هالني عدم المعرفة الكبير عندي و عند الاخرين بتعقيدات السياسة الافريقية، احادية المعرفة عندنا و استقائها من مصادر اللغة العربية تقفل امامنا عوالم ضخمة من المعرفة و التحليل، ايضا توجه ابصارنا و بوصلاتنا السياسية دوما شرقا و شمالا تجعل من الصعب علينا و نحن غير مزودين بعميق معرفة سبر اغوار ما حدث للفقيد جون قرنق خاصة و انه جاء من مناطق خارج اطار بوصلاتنا السياسية التي ذكرت..
قرأت هذا المقال في سودانايل، و هو غريب المحتوى و به الكثير من المعلومات، و على الرغم انني لا اتفق مع كل ما ورد فيه من أشياء الا ان كاتب المقال يتناول القضية في بعديها الاقليمي و العالمي و يوضح لاي مدي اصبحنا و اصبح السودان في مركز اهتمام قوى عالمية لا تتوانى عن استخدام كل السبل لبلوغ مصالحها، هنا نفس نظرية المؤامرة المنتشرة ايضا في الفكر العربي الاسلامي في المقال لكنه لا يحجب اهميته، و ان كان كاتب المقال قد تناول السيد محجوب حسين الناطق الرسمي لحركة تحرير السودان بسهامه التي لا اؤيد لغته فيها، الا ان الموضوع جدير بالقراءة المتأنية...

الشهيد جون قرنق والشرك اليوغندي
حتى صباح الإثنين لم أك أعرف أن الدكتور جون قرنق أستشهد!! في حوالي العاشرة صباحا بتوقيت ألمانيا اتصلت بالسودان لموضوع خاص، وأخبروني باستشهاده فحزنت وأصبت بصدمة..!! وفي ذهني سؤال واحد..كيف أستشهد وما هو مصير السلام!! وبما أنني أوقفت الدش ولا أرى أية قناة عربية، لم أطق الانتظار أن تخبرني قناة ألمانية..خاصة أن القنوات الألمانية كلها تافهة!! دخلت على الانترنيت وفتحت صفحة قناة الجزيرة..!! ففهمت أن الطائرة طائرة الرئاسة اليوغندية والطيارون يوغنديون..ودخلت على صفحة صحيفة يوغندية تسمى الرؤية الجديدة Newvision، فالتقطت منها آخر صورة رسمية للشهيد الدكتور جون قرنق. ولقد ذكرت الصحيفة اليوغندية..أن سبب زيارة الدكتور قرنق هي بدعوة خاصة من موسوفيني لمقابلة أربعة سفراء: البريطاني، والنرويجي، والأمريكي والهولندي!! أنظر الصورة، يمكنك الدخول على الصفحة: www.newvision.co.ug
وكتبت تحت وطأة الحزن مقالة صغيرة مثل النعي..فلا شك أن حياة جون قرنق كانت ثرية..وتستحق الدراسة..!! وكثيرا ما كتبت مقالات عن الدكتور جون قرنق في صحف الخرطوم...ولكنني لم أهاجمه أبدا..بل عكست الضوء على محطات حياته..وكان قصدي فهم هذه الشخصية..وآخر مقالة لي ذكرت فيها بالنص أن وطنية جون قرنق من عدمها سيكشفها طريقة انحيازه لأسلوب التنمية الإقتصادية..!! ولكنني لاحظت بشكل لا جدل فيه، رغم أن الدكتور قرنق قابل من شاء من الإدارات الأمريكية، أو الأوروبية، فلقد لاحظت أنهم غير متحمسين له. ولم تفتني نقطة مهمة أخرى وهي: فور توقيع جون قرنق اتفاقية السلام..حركت الدوائر الغربية قضية دارفور! ماذا يعني هذا في التحليل السياسي المتعمق!! يعني أن جون قرنق ليس رجلهم..!! لقد خافت الدوائر الغربية أن يعطيها ظهره..!!
أضف إلى ذلك رؤيته أن يعم السلام السودان بكامله، وكوش الجديدة..مستلهما حضارة مروي..والكثير من النقاط تعكس قوة هذا الرجل ووطنيته التي أخذت تظهر تدريجيا..!! ولماذا تدريجيا..؟!! لأنه رغب أن يستفيد من كل الكروت التي في منطقة البحيرات لصالح أوراقه دون أن يسقط في العمالة..فمنطقة البحيرات منطقة خطرة..بها كل محطات المخابرات الدولية، الأمريكية، والبريطانية، والألمانية، والإسرائيلية، والنرويجية، والهولندية والبلجيكية، والفرنسية..!! فمثلا لم يمدح أبدا..القضية الفلسطينية، ليس لأنه ضد هذه القضية العادلة..ولكن في لعبة الشطرنج الدولي يفهم أية عبارة لصالح الفلسطينيين ستحرق كل كروت الدعم لقضيته!! وهكذا...كان الشهيد صندوق مغلق..!! ولا شك أن الغرب واجه حالة فريدة من القيادات الوطنية في العالم الثالث..فبدلا من أن يكون قرنق تابعا لها وجدت الأجهزة الغربية نفسها تابعة له!! حتى روبرت زوليك في زيارته الإخيرة له في رومبيك صدم لصلابة جون قرنق وقدرته على المساومة، وكوفي عنان نفسه تلقى تذمرا وأمرا من الشهيد جون قرنق أن موظفينه يستهلكون جل ميزانية الأمم المتحدة بينما إنسان الجنوب لا يجد سوى الفتات!! هذه هي الصورة الصغيرة التي بنيتها عن الشهيد جون قرنق..!! خرجت جازما بأنه ليس رجل الغرب..كما توحي النظرة السطحية..!! بل حتى الذين يحبون جون قرنق لا يفهمونه، يحبون شخصه الكاريزمي بشكل أعمى دون الدخول في التفاصيل!
أضف إلى ذلك أن إنساننا السوداني الجنوبي الدينكاوي شخص له كرامة مميزة، مكتسبة من ذات القبيلة وثقافتها، فيجب أن تنظروا مليا...هل رأيتم دينكاويا يسرق؟ أو يشحذ..!! لن تجده..!! انظروا في الخرطوم من يشحذ، أو يسرق..! فيمكنك أن تقيس على ذلك شخصية الدكتور الشهيد جون قرنق.
ففور قراءتي للصفحة النيجيرية..كتبت مقالة صغيرة "ذهاب الرجل القوي فقد كبير للسودان". كتبتها في عجالة في خمسة دقائق أعبر عن داخلي وفي ذهني شيء واحد..أن جون قرنق قتل بمؤامرة غربية (وإسرائيلية لأنها دائما تقوم بالعمليات القذرة) بالاشتراك مع السلطات اليوغندية..!! ولقد أرسلت المقالة الصغيرة كما قلت حوالي العاشرة صباحا بتوقيت ألمانيا (الثالثة صباحا بتوقيت شرق الولايات المتحدة)، بينما أرسلت حركة تحرير (!) السودان بيانها..الممهور من المدعو محجوب حسين في العاشرة بتوقيت شرق الولايات المتحدة..! ويعني ذلك بعد سبعة ساعات من نشر مقالتي الصغيرة..!! وبعد قراءة بيانهم تملكني الغضب من منشورهم ال........!! ولقد كنت حريصا من قبل ألا أكتب أية شيء عن قضية دارفور أبدا..حتى كما يقال لا نصب الزيت في النار..!! ولكن بعد قراءتي هذا البيان ال..........!! وجدت أن صاحبه أتفه من المقال نفسه..!! واسألوني لماذا هذه القسوة في العبارة..!! أقول لكم أن كل السودانيين مخدوعين بقضية دارفور ولا يفهمون ما يدور في منطقة البحيرات...وخاصة الدور اليوغندي القذر..خاصة موسوفيني!! لقد درست شخصيا هذه المنطقة بشكل احترافي..وأفهم تضاريسها جيدا..والغريب أن هذا المنشور الذي أنزلته ما تسمى نفسها حركة تحرير (!) السودان..يتفق تماما مع الإستراتيجية الأمريكية: إرسال روجر ونتر لدارفور..ومقتل الشهيد قرنق..!! وهكذا يشهد محجوب حسين على نفسه بأنه كاذب و..........وعلينا أن نسأل من هذا المحجوب حسين أو حركته حتى يضع نفسه أو أنفسهم بقامة الشهيد جون قرنق!!
الجهل بمنطقة البحيرات والجهل الذي يلعق فيه الشعب السوداني بالدور القذر الذي يقوم به موسوفيني يوغندا، وكيف غزا بواسطة عصابات المرتزقة الغربية والإسرائيلية شرق ووسط إقليم زائير..وذبح مليون من الهوتو، والدور القذر الذي قام به روجر ونتر وسوزان رايس، ويان برونك..في هذا الغزو..وقتلهم كابيلا..يجهله الشعب السوداني!! روجر ونتر هو الذي صعد موسوفيني ورفعه من الأحراش ليسقط نظام أبوتي 1986م، تحت ستار المساعدات الإنسانية ومساعدة اللاجئين..!! وما زال احتلال إقليم شرق زائير قائم والجزء المحتل إلى اليوم تعمل فيه شركات بريطانية وأسترالية لتعدين الذهب!! ورغم ذلك لا يعتبر مجلس الأمن مذبحة رواندي وبوروندي في فترة التسعينيات تصفية عرقية..!!
الجهل بهذه الحقائق يعزى إلى أن هنالك صحافة تافهة في السودان..!! فهنالك بغل صحفي يسمى عادل الباز..مثلا يضع نفسه وصحيفته في خدمة المخططات البريطانية وجامعاتها..!! فما زالت بريطانيا تنصب الشباك لصحفيي شرق أفريقيا الجوعى المشردين، ومعظمهم لاجئون في ألمانيا أو لندن، يشحذون..ترغب أن تخلق منهم شبكة إعلامية؟!! ولتسأل من أجل ماذا؟! ويرغب هذا الصحفي أن يخدعنا بأنه أتي للسودان بمعجزة بأنه رئيس اتحاد الصحفيين المحترفين بشرق أفريقيا..!! سنتحدث لاحقا في هذا الموضوع..ولكن دعونا نركز على هذا ال..........محجوب حسين...ومنظمته العرجاء التي تسمى حركة تحرير (!) السودان..!! النزول باللغة إلى هذا المستوى لكي يفهم كل السودانيين أنهم مخدوعون..ومثل هذا الشخصيات أو منظمته لا تستحق الاحترام أصلا..!! وإذا جلست معهم الحكومة..فهو ليس اعترافا بهم.. أو احتراما لهم، بل لخلع هذا الدمل المتعفن من جسد السودان..!! فمن الذي أشهر محجوب حسين وأمثاله سوى قناة الجزيرة..التي تمولها إسرائيل..!! وإليكم ماذا كتب هذا التعيس في منشورهم:
.. وعليه تعلن حركة تحرير السودان رسميا الآتي نصه :
1 - أن الدكتور جون قرنق تم اغتياله مع سبق الإصرار والترصد وعبر مؤامرة كبيرة أعدت سلفا وبرمجت بعناية فائقة بين الحكومة السودانية وجيش الرب الأوغندي الممول من طرف الحكومة السودانية لشن حرب ضد الحكومة الأوغندية.
2 - حركة تحرير السودان تدعو مجلس الأمن الدولي للانعقاد فورا وإصدار قرار دولي يسمح بفتح تحقيق قضائي دولي لمعرفة كل الحقائق خصوصا تورط الحكومة السودانية المباشر في هذه الجريمة، سيما أن هناك أدلة تثبت تورط الحكومة السودانية في محاولات اغتيال ماضية، ومنها على سبيل المثال لا الحصر، محاولة إغتيال الرئيس المصري في العاصمة الأثيوبية "أديس أبابا"، وكذا اغتيال نائب الرئيس السوداني الأسبق الزبير محمد صالح عبر نفس الطريقة التي تم بها اغتيال الدكتور جون قرنق وعضو مجلس ثورة الإنقاذ، ومسؤول الأجهزة الأمنية الرائد شمس الدين............ إلخ .
3 - الحركة تناشد الشعب السوداني الذي ألتف لاستقباله أثناء قدومه إلى الخرطوم إلى الخروج والانتفاضة الشعبية ضد النظام الحاكم في السودان .
