(Unhcr Yemen is a ship which sales among heavy, gigantic waves and storms of political and economics crisis with no life jackets or life boats for the people of concern boarding on it) The journey began in 1998 and continue to the present time.
Dear your excellency, Head of UN Refugees Agency I am writing to place before you all the attempts I have made to end the cycle of asylum or to remain an asylum but in another environment and yet still waiting in vain. Here are the attempts in details: In 2015 I approached IOM claiming voluntary return but IOM advised me to go unhcr as I am refugee. Because IOM requires a written request to process my case. In 2016 in a meeting at unhcr reception with unhcr local and international staff I talked about voluntary return. Unfortunately they said that there's no voluntary return for Sudanese. In 2028 the unhcr assistant for protection told us in a meeting that the best and the only solution is voluntary return and any cases submitted for voluntary return will be accessed .immediately after the meeting is over I submit a request for voluntary return. Unfortunately the request is ignored. (The highest form of violence). In 2021 I submitted a request for relocation. In 2023 I asked the office for relocation at kharaz refugee camp but the office said such request is not facilated by unhcr. In same year after all requests are not addressed by the unhcr, I asked them for a shelter but as usual I received no answer which is another form of violence. The above lines are about my communications with unhcr.the coming ones are about the points which I look forward for you to consider: The legal, social and economic protection and inclusion in the country of asylum. I do not have the possibility of voluntary repatriation in the foreseeable future.(my experience with unhcr and with IOM proof that)) Lack of legal protection. As you know protection are laws and other official measures intended to protect people's rights and freedom. Moreover, you are an NGO which one of its roles is to advocate for the refugees rights and to safeguard human rights in general .Sanaa office always refer voluntary return applicants to the IOM, while UNHCR Sanaa aware that that there is no voluntary return for Sudanese. AS an urban refugee who has no means of living how can he sustain living without socio-economic rights؟ As Urban refugee how can he pay for housing؟ How Can he pay for other basic needs؟ Your excellency your regional office admits that it is not in position to provide any form of assistance for me. Nor the office in position to provide other alternatives. So I beg your end to consider my experience and I look forward for your humanitarian judgment.
