القطاع الخاص للخوض في مجالات البحث العلمي التطبيقي.