4- الحركة تؤكد أنها سوف تتابع وترصد الموقف بشدة مع كل الوسطاء والحلفاء والأصدقاء.

وتعليقا على هذا البيان نسأل هذا التعيس بعض الأسئلة وأتحداه أن يجيب عليها:
من أين تمولون حركتكم ومن الذي يدفع ثمن هذا السلاح، ومن أين يأتي هذا السلاح؟
كيف تعتبرون جيش الرب جيش إرهابي، أو كيف تعامل الأمم المتحدة والدول الغربية وعلى رأسها الولايات المتحدة الأمريكية جيش الرب بأنه جيش إرهابي يجب سحقه، بينما حركتكم ومعها حركة العدل والمساواة يعتبرها ممولوكم وحاضنوكم بأنها قضية عادلة؟! لماذا لا تكون قضية جيش الرب قضية عادلة..!!
لماذا أنتم شغفاء بضرب وسحق وإنهاء جيش الرب؟ أليس هذا مطلب يوغندي أمريكي بريطاني؟ لماذا تعتبرون هذا الجيش صنيعة الحكومة السودانية؟ وهل هذا صحيح؟ وهل يعني يوغندا بلد ديموقراطي مما يصبح فيها جيش الرب حالة شاذة وصناعة سودانية بحتة؟!
لماذا الأمم المتحدة والولايات المتحدة وكلبها الصغير بلير (التاج البريطاني) لا تجلس موسفيني وترغمه لكي يتفاوض مع جيش الرب لحل سلمي كما يفعلون معكم؟!
أولا: الطائرة التي سقطت بالشهيد جون قرنق هي طائرة يوغندية رئاسية، ويعني أن تحركها هو تحركي سري..لا يمكن لجيش بدائي مثل جيش الرب أن يرصدها. وثانيا: يقول التقرير اليوغندي أن المنطقة التي وصلتها الطائرة قبل سقوطها كان بالليل والأجواء مظلمة ومليئة بالغيوم وسيئة الطقس ونسبة لسؤ الرؤية لم يستطع الطاقم رؤية مكان مناسب للهبوط فطلبوا الرجوع لعنتيبي وبعدها انقطع الإتصال. هذا هو الإدعاء الرسمي!! ففي تقديرنا يسقطها من يعرف تحركاتها الرسمية، أو له القدرة على التصنت على حوارات الكابتن مع أبراج المراقبة..وهذه القدرة لدى المخابرات الغربية والإسرائيلية!! ولا تحتاج هذه المخابرات لاستخدام صاروخ. ولقد وصلت التكنولوجيا الإسرائيلية والغربية أن تسقط طائرة بالتحكم من الأرض بإرسال شحنة كهرومغنطيسية مبرمجة تخاطب أجهزة الطائرة المبرمجة فتسقطها بإعطاء أمر..مثلا طيري إلى أسفل رأسيا..كما حدث لطائرة البوينج المصرية..وعليها 33 رتبة عسكرية مصرية اغتالتهم إسرائيل بهذه الكيفية تدربوا على الأف 18 الأمريكية!!
أما أخيرا وليس آخرا..يمكن الاستنتاج أن جيش الرب هو عقبة لمطامع موسوفيني في ثروات جنوب السودان، فموسوفيني شريك للشركات الغربية في مجال التعدين، ويمتلك منجم ذهب شراكة مع بارونة بريطانية البارونة ليندا شالكر Baroness Lynda Chalker سيأتي ذكرها..!! ومنذ 1982م حضنه روجر ونتر الأمريكي وكان يقابله سرا في الأحراش ويمده بالمال والسلاح والتدريب حتى أسقط أبوتي عام 1986م..!! روجر ونتر وسوزان رايس يعملان لمصلحة التاج البريطاني واللوردات الذين يرسمون السياسات البريطانية في أفريقيا..رغم أنهما أمريكيان!! شركة المرتزقة البريطانية التي تسمى Executive Outcomes التي تعمل تحت دعوى السيكيوريتي تملكها رأسا ملكة بريطانيا إليزابيث..ورجالها مدربون بكفاءة الجيش البريطاني!! وكانت ديانا تعرف هذه الحقيقة فاغتالوها. هذه الشركة هي التي زرعت أنجولا ونامبيبيا بالألغام الأرضية..وزيارة الأميرة ديانا وحملتها ضد الألغام الأرضية كان نوعا من الضغط الأدبي على الملكة إليزابيث ولورداتها. اسألوا أنفسكم الاستعمار البريطاني القديم من كان يقوده؟ اللوردات. الآن اللوردات لا يتخلون عن امتيازاتهم السابقة في أفريقيا بسهولة لصالح الحكومات الوطنية، فعبر شركات السيكيوريتي يسقطون الحكومات الوطنية..!! هذه الشركة لها فروع في 13 دولة أفريقية ومنها يوغندة..ويمتلك الجنرال سالم صالح وهو نصف شقيق لموسوفيني 25% من رأسمال فرع هذه الشركة في يوغندة!! ووظيفة هذه الشركة إسقاط الأنظمة الوطنية..أو ما يسمى إنهاء دولة الشعب nation-state، وهذا التعبير..يخدم عقيدة جديدة أخترعها بوش الأب بقراره التنفيذي رقم 12333 كنائب للرئيس ريجان عام 1892م أن تقود الحروب لصالح الدول الغربية الشركات بدلا من الجيوش التقليدية..!! وبدلا من الحكومات الوطنية والشعبية يجب أن يحكم الدول الأفريقية لوردات الحروب الفاسدين شراكة مع شركات التعدين، والماس، والبترول..الغربية!!
على هذه الخلفية الصغيرة يجب أن تفهم لماذا جيش الرب عقبة في حلق الشركات الغربية والأمريكية..خاصة أن اللعب كله بريطاني..!! فإذا رغبوا ابتلاع خيرات جنوب السودان بمد شريط السكة حديد حتى ممباسا..سيدمر هذا الخط الحديدي جيش الرب..!! كل هذه الأشياء يفهمها الراحل الشهيد جون قرنق..!! لذا وضع قرار الحركة الشعبية في يده أو في جيبه..!! وهذه القبضة لها معنى آخر، أنه لن يسمح بديموقراطية مصغرة كمجلس قيادة يمكن شراء أقراده أمريكيا أو غربيا فيطيحون به (ديموقراطيا)..وهذه النقطة هي لصالح جون قرنق كمناضل وطني..لذا تخلص منه موسوفيني وعصابته ومن ورائه المخابرات الغربية والإسرائيلية..!!

لم يكتف محجوب حسين بقضيته بعلاتها..صار يؤلف الأكاذيب ويحرض مجلس الأمن..ضد حكومة السودان بأنه نسق مع جيش الرب وأغتال الشهيد جون قرنق..!! العجيب في هذه الدعوة..هي نفسها رغبة أمريكية بحتة مع إطلالة روجر ونتر على المسرح السوداني (دارفور) متزامنة مع تخلصهم من الشهيد جون قرنق..!! فهل يعقل أن يكون جون قرنق ضحية حكومة الخرطوم..!! فكيف نفسر هذا التطابق:..إدعاء محجوب حسين وقدوم روجر ونتر لدارفور وذهاب جون قرنق إلى ربه؟! أليس هذا التطابق مريب؟
ونفس هذا التعيس محجوب حسين يمدح يان برونك بأنه أنقذ الدارفوريين وبرونك متهم من إذاعة بلده في التسعينيات، أتهمته الإذاعة بأنه عطل قرار أممي كان يمكن أن ينقذ 250 ألف من الهوتو..!! ونفس هذا البرونك لو سألت أي إسرائيلي من السياسي المفضل لديه في هولندة سيقول لك: برونك!! برونك عندما كان وزير التنمية والتعاون الدولي في بلده كان يمد المنظمات الإسرائيلية بالملايين من الدولارات لكي (تساعد) في التنمية الإفريقية..لكي تجمل وجهها وتخترق الدول الأفريقية بسبب المقاطعة الأفريقية لصالح الفلسطينيين! ويمكنك أن تستنتج..لا تنمية ولا يحزنون. بل مد القبائل الأفريقية بالأسلحة والمخدرات..!
الغريب أن ما قاله محجوب حسين وحركة تحرير(!) السودان في بيانهم التعيس، لم تستطيع أن تقوله سكرتارية الحزب الشيوعي التي اكتفت بطلب إلى مجلس الأمن في التحقيق في سقوط الطائرة. فهل هنالك تنسيق ما بين الحزب الشيوعي وحركة تحرير (!) السودان؟ فهل مثل الحزب الشيوعي أو نقد يفوت عليه طبيعة مجلس الأمن هذا..!! فمن أغتال إذن داج همرشلد، ومن قتل لومومبا..ومن أنقلب على سوكارنو، ومن أغتال شي جيفارا..ومن قلب الليندي في شيلي، ومن حاول يقلب نظام هوجو شافيز الحالي، ومن يقاطع كوبا منذ أكثر من نصف قرن، ومن قتل كابيلا!! هل هذا الحزب الشيوعي مراهق؟ هل الحزب الشيوعي لا يدري ماذا يدور في يوغندا ومنطقة البحيرات؟ أظنه لا يدري. وإلا لما خاطب زريبة الأمن هذا..!؟ حلوة أمن..هذه.
نكتفي عند هذا الحد..ونلتفت إلى الصحافة السودانية التي لا تقوم بدورها، ولا تعرف لها دورا..ونقول: أن كل اللعب في أفريقيا خاصة منطقة البحيرات هو لعب بريطاني..لصالح التاج البريطاني – الملكة ولورداتها! هذه ليست مبالغة!! إلى درجة يجد الأمريكيون أنفسهم خاويي الوفاض في بعض الأحيان..! ولكن هنالك علاقة ما بين عائلة بوش والملكة ولورداتها، وهي أنه (بوش الأب كان مدير المخابرات المركزية الأمريكية) يقدم الخدمات الأمنية للشركات البريطانية والكارتيلات الأمريكية..تبدأ من عمل الانقلابات – مثل أنجولا، وسيراليون، وتوريد الأسلحة والمخدرات منطقة البحيرات والسودان، وتهريب الماس، وصنع المشاكل الإقليمية، ومحاربة الحكومات الوطنية..الخ..ومع هذا النشاط المكثف لنهب خيرات أفريقيا تتعدد وسائل التدخل..منها لا بد أن تسيطر بريطانيا على الصحافة الأفريقية..!! وهنا تحركت مدرسة لندن الإقتصادية والمعهد التابع لها في عمل شبكات إعلامية تحت شعار التدريب والتمويل..وفي حقيقة الأمر لتدجين الصحافة الأفريقية، خاصة شرق أفريقيا. ويلعب المعهدان ستانهوب Stanhope، وآخر يسمى بانوس Panos..اليد الطولى في إلتهام الصحفيين الأفارقة وتدجينهم، ورشوتهم..بطرق ناعمة تحت عناوين التدريب، حتى البي. بي. سي. داخلة في اللعبة. إسرائيل تدرب صحفيي أريتريا.
وهنا، ماذا يمكن أن تتوقع من رئيس تحرير صحيفة كبرى في السودان مثل صحيفة الصحافة..؟ هل لو كنت رئيس تحرير ستندفع في قضايا مشبوهة حتى ولو دخلوا جحر ضب ستدخل؟ لقد نشط معهد ستانهوب البريطاني-الأمريكي من صحفي شرق أفريقيا وأحتضنهم وتبناهم..!! وسيدفع في هذه الأسابيع معهد بانوس لتدريب بعض صحفي يوغندة مبلغ 207 ألف يورو! دفعتها بريطانيا، والدنمارك والنرويج!! السيد عادل الباز لا يعكس ما وراء الأكمة. فالتنشيط لا يخرج من الإستراتيجية التي تهدف إلى تمزيق شرق أفريقيا، وبشكل رئيسي لإلغاء ما يسمى دولة الشعب الوطنية nation-state تحت شعارات كاذبة مثل الديموقراطية، وحرية وحقوق الإنسان..لنهب الثروات الأفريقية!! ولكن قبل أن يلتهموا رطل اللحم..عليهم بسد أفواه الصحفيين!! أطعم الفم تستحي العين!! وعندما تسد أفواههم..يصبح سهل وضع الشعوب في الظلام!! ولكي تفهم ماذا يعمل معهد ستانهوب أقرأ مقالتنا في الرأي العام بهذه الوصلة:

فلنأخذ مثالين حقيقيين، المثال الأول لكاتبنا الكبير عثمان مرغني، كتب بقلمه بعدد الخميس 23 يونيو 2005م في عموده اليومي بالرأي العام التالي: صناعة القيادة الرشيدة! (شاركت معظم نهار وعصر أمس في برنامج فريد أقامه المجلس البريطانيBritish Council ٌ وأطلق عليه القيادة التفاعلية..والفكرة مبنية على افتراض أن أي إنسان هو (قائد) محتمل في محيط عمله..أو حتى أسرته..ومن الممكن استهداف الملكات القيادية للأفراد في مختلف الطبقات والأعمال والأعمار حتى تصبح جديرة بقيادة المجتمع لأفضل النتائج..
