    http://www.treas.gov/offices/enforcement/ofac/programs/...an_report_030509.pdf

    Subject: Sanctions
    To: [email protected]

In Response to : *" The Ongoing Adverse Effects of The US Sanctions on The
Ordinary Sudanese" prepared for The Office of Foreign Assets Control (OFAC),
United States Treasury by the Government of National Unity, Republic of
Sudan"*. (attached) and Hereinafter referred to as "The Paper"

    From: *The* *Ordinary Sudanese*.

A few short months ago we the Sudanese people were accused by the former
Sudanese foreign minister and current presidential advisor Mr. Mustafa Osman
Ismael (Mr. Smile) as having been beggars prior to them taking over the
government in June 1989. Now to our great embarrassment, shame and
humiliation the government has decided to do our begging for us.

So let us take a look at some of the points they raise and you might be kind
enough to ask them for some clarifications for your sake and ours.

    *The Financial Sector*.
*Remittance inflows*. These difficulties we do not deny as causing us
problems, but as Mr. Smile (again) so kindly pointed out on July 8th in
Berlin :" Sudanese expatriates are unpatriotic".Our question is: " How much
simpler will be these same expatriates ability to vote in the upcoming
elections as compared to making monetary transfers?".
*Trade finance*. How many of these small and medium size businesses have
been put out of business by the unfair trading practices enforced by the
government as compared with the effects of the sanctions?

    *The Oil Sector*.
For twenty years now we have been lectured to, day and night, about the evil
of the west and their hidden agendas and their greed for our wealth and
resources. China ofcourse are ok as they don't interfere in our internal
affairs. Now it seems we want America, the biggest infidels of the lot, to
just come and do as they please.
The question is could the government provide a quantitative list of benefits
accrued to The Ordinary Sudanese from the present oil production? This may
allow us to be able to clarify what we will be denied in the future.

    4. *The Agriculture Sector*. When did the subsistence farmer in Sudan or
anywhere else in the world for that matter have access to the American
markets, lucrative or otherwise? Do subsistence farmers export? The country
is currently a net importer of all food commodities so what would they
export? When did Sudanese agriculture, subsistence or otherwise, ever
depend on American technologies or management systems? The Sudanese
Government seems to have conveniently forgotten that it has single handedly
run this sector into the ground.

    *The Infrastructure Sector*.
From whats mentioned lets look at what affects us Ordinary Sudanese. The
railways: Any proper infrastructure was all done during the bad old days of
the colonialist and the last real proper development was in the 1960's, in
the early 1970's Niemeri switched off their lights and pulled down the
    curtains on them.
River transport died a long time before the railways ever did.
The paved roads, feeders and otherwise: as new roads have been built, so all
the old ones have deteriorated. But the problem has been that the new roads
almost all lead only to areas of the north from whence came the ruling
elite. The old roads going towards the production areas are no longer usable
and these are the ones that should have been extended further into those
areas to give according to "The Paper", quote:"national social cohesion"
    unquote.
Since electricity was not mentioned in "The Paper" for their sake we too
    will ignore it.

    *The Health Sector:*
Who bought American hospital machinery and where from? and why, if there
was an embargo? Was the machinery already obsolete and scrap when it was
bought? Why don't they import the spare parts through the same channels they
    imported the machines?
Could the same "medics" be allowed to testify, giving a comparison of death
rates caused by the non function of these machines compared to all the
expired, non registered medicines, IVU's etc imported by the government
officials and their known cronies. The case of the kidney dialyses reagents
being only the latest in an infinite number of scandals in this sector.

    *The ICT Sector*
Of all the points on "The Paper" this probably shows how far out of touch
the Government is from us Ordinary Sudanese. "The Paper" states that
subsistence farmers make up half the population, but what percentage of the
population have computers or access to them or even to clean drinking water
    for that matter.
Some of us Ordinary Sudanese are lucky enough to have almost completed our
education before the arrival of this current government which decided almost
20 years ago to do away with English in higher education due to the country
becoming an Arab Islamic one. Therefore we hope you excuse the poor standard
of our language compared to that used in "The Paper". We admittedly had to
look up words like, " Medusa" and "lodestar" in the dictionary only to find
out that they were fancy words that meant nothing in the context in which
    they were used.

Let us just highlight an example used in "The Paper", quote: "Google Chrome
web browser". If we were to use this software in Sudan how many sites would
we find sanctioned by the Sudan Government?
There is no need to go into newspaper and other information censoring and
sanctioning that happens on a daily basis by the Government of the Sudan as
that would mean we would be here till the end of time.

    *Sector-wide outcomes*.
When during our past history have we ever been exposed close up to the
    practice of American firms?

    *Summary & Conclusion*:
We cannot deny there are adverse affects caused by these US sanctions on us
Ordinary Sudanese and non of the above nor any of what was written in "The
Paper" or much more would be unknown to you from representatives of the US
    Government in Sudan.

So before you put the Tiger in our tanks, the Macks on our roads, the Big
Macs on our tables and the Chrome in our computers we would like you make
sure the sanctions of The Government of Sudan (*de facto 1989*) on us the
    Ordinary Sudanese be removed.

You, America were The Mother of all Evils and Enemy Number One, that is
until August 2009 when you became flavor of the month. Therefore, before we
embrace and become best buddies please inform The Government of Sudan that
since they now have no one else to defend us Ordinary Sudanese from, could
    they kindly leave.

    Have A Nice Day!
