ABYEI REFERENDUM MUST TAKE PLACE IN OCTOBER 2013

Dear Members of Congress,
The Abyei Community would like to convey its deep sense of gratitude to the United States Congress for its efforts to support the victims and survivors of the Bashir regime.
In this regard, the Abyei Community writes to ask for your personal support of the October 2013 Abyei Referendum.
Please consider taking these two important steps.
1) Please ask President Obama, when he is at the UNGA, to encourage the AUPSC to endorse the AUHIP’s September 21, 2012 proposal on Abyei and to outline a specific timeline for preparation and conduct of the referendum, including measures that will be taken by the international community if the timeline is not adhered to strictly. Enclosed is a recent letter to President Obama for your reference.
2) Please co-sponsor or encourage support of H.R. 1692, Sudan, Peace, Security and Accountability Act of 2013, which requires the development of a comprehensive strategy on Sudan, and it states the following:
It shall be the policy of the United States to take urgent action to ensure the resolution of all outstanding issues between the Governments of Sudan and South Sudan, including reaching agreement on the final status of Abyei.
Also enclosed is a letter the Abyei Community sent to H.E. Dr. Nkosazana Dlamini Zuma, Chairperson of the AUPSC, and a related press release. We are pleased to report that the letter was “well received.”
Thank you for considering our request and please let us know if we can provide additional information. A successful referendum will help secure peace in and between Sudan and South Sudan.

On September23th2013, the people of Abyei in the United States, friends and relatives, including South Sudanese from around the United States and Canada, will stand in Dag Hammarskjold Plaza to call attention to the unfolding genocide in Abyei , they will be joined by American activists.
The Rally will call for the following(s):
1-We respectfully urge the AUPSC to endorse the AUHIP proposal on Abyei.
2-Outline a specific timeline for preparation and conduct of Abyei referendum.
3- Requesting the UNSC to declare Abyei as an UN protectorate area until the referendum is conducted by the UN.
4- Protection of Ngok Dinka people to ensure a peacefull referendum.
We hope that by standing in front of the United Nations with families of the victims, the international Community will finally hold to account the Sudanese Government which has in the last five years committed genocide in Abyei, one on May21,2008 and the other in 2011. We are urging the UNSC to endorse the AUHIP proposal on Abyei to ensure the coduct of referendum on time.

اكد الاستاذ دينق الور كوال عضو المكتب السياسي للحركة الشعبية و رئيس اللجنة السياسية العليا لإستفتاء ابيي إنهم سيقيمون الإستفتاء من طرف واحد ، إذا رفض الخرطوم الموافقة على قيام إستفتاء ابيي في شهر اكتوبر من هذا العام و إن شعب ابيي يجب له إن يتحرر بعد المعاناة الطويلة من النضال لنيل الحرية ، جاء ذلك لدى إستضافته في برنامج اضواء على إستفتاء ابيي الذي يقدمه الاعلامي مايكل كرستوفر بالتلفزيون القومي لجنوب السودان SSTV .
و اشار رئيس اللجنة السياسية العليا لإستفتاء ابيي إنهم لن ينتظروا موافقة السودان على مقترح الوسيط الافريقي الذي حدد شهر اكتوبر موعداً لقيام إستفتاء ابيي بينما اكد إنهم يفضلون موافقة السودان على إجراء الاستفتاء إلا إن عدم الموافقة من الطرف السوداني لن يُثنيهم من تحقيق رغبات مواطني دينكا نقوك و إن حكومة جنوب السودان لها إلتزام اخلاقي برفع المعاناة عن كاهل إنسان ابيي و كذلك الامر بالنسبة للسودان .
و إستدرك إن إتجاههم لإقامة إستفتاء من طرف واحد سيواجه بالعديد من الصعوبات من قبل الحكومة السودانية ، و قال إن ممانعة السودان بالاعتراف بنتيجة الإستفتاء من طرف واحد يمكن حله دبلوماسياً باعتبار إن السودان له مصالح مع جنوب السودان و مع المجتمع الدولي لذلك إنتزاع الاعتراف من قبل السودان بالاستفتاء من طرف واحد ليس بالامر الصعب ، و اكد الور رفضهم التام للغة الحرب محزراً المسيرية من اللجوء لتلك الخيار لانهم لن يستطيعوا إن يحاربوا دولة جنوب السودان .
و كان السودان قد طلب من الوساطة الافريقية مساعدة جوبا لإعفائه من ديونه في وقت يتجه فيه السودان لرفع الدعم عن المحروقات و هو ما سيضع المزيد من الصعوبات امام الحكومة السودانية .
و لقد طلب دينق الور من المجتمع الدولي و خاصة الولايات المتحدة و مبعوث الرئيس اوباما للعب دور محوري لوضع نهاية لمعانة مواطني ابيي بالاضافة الى الضغط على السودان للموافقة على نتيجة الإستفتاء من طرف واحد في حالة لم يوافق السودان على إجراء إستفتاء ابيي في اكتوبر .