وبدأ تنفيذ الفكرة منذ نهاية العام الماضي حيث أعلن المجلس البريطاني في الصحف عن رغبته في تطوير الملكات القيادية لثلة مختارة يتم انتقاؤها من الذين يتقدمون للبرنامج بصورة مفتوحة عبر الإعلان..وقدم (800) طلباتهم جرت تصفيتهم بصورة متدرجة إلى أن رسي الأمر على (14( مشاركاً في البرنامج..الذين خضعوا لدورة تدريبية ثم زيارات لدول أفريقية مثل جنوب أفريقيا ونيجيريا وغانا لمزيد من الاحتكاك واكتساب الخبرة!!
أختار المجلس البريطاني أربعة أطلق عليهم صفة (قائد) تشرفت بأن أكون واحدا منهم..مهمتهم أن يتفاعلوا مع المشاركين الأربعة عشر في برامج معدة سلفا بحيث يتم تبادل الآراء والأفكار والتجارب بصورة لا يمكن وصفها بأنها محاضرة أو ورشة عمل أو أي شيء من المصطلحات التي تعودنا عليها..فهي مشاركة تفاعلية إلى أبعد مدى لا يعلم المشارك فيها هل هو متلقٍ أم مانح للخبرة حيث ينشط حوار في اتجاهين عميق وثر للدرجة التي تختلط فيها أنساب المصطلحات..الفكرة مثيرة لأنها تستنطق الملكات القيادية للمشاركين فيها وتحاول توجيه قواهم في الطريق الصاعد لبناء الشخصية القيادية بصورة ذاتية تراكمية تنشط الحدس الداخلي عند المشارك..وبعيدا عن تفاصيل البرنامج...في تقديري أن هذه التجربة جديرة بالدراسة لاستيعابها في نظمنا التربوية لرفع الملكات القيادية لدى المجتمع...والفكرة سهلة ومدهشة ويمكن استخدامها في مختلف الأماكن...في المدارس في مرحلة الأساس والثانوي والجامعة وفي وحدات العمل المختلفة...فهي لا ترتبط بعمر أو فئة محددة...وتستهدف كل إنسان لأنها تبني الملكة القيادية عند الفرد مهما كانت مملكة سلطته صغيرة أو كبيرة...فهي تفترض أن أي إنسان (قائد) محتمل ويمكن تطوير قدراته القيادية بالاستثارة الذاتية..وليت الساسة بالتحديد يستخدمون مثل هذه التجارب لإلهام الكوادر القيادية بالأسس الصحيحة للقيادة الرشيدة فمعطيات البرنامج سهلة وغير مكلفة بل وفي تقديري إن الحكومة نفسها عن طريق مسجل التنظيمات والأحزاب السياسية مولانا محمد احمد سالم...يمكن أن تنظم برامج مشابهة لرفع قدرات الساسة! ومن الممكن أن تجعل ذلك منحة لتدريب القيادات السياسية من مختلف الأحزاب حتى ترفع من فاعلية العمل السياسي...الذي طالما كان القدر الشقي الذي أقعدنا خمسين عاما بعد الاستقلال!) أ.هـ.
ولقد صدمت أن يشارك كاتبنا الكبير في المعمل البريطاني هذا..!! ولعل الفائدة الوحيدة أنه كشف لنا تفاصيل البرنامج من داخله..فضلا عن الإعلان. فالمبتدئ في علم السياسة (يفهم) لماذا تنشئ بريطانيا مثل هذه المراكز الثقافية ولا نزيد حتى لا نقع تحت طائلة القذف من قبل هذا المركز. نترك كل العملية لاستنتاج القارئ. بل يمكن الاستنتاج أن جهة بريطانية ما رغبت في دراسة عينة من الشباب السوداني بأسلوب الإسقاط mind projection والقضية كلها تحت مسميات أخرى..مثل التدريب، وتفجير القدرات..الخ!! وأسلوب الإسقاط يجيده أيضا الألمان..ويطبقونه حتى في مدارس اللغة على الطلبة الأجانب، خاصة عندما يكون المعلم يهوديا،..وكنت أرفض المشاركة في هذه الشراك بأية شكل من الإشكال..كنت أرفض حتى كتابة سيرتي الذاتية C.V. لمعلم اللغة!! وتفعله الكنائس الألمانية مع اللاجئين الأجانب..خاصة الأفارقة والمسلمين بالذات!!
أما المثال الثاني..فهو بلحاظ رئيس تحرير صحيفة الصحافة الأستاذ الكبير عادل الباز..!! لقد ذكرت أنا شخصيا في إحدى مقالاتي في الرأي العام أن الاجتماع التالي سيكون في أديس أبابا - هكذا قررت السيدة نيكولا ستريملاو. ولقد انتظرت أن يعطينا الأستاذ رأيه في مدرسة لندن الإقتصادية LSE ومعهد ستانهوب الأمريكي-البريطاني الذي يعمل بمعية وتعاون تام مع جامعة ييشيفا اليهودية النيويوركية..ولكنه صمت صمت القبور!! على الأقل لعله يفسر لنا تعريف من هو الصحفي! بما أن الأستاذ محمد يوسف محمد وزير الدولة بوزارة الشئون الإنسانية في تصريحات خص بها «الرأى العام» في وقت سابق بقوله أن...الذين يخلقون المشاكل هم أولاد البلد الذين يفتحون باب الوساطة والاستعانة بقوات خارجية. نقول، يبقى على الصحفي وخاصة رؤساء التحرير أن يصبحوا قدوة للمواطن. ففي هذه المقالة نضيف شيئا جديدا، وهي أن معهد ستانهوب اللندني لم يفعل سوى أنه فعل من اتحاد صحفي شرق أفريقيا EFJA وقد يضخ في دمائه بعض المال. التركيز من قبل المعهد البريطاني على أديس أبابا يرجع إلى رغبته في إذكاء الروح في هذا الاتحاد الميت لأن هذا الاتحاد ليس معروفا في السودان أصلا، بل ينشط فيه صحفيو الصومال وأثيوبيا حصرا ويلعبون الدور الأكبر فيه، نسبة لتفكك دولة الصومال وفقر دولة أثيوبيا، فنجد صحفيي هاتين الدولتين كثيرا ما يطرقون أبواب المنح والهبات الأوروبية بشكل انتهازي بدون أي بعد فكري أو أيديولوجي. ولقد اجتمعوا (كيفله مولات، أثيوبيا. وعمر عثمان قاسم، الصومال) مؤخرا وقرروا إضافة كلمة (المحترفين) لعنوان الاتحاد القديم فأصبح اتحاد الصحافيين المحترفين لدول شرق أفريقيا(East Africa Professional Journalist Association) .
ولقد كتب هذان الإتحادان وثيقة مشتركة ناشدا فيها بشكل تحريضي اتحاد الصحفيين الدولي بشدة أن يرسل وفد تحرى لكل من الصومال، إريتريا، جيبوتي، أثيوبيا، والسودان..لأن هذه الدول على حسب قولهم تسيء إلى حرية الصحافة بشكل أفظع من بقية دول القرن الأفريقي..!! (لا أدري لم استثنوا كل من يوغندا وكينيا..ربما لأن بريطانيا والولايات المتحدة راضيتان عنهما رغم أن الأولى يحكمها أحد لوردات الحرب، والثانية يعشش فيها الفساد). بل يقررون أن يكون اجتماعهم التالي في كمبالا، يوغندا! والسر في ذلك أن صحفيي يوغندة سيحظون بمبلغ قدره 207 ألف يورو صمم لتدريبهم..تكفلت به النرويج، والدانمارك والمملكة المتحدة!! ولكن عبر من؟ خمنوا هذه المرة من هو اللاعب الرئيسي؟ أنه معهد يسمى بانوس Panos ولقد أصبت بصدمة أن أكتشف هذا الشبح، ولقد تدهش لخصوبة خيال الدول الغربية في حبك الشباك لابتلاع الدول النامية وتفكيكها وخداعها. فهذا البانوس يوجه سهامه نحو الصحفيين الأفارقة حصرا ولقد نجح في عمل شبكات منهم..مثل شبكات الماسونية!! وله ثلاثة فروع مستقلة، ولكنها تنسق مع بعضها البعض، أحدهم في واشنطون، والثاني في باريس، والثالث في لندن. ولم لا..إذا كانت الولايات المتحدة تطبع من الدولارات ما يحلو لها..وسيلحقها سريعا الاتحاد الأوروبي واليورو..!! فهذا البانوس يستغل البغال الصحفية ليس أيديولوجيا فقط، بل أيضا يستغلهم كآليات للتجسس لجمعهم المعلومات المطلوبة..هذه هي خصوبة الخيال والتخيل!؟ ولقد لاحظت في بحثي لكتابة هذه المقالة أن في الصومال كثيرا ما تعتقل هذه البغال أو تسجن أو تقتل..!! ولا تتعجب لذلك..فالعامة لديها –فضلا عن السلطات الرسمية- الحاسة السادسة للتفريق ما بين البغال الصحفية والصحفي الحقيقي..!! وللتدليل على ما نقول لم نسمع أن روبرت فيسك، الصحفي البريطاني المشهور، سجن، أو أختطف أو قتل في العراق أو الصومال أو الباكستان أو الإفغانستان..ولكنا سمعنا مثلا بقتل ذلك الصحفي الأمريكي اليهودي دانيال في الباكستان، أو ذلك الصحفي البريطاني الإيراني الذي أعدمه صدام حسين..ولا شك أنهما بغلان ثمينان!!
هكذا يعرف نفسه معهد بانوس:
The Panos Institute (Caribbean and Central America, Nigeria and Washington, DC) is an international organization that works to strengthen civil society by helping journalists to cover sustainable development issues that are overlooked and misunderstood, in particular those whose impact transcends national boundaries.
Panos coordinates seminars and production of print, broadcast and electronic materials on themes such as child rights, HIV/AIDS, environmental degradation, freedom of _expression, gender issues and community solutions to development challenges. هذه المعلومات نهديها للمجلس القومي للصحافة الأستاذ على شمو، والأستاذ هاشم الجاك، ما الحل؟ حل قضية الصحافة والصحفيين يتم كالتالي: أن نخلق قيمة معيارية متنافسة. فمثلا في ألمانيا لا يكفي أن يتخرج الطالب من كلية الإعلام، قسم الصحافة. بل هنالك ما يسمى المدرسة الصحفيةjournalistic school أو بالألماني Journalistische Schule e.V. ويوجد منها الكثير في كل ألمانيا. الحرفان الأخيران يعنيان أن المدرسة الصحفية مسجلة تحت قانون المنظمات المدنية. فهذه المدرسة يجب أن يمر بها خريجو كلية الإعلام – قسم الصحافة. ويمكن الاستنتاج أن طبيعة المقررات وأسلوب هذه المدرسة لا يعامل المشتركين فيها بأنهم "طلبة" بالمعنى الحرفي – بل ناضجين مستعدون لتقبل مواضيع معقدة. بل هي إضافة لما فوق الجامعي..وبشكل حيوي، ومقرراتها ديناميكية تساير المستجدات الجارية، وتركز على القضايا الوطنية الساخنة من عدة زوايا مثل الأمن القومي، الفضاء الجيوبوليتيكي، قوة وضعف السودان..الخ وبالطبع قضايا التنمية الإستراتيجية، الإتصال الجماهيري، التدخلات الأجنبية وتزييف الوعي الجماهيري.. وهلماجرا. تعتبر شهادة هذه المدرسة قيمة مضافة عند التوظيف لدى دور الصحف. ومن الأفضل أن تكون هنالك مدارس عديدة تتنافس في خلق هذه القيمة المضافة، هذا فضلا لتقريب الرؤى المشتركة للصحفيين. أقترح بشدة أن تقوم أول مدرسة بهذا الشكل على يد الدكتور محمد إبراهيم الشوش.
