17 June 2009 – (Nairobi/Paris) – On Monday, the GONU Foreign Affairs Minister Deng Alor said he expects the United States government to ease economic sanctions and to remove Sudan from the list of states which sponsor terrorism.
Roland Marchal, a Paris-based political analyst, suggests that the Obama administration could reverse its policies towards Sudan.
He spoke to Sudan Radio Service on Wednesday.
[Roland Marchal]: “The issue of getting Sudan out of the list of states sponsoring terrorism is quite possible because to a large extent, Sudan appears as a good partner in the war on terror over the last eight years. The fact that Sudan hasn’t been helping significantly in any way organizations seen as terrorists by the United States has brought its own rewards. However,we have to take into account the fact that, in the US, political decisions are not only made by the White House but of course, the Congress also has its own views. And maybe the Congress will create a number of difficulties to impede implementing this decision. This is not impossible. On the other side, these decisions won’t erase all the sanctions that have been taken over the years for a number of concerns, including Darfur. Nevertheless, it will certainly be seen by the Sudanese regime as a very positive move, although it may not have a dramatic impact on the economic relationship between Sudan and the United States of America.”
Marchal went on to explain why the Obama administration could lift economic sanctions on Sudan.
[Roland Marchal] “My personal view is that, you have to put this decision within the framework of Obama’s policy towards Sudan. This means that when you have sanctions, you have always a number of crucial problems. One is, it’s very difficult to lift sanctions because you fear that the conditions are not always fulfilled. That might be true in this case, but the other side of the coin is that if you want to build some trust, because we expect the Darfur negotiations to start and we don’t want Khartoum to be paranoid about the international community on the talks, then you have to build trust and that could be a way, if it’s not the most efficient way, to change a bit the mood in Khartoum and to provide some good points to those within the regime who are advocating a more flexible attitude towards Darfur talks.”
Roland Marchal was speaking to Sudan Radio Service by phone from Paris.
