Quote: Mustafa Hashim Dear dr. Mustafa Hashim, my name is Rossella and I'm the coordinator of the Humanitarian Office of Emergency, the Italian NGO that built and runs the Salam Centre.
I have been forwarded from our press office the e-mail you sent asking explanations on some problems with part of the staff at the Salam Centre.
I do apologize, but I did not understand which is the institution you belong to and on whose behalf you are asking information for.
Nevertheless, as everybody in Sudan knows, Emergency is a transparent organization, whose philosophy of intervention is based on the principles of Equality, Quality and Social Responsibility. Hereby attached you can find the Manifesto for a Human Rights Based Medicine, signed also by the Minister of Health of Sudan.
Coming to the problems we faced few days ago at the Salam Centre, I can assure you that none of the international staff present in Khartoum has ever thought of practicing any discrimination against Sudanese staff. If this was the perception of some of them, it was only due to mutual misunderstandings. This has been clearly explained to the few members of the staff who complained (less then 30% of the total Sudanese personnel) and to Sudanese Authorities.
Due to the increasing episodes of robbery inside the facility, the organization decided to tighten some security checks in and out of the hospital. Most of the staff understood and made no complaints. A few of them, regrettably headed mainly by doctors, refused to abide to this new rules and decided not to enter the hospital.
Being a doctor, I'm sure that you will agree on considering patient's sake as the priority for any medical professional.
Unfortunately this was not the case. To protest against a rule (something absolutely legitimate, if done in the appropriate way)some doctors and nurses decided to leave patients (including an intubated children after cardiac surgery) unattended, putting their life at risk.
Some of the protesters said that they considered our decision discriminatory because it involved only national staff. We clearly explained them that it was not our aim and showed openly that the same measures were applied also to international staff, but they continued the protest. None of them has ever mentioned the patients interest.
Thanks God the hospital could count on the remaining 70% of the Sudanese staff, the entire team of international professionals and many Sudanese volunteers(mainly former staff of the Salam) who came back to help.
Let me tell you frankly that this episode (solved after a few days) has caused a big disillusionment in most of us, particularly in those who spent most of their life in the past 5 years in Sudan, away from family and friends, trying to build a model of medicine not only for the African continent but for the Western world as well. A model where high standard assistance is granted free of charge to all those in need, a model that provides the proper setting to ensure en efficient training of doctors, nurses and ancillary staff, a model where health care is not linked to any idea of profit or personal career.
Despite all this, having received the full support of Sudanese authorities (in addition to that of the patients and of the majority of staff), we will continue our work to promote and practice the right to health care in Sudan as we are doing elsewhere in the world since 1994.
I hope you would consider my explanation satisfactory and send you my best regards,
Rossella