في ختام قضية الصحافة نرجع لأستاذنا عادل الباز..نرجو بشدة أن ينظر أستاذنا أسفل قدميه لكي يدرك بكفاءة أين يقف. فالقضية ليست أن تتقدم مؤسسته بشكل ما على حساب القضايا الوطنية. فليست القضية أو الخيار إما أن تمول الحكومة السودانية الصحف أو الارتماء في حضن مؤسسات التمويل الدولية المشبوهة..وحتى وقوفه مع الأستاذ عبد الباري عطوان في صورة واحد بمعهد ستانهوب اللندني يثير الكثير من التساؤلات..فإلى اليوم لم يستطع عبد الباري عطوان أن يثبت بالوثائق كيف يمول صحيفته، ولم يرفع قضية قذف ضد صحيفة عرب تايمز الأمريكية وهي التي طعنت في صحيفته وهي التي اتهمته رسميا وتحدته أن يرفع قضية ضدها، وبلع عبد الباري التحدي..وإلى اليوم التهمة معلقة!
فتركيزنا على الصحافة والصحفيين ليس صدفة، فمع قدوم الحريات والديموقراطية، يجب على كل سوداني أن ينتبه وأن يمارس هذه الحرية بمسؤولية. فإذا عذرنا 800 شخص تقدموا لذلك البرنامج الخاص بالمركز البريطاني لجهلهم أو قلة خبرتهم..فكيف يمكننا عذر رئيس تحرير صحيفة مثل صحيفة الصحافة أو مؤسسة إنتاج إعلامي مثل مؤسسة أستاذنا الكبير عثمان ميرغني؟

لا نشك إن إرجاع روجر ونتر للمسرح السياسي..(لدارفور)..تم بتنسيق تام ما بين كوندي (كوندوليزا رايس) واللوبي الصهيوني اليهودي! وربما سنرى سوزان رايس قريبا أيضا وهي ربيبة روجر ونتر وهو الذي صعدها سابقا! ورغم أن سوزان رايس أمريكية الجنسية، لكنها تربية بريطانية عاشت ودرست فيها وأحتضنها اللوبي البريطاني اللندني الذي يرسم سياسات التاج البريطاني في أفريقيا. وبما أن روجر ونتر هو الذي صعدها في الإدارة الأمريكية بضغط منه..فيمكن الاستنتاج أن كلاهما مخلبان بريطانيان بقناع أمريكي! وعلى حسب مصادرنا، فسوزان رايس لا تفقه في أفريقيا شيئا سوى أن والدها كان مستشارا للبنك المركزي النيجيري!! يقال أنها لا تعطي أذنها في فترة وظيفتها كمساعدة لوزيرة الخارجية مادلين آلبرايت لأية توصيات ترسمها وزارة الخارجية، بل تنفذ ما يمليها علها روجر ونتر فقط..بالأحرى بريطانيا! الدور الذي قاما به كل من روجر ونتر وسوزان رايس في منطقة البحيرات هو خطير..ويجب ألا يسقط من الذاكرة! فموسوفيني صعد للحكم في 1986م برعاية بريطانية، وفي الحقيقة برعاية بريطانيا لجيش العصابات الذي كونته له بريطانيا، وكان حلقة الوصل روجر ونتر وسوزان رايس تحت قناع المساعدات الإنسانية. وفي 1990م غزا موسوفيني رواندا..بنفس أسلوب العصابات يقودها الجنرال الرواندي اللاجئ في يوغندا كاجامي Kagame وبمشاركة جزء من الجيش اليوغندي!! ويعتبر الغزو جزء من إستراتيجية بريطانية لسحق مفهوم دولة الشعب nation-state والاستعاضة عنها بحكم الشركات ورجال الشركات ولوردات الحرب. ولكن سرعان ما كشف عن تورط روجر ونتر وسوزان رايس في عمليات مشتركة يديرها عميل الموساد الإسرائيلي في منطقة البحيرات، ورئيسها ميشيل هيراري (يدير محطة للسلاح والمخدرات والتجسس) وكان يرأس محطة الموساد في أمريكا الجنوبية والوسطي وهو الذي نفذ خطة بوش الأب السرية في الثمانينيات ما تسمى فضيحة الكونترا ضد السندانيستا. لقد أنتقلت محطة الموساد بعد انكشاف الفضيحة منتصف الثمانينيات لمنطقة البحيرات. هذا الإسرائيلي كان يعمل مع روجر ونتر، وسوزان رايس، ودانيال أيفه النرويجي ومنظمته التي تسمى الشعب. وبمجموعهم كانوا يعملون مع إبن خالة الإسرائيلي ميشيل هاراري ويسمى البرتو بي. هاراريس وله شركة في ولاية فلوريدا الأمريكية تدير صفقات الأسلحة سريا وهي التي كانت تمد الحركة الشعبية بالسلاح. روجر ونتر كان يرأس ما يسمى لجنة الولايات المتحدة لشؤون اللاجئين U.S. Committee for Refugees وفي حقيقة أمره لا يعنيه مساعدة اللاجئين، يكتفي بالفرجة عليهم ولكن مآربه التحتية هو زعزعة الحكومات الوطنية للشعوب الأفريقية. فخذ ماذا قال أمام لجنة الكونجرس في التسعينيات:
: "I had the great honor of travelling in Rwanda in April, in May, in June, and in July, as the war was occurring. I had the privilege of travelling with the Rwandan Patriotic Front as it gradually increased its control over Rwandan territory".
ومن الثوابت التاريخية يرجع تاريخ روجر ونتر بأفريقيا منذ الستينيات، وخاصة فترة أبوتي في الحكم، كان يلتقي موسوفيني سرا في الغابات "فحقنه" بدءا من 1982م بالمساعدات الإنسانية حتى أوصله للحكم بعد أربعة سنوات! أما سوزان رايس في فترة كلنتون هي التي عملت التحالف الرباعي يوغندة، أثيوبيا، أريتريا والحركة الشعبية وحلفائها لشن حرب على السودان في توقيت واحد وبضربة واحدة..! ولكن الله تدخل، اشتعلت الحرب فجأة ما بين أثيوبيا والحبشة، ويوغندة ضد زائير ومع الأخيرة أربعة حلفاء يساندون كابيلا! وتمزق تحالف سوزان رايس إلى قطع..!!
والآن اسألونا من أين نستقى أخبارنا..أو هذه الحقائق..!! قبل الرد على هذا السؤال..أقول لكم لقد أوقفت مشاهدة التلفزيونات العربية منذ أربعة سنوات..وهي أصلا صنعت بهدف تضليلك؟! أو سحب وعيك لقضايا تافهة..!! كذلك الصحافة والتلفزيونات الغربية تملكها في الحقيقة الشركات العملاقة التي لا علاقة لها بالإعلام..مثل جنرال موتورز..الخ، والسر في ذلك أن الشركات الغربية ترغب أن تمرر مخططاتها وتجاوزاتها محليا أو دوليا في صمت..وتعتيم..!! لذا السيطرة على الإعلام جزء من لعبة الشركات والكارتيلات والبنوك الدولية!! إذن ماذا تبقى لكي نأخذ منه المصادر الإعلامية الحقيقية..!! جهتان. الأولى: المنظمات التي ثبت بالدليل القاطع أنها تماما منحازة لجانب الشعوب..محليا أو دوليا!! والثانية: هي the internet blogs وهذه الأخيرة ظاهرة حديثة عمرها حوالي سبعة سنوات..!! والكلمة مأخوذة من web log in فتحولت أو صار منها لفظ الفعل we blog or blogging وتاريخ القصة أن بدايتها عمل بعضهم صفحات عنكبوتية وكان يعمل باسوورد للمشتركين الذين تجمعهم فكرة معينة. وتطورت القصة أصبح ليس بالضرورة باسوورد..وأصبح المشتركين حول صفحة معينة يشكلون قبيلة..فمثلا هنالك بلوج متخصص فقط في موضوع العراق..!! وتخيل قبيلة على مستوى العالم تلتف حول هذه الصفحة سيقتلون الموضع قتلا..أي بحثا..!! ولن تمر شاردة أو واردة إلا علقها المشتركون على الصفحة..!! إضافة للتحليلات..! وكلها صادقة. وستجد من المعلومات ما لن تنشرها الصحافة الغربية التقليدية أبدا..!! فمثلا إحدى البلوجات تخصصت في حادثة نيويورك أثبتت أن ضربة نيويورك لم تكن من قبل بن لادن بل المخابرات الأمريكية والموساد ومن فعلها، بل حتى بن لادن توفى في ديسيمبر 2001م!! وما تلك الأشرطة التي تذيعها قناة الجزيرة سوى صنع المخابرات الأمريكية!! والدليل على ذلك..أن صحيفة فرنسية كبرى لي موند أخذت أشرطة بن لادن الأخيرة التي تذيعها قناة الجزيرة لأكبر معمل متخصص في الصوتيات في سويسرا فقامت بدراستها اعتمادا على شرائط بن لادن العادية قبل أن يكون مطاردا..فوجدت أنها مختلفة!! ويجب أن تعرف أيضا أن المشاركين في هذه البلوجات ليسوا هواة بل جلهم على مستوى الاحتراف الصحفي أو الفكري أو الهندسي أو الاقتصادي.! وبفضل هذه البلوجات..أنخفض شراء الصحف، ومشاهدي التلفزيون..لم يعد المواطن الغربي يتابعهم أو يشتريهم، فأحست الشركات الاستعمارية (والحكومات الغربية) بالخطر الماحق..فمعهد ستانهوب (معهد عادل الباز) يفكر، ومعه العديد من الجهات المتضررة سيجتمعون في لندن على مستوى خبراء سيدرسون كيفية لجم هذه البلوجات! ولقد طرأت نقطة قانونية فاز بها أصحاب البلوجات..السؤال: إذا كتب أحدهم معلومة قنبلة..هل يحميه القانون بألا يفشي المصدر الذي أعطاه هذه المعلومة..؟ هذه القانون هو عادة لصالح الصحفيين..!! فهل يغطي القانون أصحاب البلوجات.؟ حكمت محكمة أمريكية لصالحهم..بأنهم صحفيون!!

TONY PAPERT: Thank you very much. Let's now turn to Africa. Linda, who is Susan Rice? And is she British or American?
LINDA DE HOYOS: Oh, well, Susan Rice is an American by birth, but she was vetted through the Comnmonwealth apparatus in Britain, which is essentially the policy-making grouping for Africa policy in London. She is today the Assistant Secretary of State for African Affairs. She was appointed by President Clinton in May of 1997, and she's young and has very little experience in Africa. But she is in this post, and she is carrying out the policy which is desired by the British and by the Israelis both in Africa, particularly Eastern Africa.
TONY PAPERT: What is it?
LINDA DE HOYOS: Well, this is a policy which essentially attaches the United States military and diplomatic capabilities behind Uganda and President Yoweri Museveni. And Museveni was put into power by the British in 1986, or by, say, a British-sponsored and -supported guerrilla war. And he was put in power in 1986, and in 1990, he launched an invasion of Rwanda, with part of the Ugandan Army, which was really the beginnings of a policy of the destruction of the nation-states in that region. Now, what has happened, is that the United States, for example in this latest crisis, has said publicly, and it is the official policy, that the United States supports the territorial integrity of the Democratic Republic of Congo, and wants the foreign troops to leave. Because right now, the troops that are in there, are from Chad, Angola, Zimbabwe, Namibia. Those troops were invited in by President Kabila of the Congo to defend the Congo against an invasion launched August 2nd, from Museveni's Uganda, and his sidekick, Kagame, of Rwanda.
