UN official expelled from Darfur
More than two million civilians are estimated to live in refugee camps
Authorities in Sudan's South Darfur province have expelled the head of the United Nation's humanitarian operations, Wael al-Haj Ibrahim.
He was accused of unspecified rule violations. The United Nations has deplored the expulsion.
A UN spokeswoman expressed concern about the potential ramifications of this decision.
The UN plays an important role in co-ordinating assistance to up to 1m internally displaced persons.
Mr Ibrahim, a Canadian national, head of the Office for the Coordination of Humanitarian Affairs (OCHA) in Nyala, South Darfur, "had been forced to leave" by provincial authorities, OCHA spokeswoman Stephanie Bunker said.
She said South Darfur's Governor, Ali Mahmood Mohammed, asked Mr Ibrahim in a letter to leave because "he was not complying with the rules of humanitarian action."
The OCHA said the expulsion violated the letter and spirit of the agreement it had with the authorities.
Growing tensions
Mr Ibrahim's expulsion comes against a background of rising tension between humanitarian organisations and the authorities in Darfur, the BBC's Martin Plaut reports.
Late last month the UN witnessed troops and police rounding up refugees from a camp on the outskirts of Nyala.
Around 1,000 refugees were forced onto trucks at gunpoint and driven into the night.
According to a human rights organisation, the Aegis Trust, they were dumped on the outskirts of the city and have ended up living with friends and relatives.
Mr Ibrahim - as the head of the UN's humanitarian operations in Nyala - objected to the forced relocation.
But most have nowhere to go, and fear attacks if they leave the relative security of the camps, our correspondents says.
Few have decided to accept the offer of voluntary return and the Aegis trust is describing attempts to close the camps as a further ethnic cleansing of Darfur's African population, he adds.
Some 200,000 people are estimated to have died and more than two million displaced during the four-year war which has ravaged Darfur.

طردت السلطات في اقليم دارفور غربي السودان مسؤول الامم المتحدة
للعمليات الانسانية وائل الحاج ابراهيم بسبب اتهامه "بتجاوز
القانون"، حسبما اعلنت الامم المتحدة في بيان استنكار صدر
الاربعاء .
وقالت ستيفاني بنكر الناطقة باسم المنظمة الدولية ان
"التجاوزات التي اتهم فيها المسؤول لم تحدد"، معربة عن قلقها
من "تفاعلات هذا القرار".
واضافت بنكر ان "ابراهيم، وهو مواطن كندي، اجبر من قبل السلطات
في نيالا جنوبي دارفور على المغادرة بعد ان وصلته رسالة من حاكم
المدينة يتهمه فيها بعدم احترام قوانين العمل الانساني".
وتقول الامم المتحدة ان "الرسالة التي تلقاها ابراهيم تشكل خرقا
لروحية الاتفاق المعقود مع السلطات".
ويذكر ان الامم المتحدة، وتحديدا مكتب تنسيق العمليات الانسانية،
تلعب دورا مهما في تقديم المساعدة لاكثر من مليون مهجر.
ويقول مراسل بي بي سي مارتن بلوت ان طرد المسؤول الدولي يأتي
على خلفية تصاعد التوتر بين المنظمات الانسانية والسلطات.
وكانت الامم المتحدة قد افادت منذ اسابيع ان الشرطة والجيش يجمعون
بالقوة نحو 1000 لاجئ اجبروا بقوة السلاح على الصعود الى شاحنات
والمغادرة خلال الليل.
محاولة اغلاق المخيم
وافادت احدى المنظمات الانسانية في المنطقة ان اللاجئين اقتيدوا
الى خارج المدينة في محاولة لاغلاق المخيم واجبروا في نهاية الامر على
السكن عند اصدقاء واقارب لهم.
وكان ابراهيم الذي يتولى تنسيق العمليات الانسانية في المنطقة
قد اعترض على ما جرى.
ويقول المراسلون ان هؤلاء المهجرين يخافون من التعرض لهجمات في حال
غادروا اماكن سكنهم الجديدة.
كما اشارت المنظمات الانسانية الى ان قلة فقط من اللاجئين قبلوا
بالعودة على مسؤوليتهم الى المخيم، وذلك خوفا من التعرض للخطر
ووصفوا محاولة اغلاق المخيم بحملة "تطهير عرقي ضد سكان دارفور".
يذكر ان النزاع في دارفور قد ادى الى مقتل اكثر من 200 الف شخص
وتهجير ونزوح اثر من مليونين آخرين خلال اربعة اعوام.

Doctor Warns of Darfur Camp Expulsions

WASHINGTON (AP) — A prominent doctor who treats displaced people in Darfur says the Sudanese government is risking the deaths of hundreds of thousands by forcing people out of the camps where they receive humanitarian aid.
Dr. Mohammed Ahmed Abdallah, who runs a human rights group in south Darfur's capital, Nyala, said he has seen evidence backing a recent U.N. claim that the government was chasing people out of nearby camps.
The government has denied the charge.
Ahmed is in Washington to receive an award from the Robert F. Kennedy Center for Human Rights for his work in treating victims of torture and sexual violence in Sudan.
Violence erupted in Darfur in western Sudan in February 2003, when rebels from Darfur's ethnic African Muslims took up arms against the Arab-dominated government.
Critics accuse Sudan of retaliating by arming local Arab militias known as the janjaweed, and the government is blamed for widespread atrocities against civilians. The government denies any guilt, but the International Criminal Court in The Hague, Netherlands has charged a cabinet minister and a janjaweed chief with crimes against humanity.
Ahmed said he believes more than a dozen people have been killed in camps in and around Nyala in recent weeks. He said the government also has been hindering aid groups trying to operate in the camps.
Because of a tense security situation, it was impossible to learn what has happened to the people who were forced out of the camps. Ahmed says that those who left are unlikely to have survived outside the camps because they have no homes to return to.
"If people are expelled from the camps, all of them are going to die, either by starvation or malnutrition," he said at a news conference Monday. "And the other thing is that the janjaweed will be waiting."
More than 200,000 people have been killed in the violence in Darfur, and an estimated 2.5 million civilians have fled to camps in Darfur and neighboring countries. Most of Darfur's camps, housing 2.2 million people, lie close to government-controlled towns, but are teeming with rebels.
Human rights groups have raised concerns that the Sudanese government recently has begun evictions from camps to test how the international community would react.
"It's an extreme scenario — but in the realm of possibility — that they would slowly start forcing people out of the camps, and if there is not an immediate reaction from the world community, it could continue until they were emptied," said Susannah Sirkin, deputy director of Physicians for Human Rights, a Massachusetts-based group that has worked in Darfur.
Sirkin's group and others worry that mass expulsions could lead to mass deaths.