And the stated policy of the United States, is that all foreign troops must leave. Additionally, however, the U.S. ambassador to Congo, William Swing, said in October that the foreign troops who were not invited in, that is, Uganda and Rwanda, must leave. The invaders must leave. Now, Susan Rice has been on a peace tour which says that all foreign troops must leave, which is a problem, because there's no reason really why they would be treated equally when one is defending the government and has been invited in, as per the statutes of the charter of the Organization of Africa Unity. Now, what's happened, is that EIR investigators have uncovered operations which are extremely reminiscent of the covert supply of the Contras carried out during the Bush administration under George Bush, and involving the same cast of characters. The same seedy crowd, so to speak, or unsavory crowd. And this involves Michael Harari, who was the Mossad station chief in South America and Central America during the 80s. He appears now to have moved over to Africa, and is now working with Roger Winter of the U.S. Committee of Refugees, Daniel Eiffe of the Norwegian People's Aid, which is an organization which has now been fired by the Norwegian government in its capacity of delivering aid to southern Sudan.
And these people are involved with Harari, and also Alberto P. Herraras, Harari's cousin, who has a Florida-based gun operation called Lomax International, and these people are supplying covert weapons to the Sudanese People's Liberation Army.
JEFF STEINBERG: Linda, isn't Harari now under murder indictment in Norway for running hit squads by the Israelis?
LINDA DE HOYOS: Yes. He directed hit squads in the 1970s against the -- targetting people that the Mossad had said were responsible for the Munich massacre. But in this case in Norway, the hit squad directed by Harari, killed a Moroccan waiter, who had absolutely nothing to do with this whatsoever. And his indictment and warrant for his arrest, have been reissued now, by the Norwegian government. So, this whole grouping is involved in covert arms supplies. The Sudanese People's Liberation Army, which has waged a 15-year unsuccessful -- completely unsuccessful -- war in Southern Sudan against the Sudanese government, which has resulted really in the deaths of probably a million and a half people, which is a large portion of the population of Southern Sudan.
Now, what's interesting, is that Roger Winter, it is known, was the chief lobbyist in Washington from his base of the U.S. Committee for Refugees -- which, by the way, does not deliver aid to refugees, but just watches them. He was the chief lobbyist for the appointment of Susan Rice to her current post as the assistant secretary of state for African affairs. And secondly, we are being told by well-placed sources, that Roger Winter is the only adviser that she basically listens to. It is known that she does not listen to the foreign service experts and people who have actually had great experience in Africa, within the State Department, because many of them believe that the policy that has been pushed of war against Sudan, and the complete support of this dictator, Yoweri Museveni, is a policy of failure, and is a policy which is not in the American interests, and which is getting the United states nowhere fast, and is also resulting in wider and wider conflagrations within Africa itself, which does not make Africa a very welcome prospect for American business or investment or any such thing, which is what the official policy of the United States of the American partnership with Africa presented by President Clinton, is all about. Well, if the entire place is in flames, you can hardly have a partnership for investment and development. So, the policy which has been stated by President Clinton, is, in general terms, completely at odds with what is being pursued actively, every day, both diplomatically, but also covertly, in terms of arms supplies and other operations, by people who are around Susan Rice at least, which involves Roger Winter in particular.
Additionally, we have also learned of the State Department and Rice are somewhat interested in giving logistical help to the so-called rebels in the Congo, who are basically a cover for the Ugandan and Rwandan invasion. This is a separate operation, but it overlaps in personnel, and it involves these same Mossad operatives. So, this is what we have uncovered, and this is being released this week throughout the world. And we think that Susan Rice has to be held accountable. Mr. LaRouche has called for her immediate dismissal from the government. She has already done enough which would warrant that. And in fact, her lack of knowledge of Africa, is a scandal within the African diplomatic corps in Wshington. They just cannot even figure out why in the world such a person who also by the way has been sponsored by Secretary of State Madeleine Albright. But they can't understand why such a person, who knows absolutely nothing, would be heading up Africa policy for a country such as the United States.
JEFF STEINBERG: She's known as "Meddling Albright" these days.
LINDA DE HOYOS: Right. So I think that if any policy is going to be pursued toward peace, then the obvious situation must be, that the Ugandan and Rwandan troops must get out. But right now, there are all kinds of things coming to light about how the Ugandan Army, headed up in the Congo, for example, by Museveni's nephew, James Kazini, who's the chief of staff of the Ugandan armed forces, that they are taking out gold and diamonds from the Congo. And also, in the Southern Sudan, the SPLA, which they ostensibly support, is also saying that the Ugandan army is going in and taking out timber and gold from Southern Sudan.
So, in a certain sense, this money -- it's like the booty pays for the war. As you get the booty, then that pays for your continuing war effort. And it's a Thirty Years' War scenario. And if this is going to be stopped, then it will require absolutely the dismissal of Susan Rice, as an assistant secretary of state for African affairs, and her replacement by someone hwo represents an American policy which is peace, which is the inviolability of the borders, and is the beginnings of the development in Africa, whose infrastructure deficit is beyond belief today. And that is what is going to be immediately required.

An EIR team probing the causes behind the genocidal wars that have been ravaging East and Central Africa over the last four years, has uncovered a covert arms and logistical supply network run out of the U.S. State Department, which mirrors precisely the notorious Iran-Contra arms supply operation of the 1980s. As in the case of then-Vice President George Bush and Col. Oliver North’s covert Iran-Contra operations, the arms and logistical supply to marauding forces in East and Central Africa is being organized “off the books”, and in direct violation of the official, public policy of the United States government toward the conflicts involved.
The parallel to the Bush-North operations is precise: Incontrovertible evidence accumulated by EIR demonstrates that the same extra-governmental “assets” used by North in widespread illegal narcotics- and arms-trafficking, are rganizati arms and military aid into Central Africa. In this new “Central African” supply operation, standing in for the drug-smuggling gangsters of the Nicaraguan Contra operation, are the African “rebels” fighting the governments of Sudan, the Democratic Republic of Congo, and any other Central African nation rganiza by British intelligence’s leading warlord in the region, Ugandan dictator Yoweri Museveni.
The two leading operatives who have been caught red-handed in such dirty operations toward Central Africa are U.S. Assistant Secretary of State for African Affairs Susan Rice, and Roger Winter, executive director of the U.S. Committee on Refugees.
EIR has uncovered two, overlapping operations. First, is the covert supply of arms to the Sudanese People’s Liberation Army (SPLA) of John Garang, which has waged a totally unsuccessful but nevertheless genocidal war against the Sudan government since 1983. The second involves covert military logistical aid to the so-called rebel forces arrayed against the government of Laurent Kabila in the Democratic Republic of Congo, an operation being run directly out of the U.S. State Department with the oversight of Rice.
Drug-runners, Mossad, and mercenaries
Doing the dirty work are Israeli, American, European, and Ugandan operatives, including:
Michael Harari, a longtime top agent of Israeli foreign intelligence, the Mossad, who was a security adviser to Panamanian Defense Forces Gen. Manuel Noriega. As the Mossad station chief for Central and South America in the late 1970s and into the 1980s until the U.S. invasion of Panama, after which he returned to Israel, Harari coordinated the Mossad’s gun-running and drug-trafficking operations in South America.
Alberto Prado Herreros, a suspected drug-trafficker and confirmed director of a Miami-based arms company called Lomax International. Herreros was a prime contractor for the Bush-North Contra supply operation.
Daniel Eiffe, the coordinator for Central Africa of Norwegian People’s Aid, which poses as a relief organization. The Norwegian government cut it off from funding in May 1998 because of its overt military and logistical support for Garang’s SPLA.
Brig. Gen. James Kazini, a nephew of Ugandan dictator Museveni and the chief of staff of the Ugandan Popular Defense Forces. Kazini has been directly in charge of the Ugandan military operations against Sudan, and is now in charge on the ground of the Ugandan army invasion of the Congo. According to reports in the pro-government Ugandan daily New Vision, Kazini was last known to be stationed in Kisangani, Congo, and aided the Ugandan-Rwandan takeover of Kisangani and Bunia.
Moreover, the parallel to North’s Contra supply operation is strategic. It was after Vice President Bush permitted the British to flagrantly violate the U.S. Monroe Doctrine, by furnishing his backing of Britain’s Malvinas War against Argentina in 1982, that Bush then pursued the Contra option in Nicaragua, violating Congressional restrictions through providing the Contras’ needs “off the books.” That caper went into high gear after the Reagan administration rejected American statesman Lyndon LaRouche’s Operation Ju?rez solution to the South American debt crisis. LaRouche’s August 1982 plan called for a debt moratorium in the Ibero-American countries and a policy of economic development based on the export of capital goods to the Southern Hemisphere. With the rejection of LaRouche’s proposal, Bush forced through the bogus idea of the communist threat from the Sandinista regime in Managua, as justification for a policy that, in reality, supported the Contra drug-trafficking, boosted the Colombian narco-terrorist cartels, and flooded the United States with illegal drugs. This demonstrated that Ibero-America could expect nothing more from the United States than a British colonial-style policy of war, narco-terrorism, and economic exploitation.
In Africa today, the Nicaragua bogeyman has been replaced by the government of Sudan, the government of the Democratic Republic of Congo, or any other government or political force on the continent which stands in the way of a policy to extract every ounce of mineral wealth, with no benefit whatever to the countries possessing such wealth. This is the driving force behind the destruction of the nation-state by mercenary armies—such as Museveni’s Ugandans or Rwandan Defense Minister Paul Kagame’s forces—a policy that has cost the lives of millions of people. The architects of this policy reside in London and the boardrooms of the British Commonwealth mining companies, financial institutions, and private paramilitary-security firms.
While most of the players in this trade have been based in Britain or the Commonwealth countries, our report will focus on the channel that comes into and operates through the United States and also Israel, in the hopes that the Clinton administration will take appropriate action.
War or peace?
The evidence gathered by the EIR team, even if incomplete, tends to confirm the many rumors and allegations circulating throughout Central Africa and among those involved in Africa policy in Europe and elsewhere, that while the U.S. government’s public policy to attempt to act as the “honest mediator” in the war around the Democratic Republic of the Congo, the United States is, in fact, supporting—with arms, supplies, training, and logistical support—those very forces under the control of Uganda and Rwanda, which violated international law to invade the Congo on Aug. 2, and now hold large chunks of its eastern and central territory.
Thus, while Susan Rice was engaging in highly publicized shuttling among Central African capitals, to demand that Congo allies Angola and Zimbabwe withdraw their troops from the Congo, in order to prevent a “wider conflagration,” back in Washington, EIR has uncovered, her underlings were in the process of vetting private contractors to give logistical support to the Ugandan- and Rwandan-backed rebels in the Congo.
The operation mirrors precisely that carried out for the Contra supply operation out of the Nicaraguan Humanitarian Assistance Office in the State Department during the 1980s. In this case, according to a confidential source, under Rice’s direction, Ricardo Zuniga, operations officer for the State Department’s East African Affairs section, is seeking aid from private contractors to supply and provide an airlift to Museveni’s combatants in the Congo. Zuniga is reportedly a middle-level foreign service officer, with previous postings in Mexico and Portugal.
Within the State Department, it is widely believed that Rice’s closest adviser on Africa is Roger Winter, director of the U.S. Committee on Refugees, who has rammed through the policy of war in Central Africa as the policy of the State Department. In September 1997, Winter, along with John Prendergast of the U.S. National Security Council, declared Rice to be one of their “team” to lead the United States into support of a total war against the government of Sudan, to be waged on the ground by the Ugandan and allied armies.
Rice’s other key adviser is Philip Gourevitch, a journalist with The New Yorker, who has fashioned a career for himself in the last four years as an expert on the bloodletting in Rwanda in 1994. He is known to be personally close to Rwandan Defense Minister Kagame. Prior to joining The New Yorker, Gourevitch was the New York correspondent for the neo-conservative Jewish weekly, The Forward.
This covert operation in support of the Congolese “rebels,” and by direct implication the invasion of Ugandan and Rwanda in the Congo, contradicts the stated policy of the United States, particularly that put forward on Oct. 17 by the new U.S. Ambassador to the Congo, William Swing, who said on Kinshasa TV, “We condemned the external military interference from countries such as Rwanda and Uganda back in August. It is President Clinton who accredited me to President Kabila and his government. This should represent for you a signal and evidence of where we stand in our relations with your country. I am here to support your government.”
Whose policy is Susan Rice carrying out?

Profiles
Susan Rice brooks no opposition
Susan Rice, Assistant Secretary of State for African Affairs, is reported to have won her post at the U.S. State Department through strong pressure from Roger Winter, executive director of the U.S. Committee on Refugees, who pushed for her candidacy over the appointment of Howard Wolpe, now U.S. Special Envoy to the Great Lakes region, who was also a contender for the post.
Her other known patron is Secretary of State Madeleine Albright, who has been a life-long friend of Rice and her family, as Albright is quoted in the Washington Post of March 30.
She also comes to the administration with the vetting of the neo-colonial apparatus in the British Commonwealth, which is the source of the policies Rice is carrying out. A Rhodes Scholar, she received her masters and doctorate degrees in International Relations at New College, Oxford University. In 1992, she was the recipient of the first annual award given by the Royal Institute of International Affairs and the British International Studies Association for the “most distinguished dissertation in the United Kingdom in the field of International Relations.” Her topic was “The Commonwealth Initiative in Zimbabwe, 1979-80: Implications for International Peacekeeping.” In 1990, she had also been awarded the Royal Commonwealth Society’s Walter Frewen Lord Prize for “outstanding research in the field of Commonwealth History.”
Her first job was a management consultant in Toronto, for McKinsey and Company.
Her next posting was at the U.S. National Security Council, as director for International Organizations and Peacekeeping in February 1993, and then as Special Assistant to the President and as Senior Director for African Affairs, from March 1995 until May 1997, when she was appointed by President Clinton as Assistant Secretary.
War, and more war
Rice has used the clout associated with her post to ram through a policy of proxy war against Sudan by the United States through Uganda and Eritrea. She was reportedly a strong advocate of the Aug. 20 U.S. air attack on the Al-Shifa pharmaceutical plant in Khartoum, on the grounds that it was housing a chemical weapons capability—charges for which the administration has not been able to present sound evidence.
In general, Rice came into the office with a policy of attaching the United States to the “new breed” of African leaders first heralded in the Jan. 14, 1997 London Times. This breed centers around Ugandan President Yoweri Museveni, and included Eritrean military dictator Isaias Afwerki, Ethiopian dictator Meles Zenawi, Congolese dictator Laurent Kabila, and Rwandan dictator Paul Kagame. One of this coalition’s major aims was to bring down the Sudan government; however, the coalition has fallen to pieces, as war has broken out between Ethiopia and Eritrea, and between Kabila’s Congo on one side and Ugandan and Rwanda on the other. Rice’s “peace efforts” have come to naught in both cases.
Rice’s animosity toward Sudan is unyielding, as she has stated that “Sudan is the only state in sub-Saharan Africa that poses a direct threat to U.S. national security interests.” In her current post, and before that, at the NSC Africa desk, she refused to meet with Sudanese Ambassador to the United States Mahdi Ibrahim Mohamed, despite the ongoing diplomatic relations between the two countries.
She has been nearly as extreme in her rganizat of Nigeria. In a speech at the Brookings Institution on March 12, Rice enunciated her policy toward Nigeria: “Let me state clearly and unequivocally to you today that an electoral victory by any military candidate in the forthcoming Presidential elections would be unacceptable”—the first time that such a policy had been so stated by Washington. Her father, Emmet Rice, was a former adviser to the Central Bank of Nigeria.
To the extent that she has any expertise, it is in peacekeeping and military operations, and Rice has been involved in the details in formulating the African Crisis Response Initiative (ACRI), which calls for the formation of regional armies that would deploy at the behest of supranational organizations, such as the UN Security Council, or the Organization of African Unity.
The poverty of her knowledge of Africa itself has shocked the African diplomatic corps in Washington. Further, is the common complaint, she doesn’t want to learn. “Many of my colleagues on Africa have a degree of understanding and expertise that I can’t pretend to have”, she told the Washington Post; and, says the Post, in its adulatory March 30 profile of her, “While the top brass are enchanted, she has not captured the hearts and minds of the grunts” in the State Department. She is known for not entertaining any views contradictory to the policy that has been set for her to carry out, and for blocking the flow of information that might show that policy’s weakness or failure.
She brooks no opposition, it is said, even from the U.S. President. When President Clinton, in South Africa, on March 27 had voiced his hopes for Gen. Sani Abacha’s moving Nigeria toward democracy, the State Department was asked by a reporter if this did not contradict the policy stated by Rice on March 12, and which policy was correct. After first denying the President’s statement, State Department spokesman James Foley stood by Rice’s declaration, and stated that any other idea was “wildly hypothetical.” “What Assistant Secretary Rice said stands,” asserted Foley.
Roger Winter: boss of the warlords
On Sept. 17, Roger Winter, executive director of the U.S. Committee on Refugees, spoke at a conference of the U.S. Institute for Peace, and demanded full-scale backing from the U.S. government for a war “to bring down the Khartoum government” in Sudan, adding, “even though I know it will bring about a humanitarian catastrophe”. He reassured the assembled African policymakers present, however, that U.S. troops would not be involved in the effort; this would be a proxy war using Ugandan and Eritrean troops against Sudan, with U.S. weapons and logistical and training support.
To aid this process, Winter is known to have lobbied for the placement of Susan Rice as the Assistant Secretary of State for African Affairs.
By all accounts, Winter is a feared person among Africans and in Washington. Not only is he seen as the man behind Rice’s appointment, but his underling at the Interaction Council, Julia Taft, is now the head of the U.S. State Department’s Bureau for Population, Refugees, and Migration. Winter is head of the Interaction Council, an umbrella group for all the non-governmental organizations that deal with relief and other humanitarian matters, Winter is reputedly the political director of the entire operation. He and his sidekick John Prendergast, now ensconsed at the National Security Council, have pushed for a policy of politicization of relief agencies, and away from their expected stance of neutrality in other people’s conflicts.
Winter’s own U.S. Committee on Refugees—75% funded by the U.S. government—never delivers aid to refugees, but is the intelligence nerve center for the entire relief apparatus, and coordinates the political “attitude” to be taken toward refugees. It is also clear from Winter’s own public activities, and the most recent caper in which he has been caught, that the “political” direction of relief efforts also includes supplying military aid—that is, using “relief” efforts as the cover for partisan and deadly military support.
Winter’s longstanding demands for war against Khartoum are a classic case of such partisan and deadly mis-use of “humanitarian concerns”. In 1990, Winter published a paper “War and Famine in Sudan” which called for a complete realignment of U.S. policy in East Africa based on the winding down of the Cold War against the Soviet Union. “For many years”, Winter wrote, “Sudan has been an important geostrategic partner of the United States. For more than 15 years, Ethiopia has been viewed by the United States as the destabilizing force in the region—with good reason. Frankly, however, given the overwhelmingly negative changes that have occurred in Sudan at the hands of the Bashir government, there is no reason other than being caught in the Cold War rut to explain the U.S. pattern of tolerating Khartoum’s actions during much of the last year and a half.”
“In some ways, the pattern has been similar to our pre-August 1 pattern of cozying up to Iraq. When [Sudan President Omar al-] Bashir’s coup overthrew [Sudan leader] Sadiq [al-Mahdi], U.S. aid began to shut down, but only because our law required it. The United States continued to support assistance to Sudan through multilateral institutions. Human rights conditions in Sudan deteriorated rapidly and massively, but U.S. criticism was muffled at best; the Bureau of Human Rights and Humanitarian Affairs was absent. Operation Lifeline Sudan was manipulated into impotence, but the United States (and the UN, for that matter) was not aggressive about preserving Lifeline’s effectiveness and humanitarian neutrality.”
Until Saddam
“Finally, the United States appears to have fundamentally reconsidered its posture regarding Sudan, or, more specifically, a Bashir administration in Sudan”.
Winter’s complaints against Sudan have not changed; in fact, at the U.S. Institute for Peace conference, Winter’s charges against Sudan all reverted back to 1991, even though the Sudanese government has changed major policies and made peace with large sections of the political leadership of southern Sudan, and also permitted Operation Lifeline relief agencies to continue to send food into southern Sudan, while bypassing Khartoum. Winter argued for support by the U.S. government for John Garang’s Sudanese People’s Liberation Army (SPLA). His sponsorship of Garang in Washington is legendary; whenever Garang comes to the United States, the itinerary is in Winter’s control. Since 1990, Winter has argued for a U.S. policy of de facto recognition of Garang’s SPLA as the government of southern Sudan. Winter called this a “people-friendly” policy toward Sudan.
It is noteworthy, however, that since Winter wrote his policy paper of 1990, the military situation in southern Sudan has not changed. What has changed, is the death toll of this war. More than 3 million southern Sudanese, most of them Christian, have fled southern Sudan for Khartoum, to escape the war. Hundreds of thousands were killed in the 1992 fratricidal war between the Garang and Machar wings of the SPLA, not only by military means, but mostly due to the terrible famine that ensued; today millions more are at risk of starvation. In his 1990 paper, Winter predicted military victory just around the corner: “In January 1990, the SPLA began to shell Juba, the so-called capital of the South, and captured Kajo Kaji, Kaya, and Yei town. . . . Virtually all Sudan army actions to regain the military initiative have failed.”
But today, the SPLA is no closer to taking Juba than it ever was. In fact, it is not in shelling range of the “capital of the south.” The towns of Yei, Torit, and others have changed hands numbers of times, each battle leaving hundreds dead, and thousands displaced, uprooted, left with no means of subsistence.
It really cannot be expected that even if Winter were able to supply the SPLA, that it could achieve military victory, yet he and his cohorts continue a war against Sudan, a policy which, as Rep. Tony Hall accurately told Rice in Congressional hearings on July 29, “is a failure.”
Why?
Roger Winter is also patron to two other warlords in the region: Ugandan dictator Yoweri Museveni and his underling, Rwandan Defense Minister and former head of Ugandan military intelligence, Paul Kagame.
His sponsorship of Museveni dates backed to 1982—before the SPLA war against Sudan even began. In one of his first ventures as executive director of the U.S. Committee of Refugees, Winter traveled to Uganda, where he took up the cause of the Banyarwanda refugees—Tutsi Rwandans who had fled to Uganda in the early 1960s—against the government of Ugandan President Milton Obote. By 1983, Winter was regularly visiting Yoweri Museveni in the bush, as Museveni was leading his guerrilla war against the Obote government. Winter became an early publicist for Museveni, centered around charges that Obote was carrying out a campaign of mass murder in the Luwero Triangle—a campaign that many in central Uganda are coming to realize was carried out by Museveni himself.
Through Museveni, Winter became an early patron of Kagame and the Rwandan Patriotic Front, which was organized in Kampala, Uganda. In August 1988, Winter organized a conference of the Association of Banyarwandans in Diaspora in Washington, D.C., which brought together Rwandan Tutsis in exile to sponsor the efforts of the Rwandan Patriotic Front to come to power in Kigali. Two years later, the RPF, backed by Museveni along with troops of Uganda, invaded Rwanda in October 1990, launching the process that led to the genocide of 1994. In the 1994 RPF blitzkrieg of Rwanda, after the murder of Rwandan President Juvenal Habyarimana, Winter told Congress: “I had the great honor of rganizat in Rwanda in April, in May, in June, and in July, as the war was occurring. I had the privilege of rganizat with the Rwandan Patriotic Front as it gradually increased its control over Rwandan territory”.
Hence, Winter is to be found among the earliest sponsors from the United States of the British warlords—Kagame, Garang, and Museveni—who have wreaked so much havoc in East Africa. Their policy has nothing to do with the populations they claim to represent, but the British Commonwealth designs—funneled by Winter through the United States—to break up the nation-states of East Africa with the use of mercenary armies that have agreed to function as the marcher-lords for a total #####ng of African raw materials and mineral wealth.
It is the myth of the “bogeyman” of Sudan and the alleged national security threat from Sudan that keeps Winter and these warlords in business.
Michael Harari, the fixer
Michael Harari, the Israeli gun-runner who helped supply John Garang’s Sudanese People’s Liberation Army in a covert operation involving Roger Winter of the U.S. Committee on Refugees and Dan Eiffe of Norwegian Peoples Aid, is currently wanted for arrest by the government of Norway. The Norwegian warrant, issued through Interpol in June 1998, stems from Harari’s coordination of assassination operations against leaders of the Palestine Liberation Organization in revenge for the terrorist massacre of Israeli athletes at the 1972 Munich Olympics. On July 23, 1973, one of Harari’s Mossad teams was dispatched to Norway, where it shot and killed Moroccan waiter Ahmed Bouchikhi. Harari had wrongly believed Bouchikhi to be PLO intelligence chief Hassan Salameh.
In June 1998, Oslo prosecutor Lasse Qvigstad issued an international arrest warrant, through Interpol, for Harari, whom he charged as an accessory to the Bouchikhi murder. The warrant’s issuance extends the statute of limitation on the murder investigation another 25 years.
Gun-running operations always need the talents of a fixer, and Harari is the right man for covertly supplying arms to the SPLA, whose fight against the Sudan government is aiding Anglo-Israeli geopolitical schemes for East Africa. In Africa, the arms dealer must circumvent arms embargoes, and/or make otherwise illegal sales to countries or organizations. The fixer must have ties to at least one national intelligence service, affording him official cover to procure end-user certificates, or extricate himself from legal jams. With cash scarce in Africa, a fixer must be able to accept anything as payment for weapons—from drugs to diamonds and gold, to such mundane commodities as coffee and smuggled cigarettes.
Michael Harari, now 71, and a legend in the Israeli Mossad, makes the ideal fixer, with his multiple connections to the underworld of illegal diamond, drugs and commodity trading.
When he finished directing Mossad death squads against the PLO in the early 1970s, Harari was transferred to Central and South America. Operating out of Mexico, Panama, and Florida, he integrated his operations with the emerging cocaine trade. His weapons-trafficking activities were intimately interwoven with the region’s drug networks, particularly those of Colombia’s Medell?n and Cali cocaine cartels.
In the 1970s, Harari was trafficking weapons to a faction, run by Eden Pastora, of the Nicaraguan Sandinista rebels, who were fighting the regime of Anastasio Somoza. After Somoza’s overthrow, Pastora’s faction joined the Contras, under the name ARDE, and Harari’s Israeli-linked arms- and drug-smuggling network became the backbone of the Contra supply operation. Harari used Panama as a base and used his position as security adviser to Panamanian Defense Forces chief Gen. Manuel Noriega, to work closely with CIA officer Duane Clarridge, then in charge of the Contra resupply operation under the direction of Vice President George Bush.
Harari’s Panamanian operations always ran through his own network, which exists to this day, although Harari himself returned to Israel after Bush’s Dec. 20, 1989 Panama invasion. Much of this network is indirectly detailed in the recently released report of the CIA Inspector General regarding allegations of drug trafficking by the Contras (Allegations of Connections between CIA and the Contras in Cocaine Trafficking to the United States, Vol. II: The Contra Story). Harari is not mentioned in the report, but one of his associates is: George Morales, a major trafficker for the Medell?n Cartel, who played a role in assassination threats against then-U.S. Ambassador to Colombia Lewis Tambs, in the 1980s. In 1987, Morales gave hours of testimony before the Senate’s Kerry Committee investigating Iran-Contra, and detailed how he delivered weapons and other equipment to the Contras, in return for their help in smuggling hundreds of tons of cocaine into the United States. EIR has reports that Morales is still part of the same network as Harari.
Another member of Harari’s network mentioned in the CIA Inspector General’s report is smuggler Alberto Prado Herreros, who turns up in the covert supply operations to the SPLA.
Throughout the tangled history of the Contra resupply operation, various players, such as Pastora and Morales, were dropped when it became expedient, especially after the Iran-Contra story broke in 1986. But Harari continued to enjoy a privileged status, and was unhindered when he left Panama after Bush’s invasion, in order to seek a more secure and profitable base of operations in Africa.
Africa has become an important theater of operations for Israeli intelligence, dovetailing neatly with the geopolitical aims of the British Empire. Africa has long been a key site for Israeli operations against the Arab states, and Israeli intelligence has worked hard to undermine the considerable support the PLO enjoyed in many African countries. Economically, Israelis have always reaped profit through smuggling the region’s gold, diamonds, and other gems, and are always ready to trade weapons for these valuable resources. Furthermore, the tremendous expansion of drug trafficking in the region, has made Africa an El Dorado for a man of Harari’s skills.
Harari is said to have been active where Israeli weapons trafficking, smuggling, and intelligence are operational, including in Angola, Central Africa, the Great Lakes region, as well as the Horn of Africa. The countries along the Red Sea littoral, particularly Sudan, Ethiopia, Eritrea, and Somalia, have been targets of Israeli intelligence activity. Sudan is seen as Israel’s number-one enemy in Africa.
Israel’s early sponsorship of the Idi Amin regime in Uganda, for deployment against Sudan in the early 1970s, indicates the strategic position Uganda has in Israeli schemes. Among the Israelis active there is retired Gen. David Agmon, the former chief of staff of the cabinet of Israeli Prime Minister Benjamin Netanyahu. Agmon is now a personal adviser to Uganda’s Museveni and has been seen quite often in public with him. Agmon operates through the Australian mining company Russell Resources, which was granted gold-mining concessions in the eastern provinces of the Democratic Republic of Congo, shortly after the overthrow of Zairean President Mobutu Sese Seko. These concessions are currently in the area occupied by the Congolese rebels and Ugandan and Rwandan troops.
Alberto Prado Herreros, the gun-runner
EIR’s investigation has determined that Alberto Prado Herreros is operating in close association with Harari to set up the covert weapons supply into Central Africa. Herreros, a longtime weapons- and drug-trafficker, has been part of the Harari network since the 1970s, and is often characterized as the Hispanic rendition of Harari; Herreros and Harari are, in fact, cousins.
Herreros operates through Lomax International Inc., in Miami, Florida. Lomax markets eastern European weapons, particularly from Poland and Bulgaria. Lomax is also an agent for the Bulgarian arms manufacturer, the Arsenal Co., which is notorious for supplying weapons to all sides in several of Africa’s civil wars and conflicts. Arsenal Co. produces everything from AK-47s to heavy artillery, and sells every type of munition, including anti-personnel mines, which continue to kill civilians long after fighting has ended.
According to the CIA Inspector General’s report, Herreros was one of the “prime contractors” for the Contra supply operation. He and Michael Palmer operated through two companies—Vortex Air International and Universal Air Equipment Leasing, Inc.
The CIA IG report, in the section on “Pilots, companies and other individuals working for the companies used to support the Contra program”, Subsection “Vortex/Universal,” paragraph 858, reads: “On May 13, 1987, Customs responded to the CIA trace request. The Customs response indicated that Al Herreros, Vortex/Universal’s president, was a suspected drug trafficker. Customs records reportedly indicated that Herreros `[was] believed [in 1985] to be engaged in smuggling narcotics via aircraft’ and was doing business as Vortex Sales and Leasing, He was also reported to be associated with `documented smuggler’ John Lett.”
John Lett was a fixer for smuggling anything throughout Ibero-America, be it drugs or weapons. His services were often utilized by various national secret services, including the United States.
Paragraph 859 reads: “The DEA [Drug Enforcement Administration] and Customs trace responses also indicated that other employees of Vortex/Universal and the prime contractor—Michael Palmer, Joseph Haas, Alberto Prado Herreros, Maurico Letona, Martin Gomez, Donaldo Frixone and two pilots for the prime contractor—all of whom were affiliated with the CIA Contra support program, may have been involved in narcotics trafficking prior to their relationship with the agency.”
Paragraph 864 of the report details their relationship to the State Department’s Nicaraguan Humanitarian Assistance Office, and its director, Ambassador Duemling.
When the Contra story broke into the press, and the evidence of Contra drug-running mounted, these individuals came under pressure, but they were never forced to cease operations. According to the Florida State Corporate Registry, Vortex Air International, the official name of Herreros’s company, was involuntarily dissolved on Nov. 14, 1986, only to be reinstated on Dec. 31, 1986.
The CIA report cites Herreros business partner Palmer as a drug trafficker and reportedly a target of three U.S. drug investigations in the 1980s; but he was also believed to have worked as an informant for the DEA. As recently as 1995, Palmer has been in business with a company called Direct Cargo, in partnership with Herreros, and based at the same address as the defunct Vortex.
On Jan. 21, 1998, Herreros founded Vortex II. On the same day Herreros founded his arms company, Lomax International, Inc. Herreros is also said to maintain a bank account on Willemstad Island, in the Netherlands Antilles under the corporate name of Lommex Investments Ltd.

Lest anyone wonder how Herreros can continue for almost three decades, despite these allegations of illegal activities, the Florida Corporate Registry reveals that Mr. Herreros might have some powerful political friends. In the 1970s, Herreros was the registered agent of a company called Contran Corp. Ltd. (Florida). Contran Corp. is the holding company of Texas billionaire Harold C. Simmons. Although we do not mean to assert that Mr. Simmons is involved in any illegal activity, or that he figures in any way in this Central African operation, we find it fascinating that Simmons, a generous contributor to political campaigns, has helped finance the political campaigns of, among many others, Bush’s arms-for drugs operative, would-be Senator Oliver North.
Daniel Eiffe, Norwegian People’s Aid
Daniel Eiffe is the operations officer for the non-governmental organization Norwegian People’s Aid (NPA), which operates in southern Sudan in support of John Garang’s Sudenese People’s Liberation Army.
The NPA’s support of the SPLA has been so lurid as to cause it to be “fired” by the Norwegian government, which had funneled aid money for the famine victims in southern Sudan through the NPA. However, the Norwegian People’s Aid continues to receive large amounts of money from the U.S. Agency for International Development, up to $25 million annually, according to its own literature.
Norway was forced to suspend all aid to NPA following an official report certifying that the NPA has been assisting the war efforts of of the SPLA for at least the last ten years. This report was conducted by the Danish COWI Konsult, a consulting firm used by the United Nations. The COWI Konsult report stated that two Norwegian organizations, NPA and Church Emergency AID (Kirkens Noedhjelp), have contributed to prolonging the war in southern Sudan through pumping aid (food, medical care, transport facilities) to Garang’s SPLA.
The report states: “The NPA has provided the SPLA soldiers with food, put cars and houses under SPLA’s disposal, and built schools for the children of the SPLA officers”, as reported in the May 20 Aktuelt newspaper. The report further states that the NPA is “more preoccupied with treating wounded soldiers at the front than providing care for the civilian population.” “To establish a field hospital close to the front is something you do when your main concern is military progress”, COWI charged.
According to Aktuelt, “The [COWI] report also puts big question marks over Norsh Folkehjelp’s [NPA] positive information about the work in Sudan, provided to people who donate money and to Norway’s media. When put under greater scrutiny the reports have turned out to be unsatisfactory and full of wrong conclusions. Norsh Kokehjelp’s work in the south of Sudan is led from the organization’s office in Nairobi, that for the past years has been very turbulent, with the dismissal of two leaders, debts of millions, accusations of corruption and bitter feuds among the staff.”
To these charges, NPA Chief of Information Iva Christiansen effectively pleaded guilty, saying: “The report makes rganizati work a problem and strives for neutrality in the aid work. We have never been neutral in the conflict in southern Sudan, we openly support the SPLA,” as reported in the May 20 Aftenposten. “The SPLA guerrillas are in control of the areas where the civilians are suffering, and without their permission it would be impossible for us to operate there.”
Eiffe himself operates out of Wilson Airport in Nairobi, Kenya, and has a forward base at Lokichoggio, Kenya, along the border with Sudan. Even in July, after the scandals around the NPA had exploded in Norway, Winter’s U.S. Committee for Refugees brought Eiffe to Washington to lobby for money, a stance that was endorsed in July 29 hearings by the Africa Subcommittee of the House of Representatives, in which Assistant Secretary of State Susan Rice called for funding non-governmental organizations operating outside of the United Nations’ Operation Lifeline—a clear reference to the NPA.
The NPA was founded by the Norwegian Confederation of Trade Unions in 1939 and has been active in southern Sudan since 1986. Despite its “leftist” profile, it has been cooperating closely with “right-wing” Christian fundamentalist groups led by Baroness Caroline Cox’s British-based Christian Solidarity International. The NPA’s relationship with the group around Mossad agent Michael Harari could date back to its support for the Nicaraguan Sandinistas in their struggle against dictator Anastasio Somoza in the 1970s.
Their relationship to the SPLA could be related to the fact that the public spokesman of the SPLA, Monsour Khalid, was the vice-chairman of the so-called Brundtland Commission, founded in 1987 by Gro Harlem Brundtland, former Prime Minister of Norway, who now holds a high position in the United Nations.
The NPA literature claims that they only deal with the SRRA, which is suppose to be the “humanitarian aid” organization of the SPLA. Although considered a relief organization, they do not hide their politics. In a commentary in the Norwegian daily Aftenposten on Sept. 29, 1998, the secretary general of the NPA, Halle Joern Hanssen, stated in clear terms that his organization is “political” and its main goal is to support the war efforts of John Garang and his Sudanese People’s Liberation Movement. Hanssen attacked all other international aid agencies that are active in Sudan, including the international Operation Lifeline Sudan (OLS) and the United Nations, for working “under the dictates of the Khartoum regime”. “We have chosen a totally different position”, wrote Hanssen, who prefers to rganiz the “liberated areas”.
This position was official reasserted at the meeting of NPA’s national board on Sept. 13:
“Since 1986-87, we have, therefore, chosen to take sides in the conflict in southern Sudan through both our practical work and through the political expressions and impressions that we have marked. We have sided by the oppressed people of southern Sudan against the oppressors in Khartoum who are represented by a brutal military dictatorship. Our main cooperation partner is the SPRA, which is, again, the humanitarian aid rganization of the SPLM. Simultaneously, we have established a strong and continued contact with the leadership of the SPLM and the SPLA. This contact and trust is totally necessary for our practical activities in the field in the liberated areas.”
The NPA was not only accused of aiding and abetting the military wing of the SPLA, but also for “keeping the conflict going” in southern Sudan—the conflict that has cost more than 1 million lives. According to the Aktuelt daily, “It has increased the hostilities between different groups in the country. Partly by actively supporting certain factions, and partly by operating in certain parts of the country.”
Eiffe wants this war to widen, and for this reason is working to keep the SPLA alive after the defeat of its latest attempt to seize East Equatoria.
Brig. Gen. Kazini: Where is the Chief of Staff?
Brigadier General James Kazini is the current Chief of Staff of the Ugandan Army, stationed in Kisangani, the Democratic Republic of Congo, more than 300 kilometers from General Headquarters. According to a South African intelligence source, Kazini was in command of the invasion of the Congo, the source having accompanied him during the campaign in western Congo, which later failed. Kazini is the nephew of Ugandan President Museveni, and came to hold his current position as part of Museveni’s bringing his own relatives into top positions of the military in preparation for renewed war against Sudan.
Kazini’s presence in Congo is not just military, but business, it would appear. Kazini’s brother Jet Mwebaze was killed in a crash of a private plane, apparently on its way to the Congo, a crash surrounded by mystery, since the pilot was found with a bullet in his head. According to the Oct. 18 Rwandan newspaper, the New Times, when Colonel Mwebaze died, he was on a gold mission along with members of a murky international gold and money-laundering syndicate heading for the part of the Congo under the control of his brother, Brigadier Kazini, in the service of General Salim Saleh, “the overall warlord”. (Salim Saleh is Museveni’s half-brother.)
Passengers on board Jet Mwebaze’s plane included an official of the Sudanese opposition, and also an Israeli businessman, Zeev Shif, who worked for Efforte Corp., one of the companies of Salim Saleh. There was up to $1 million in cash on the plane.
Is this the gold money that is being used to finance the covert supply of arms to the SPLA and possibly other “rebels”?

Exposes appearing on both sides of the Atlantic on the mercenary group Executive Outcomes, threaten to blow the lid off the British intelligence nexus already identified as responsible for the February 1986 murder of Swedish Prime Minister Olof Palme, and for the current cataclysmic destabilization of Africa on behalf of circles associated with the Queen of England's Privy Council and Sir George Bush.
The exposes appeared in the French daily {Le Figaro} on Jan. 16, the {London Observer} on Jan. 17, and the February issue of the American magazine {Harper's.}
Executive Outcomes is the mercenary arm of a vast network of British-South African corporations dealing in gold, diamonds, and oil, primarily, but not exclusively, in Africa, that come under the umbrella of Strategic Resources Corporation, headquartered in Pretoria, South Africa. Described universally as an ``advance guard of a corporate network that includes mining, oil, and construction companies,'' Executive Outcomes is active in 13 African countries, including Uganda. For its services, it demands a lien or franchise on the exportable raw resources, particularly mineral wealth, of the client country--in the same fashion as the British East India Company of the 18th and 19th centuries, which in turn functioned as the ``advance guard'' of the British monarchy.
Executive Outcomes was incorporated offshore, on the Isle of Man, in 1993, by Anthony Buckingham, a British businessman, and Simon Mann, a former British officer, the {Observer} reported, based on a leak to it from British intelligence. Buckingham is also chief executive of Heritage Oil and Gas, which in turn is linked to the Canadian firm Ranger Oil. Other firms operating out of the same headquarters in Chelsea Plaza 107, London, include Branch International Ltd. and Branch Mining Ltd.
Preliminary investigation by {EIR} has further determined that Executive Outcomes lies at the heart of the British monarch's raw materials cartels and secret intelligence operations, in conjunction with Bush's rogue apparat:
Through Sir David Steel, a former leader of the Liberal Party, Executive Outcomes and, presumably, its deployment, is a subsumed operation of the Queen's Privy Council. Steel is a close friend of EO's Buckingham, and is on the board of directors of EO's sister firm, Heritage Oil and Gas, according to {Le Figaro.} In 1977, Steel was inducted into the Privy Council, making him the youngest member of Britain's highest-level policy-making body.
The links between Executive Outcomes and Ranger Oil point to operational ties with the Bronfman family of Canada, whose scion, Edgar Bronfman of Toronto Broncorp, sits on the board of directors of Ranger. Recently, the Bronfman family merged its mammoth real estate firm, Trizec, with Barrick Gold, whose senior advisory board includes Sir George Bush. Barrick Gold is deeply involved in northeastern Zaire, where it has purchased 83,000 square kilometers of land. Zairean sources report that the so-called Zairean rebel Laurent Kabila is no more than a mercenary for Barrick and Anglo American Corp., sponsored by the British Crown-backed Ugandan and Rwandan militaries. Executive Outcomes, {Le Figaro} and other sources further verify, is deeply entrenched in Uganda, the key British marcher-lord state in the region.
The ability of Executive Outcomes to thrive as privatized warlords, it is believed, is in part due to the privatization of U.S. intelligence services by George Bush, who, as vice president, beginning in 1981, carried out Executive Order 12333, which placed all U.S. intelligence operations under Bush's personal control.
This may be another reason why Executive Outcomes is deeply enmeshed in the same networks exposed in a South African courtroom in September 1996, as responsible for the successful assassination of Swedish Prime Minister Olof Palme in 1986. During the trial of Col. Eugene de Kock, on 89 counts of murder, conspiracy, and fraud, it was revealed that de Kock, along with spy-turned-National Party politician Craig Williamson, had planned the hit on Palme, which, according to de Kock's co-worker, Brig. Johan ``Dirk'' Coutzee, was carried out by another former South African intelligence agent, James Anthony ``Ant'' White.
The entire nexus designated, was part of the covert death squad unit of the South African military policy, called C-10. Executive Outcomes is from similar turf. Its executive director, Eeben Barlow, is a former South African special forces officer, who organized Executive Outcomes from the ``Koevoet,'' according to well-informed South African sources. The Koevoet is a small police unit that carried out assassinations during Apartheid, and was also named by {EIR} as involved in ``Third Force'' operations to provoke black-on-black violence. Craig Williamson was the primary trainer of Koevoet.
In its October 1996 {Special Report,} ``George Bush and the 12333 Serial Murder Ring,'' {EIR} took note of Williamson's direct ties to Executive Outcomes. Williamson was a key on-the-ground organizer for Operation Lock, the brainchild of the Prince Bernhard of the Netherlands and Prince Philip of England, to carry out ``wetworks'' on behalf of their World Wildlife Fund in Africa. The {EIR} report documents that ``another outfit, employed by Williamson, to funnel manpower to [Col. Ian] Crooke and Operation Lock, was Executive Outcomes, headed by Eeben Barlow, a former South African military officer who had been active in Angola, providing support to Savimbi's Unita, but later contracted his `private' security services to the Angolan government.''
Evidence points to Executive Outcomes being a direct and likely the biggest spin-off of the British Special Air Services (SAS), formed in 1941 by the late Lt. Col. David Stirling. The SAS lies outside the British government's official military structure, and is accountable to the Sovereign Queen only. According to the British Army handbook, the SAS--similar to EO today--is ``particularly suited, trained, and equipped for counter-revolutionary operations,'' specializing ``in ``sabotage,'' ``assassination,'' as well as ``liaison with organization, training, and control of friendly guerrilla forces operating against the common enemy.''
Among the sister-firms of Executive Outcomes operating out of Chelsea Plaza 107 is Capricorn Systems Ltd. As the {Observer} writes: ``It is suspected that the name Capricorn originates with the `Capricorn Africa Society,' established by the eccentric military hero who founded SAS, Sir David Stirling, and who was himself involved in mercenary operations before his death in 1990. Another company which took the name was CapricornAir,'' which delivered the first EO troops into Angola in 1993.
In southern Africa, among Stirling's offspring mercenary services was Kilo Alpha Services (KAS), run by Operation Lock's Colonel Crooke. Reports are that, upon Stirling's death, KAS was bought up by Sir Jimmy Goldsmith, the British mogul who also figured in the Public Diplomacy Donors' List, the key private financiers for George Bush's illegal Iran-Contra operations in the 1980s.
End it now, or it is the future
The Clinton administration has opposed the use of Executive Outcomes by governments in Africa. It has officially asked the Angolan government of President Jose Dos Santos to usher Executive Outcomes, whose services destroyed the capacities of Jonas Savimbi's Unita, out the door. State Department spokesman Nicholas Burns reiterated on Jan. 23, in answer to a question by {EIR} correspondent William Jones, ``We are aware that there are mercenary groups that hire themselves out on one side or another in a variety of African countries in the past, certainly in Angola and Sierra Leone. We understand what Executive Outcomes is. I've done my homework over the last 24 hours. Our advice to the Angolans, to the Sierra Leoneans, and our advice to all the actors in eastern Sudan these days, is not to hire mercenary outfits.''
The ideology of the personnel of Executive Outcomes is doubly noxious for the Clinton administration. Barlow told {Harper's} reporter Elizabeth Rubin that he ``encourages his men to read up on the works of two of Newt Gingrich's gurus, the futurologists Heidi and Alvin Toffler, whose book {War and Anti-War} offers the pop version'' of Martin Van Creveld's {The Transformation of War,} published in 1991, which argues that wars waged by nation-states will be replaced by ``war-making entities''--such as mercenary bands, religious organizations, and commercial organizations such as the British East India Company.
Africa is now the testing ground for this theory. In Sierra Leone, it has won the war for the government against the Revolutionary Front, demanding in return a full franchise on Sierra Leone's diamonds--leading to suspicions that EO is a front for the DeBeers diamond cartel. In Uganda, EO's liaison, according to {Le Figaro,} is the half-brother of President Museveni, Salem Saleh. Branch Energy, one of the EO branches, is active in Uganda, and has hived off 25% of its shares there to Salim Saleh directly, and another 45% to Saleh's Saracen Uganda. The latter is suspected of contributing to financing both the Tutsi Rwandan Patriotic Front and John Garang's Sudanese People's Liberation Army. In addition, EO personnel guard the Karamoja gold mines in northeastern Uganda, which are believed to be jointly owned by Museveni and the family of Baroness Lynda Chalker.
Executive Outcomes' presence in Uganda shows that it is key to the mercenary war waged by entities such as Barrick Gold and Anglo American Corp., to seize the mineral-laden eastern Zaire and the gold- and oil-rich south of Sudan. They are to be appropriated as private holdings, in the same way that Belgium's King Leopold ran the Congo as a personal (slave labor) estate for 80 years. EO is the vanguard of the British monarchy's recolonization of Africa--an operation that has already cost hundreds of thousands of African lives in the last five years, and promises to cost millions more.
