Who's Left to Negotiate with Darfur Movements in Tripoli!
The Sudan People's Liberation Movement's (SPLM) decision to freeze its participation in the Central Government has precipitated a difficult and complex political situation in the country. Since the Comprehensive Peace Agreement (CPA) represents a constitutional point of reference for the present state structure in Sudan, the SPLM action exposes the deep crisis in Sudan's governance, the distorted constitutional setup, and possible horrendous consequences, all of which does not allow for the remaining parts of the Government of National Unity (GNU) to negotiate with the Darfur Movements, for the following reasons:
The Darfur Movements were expected to negotiate with the GNU. However, now that the SPLM has frozen its membership in the GNU, for all practical purposes, that government does not exist.
The fundamental reason for the SPLM's action was the failure of the National Congress Party (NCP) to implement the CPA. In this context there is no motivation for the Darfur movements to negotiate an agreement when the NCP is destined to abrogate it.
Even the partners of the regime in the Abuja document were dealt a severe military blow in Muhajariya town on 10 October 2007, and many of the citizens who believed that they were safe and secure, were killed.
As for the Cairo agreement, its signatories have not ceased complaining over the lack of its implementation and the fate of that agreement is even worse than Abuja.
Under such circumstances it is untenable for the Darfur movements to negotiate with the National Congress Party that is known to dishonour its agreements.
SLA – Unity Command supports the SPLM position, which is in harmony with the expectation of all the Sudanese people everywhere, Darfur included. Therefore we call upon the international and regional communities to counsel the Khartoum regime to put an end to its obstructionist behavior and implement the CPA. As that agreement is the principle cornerstone for any negotiations, this should be carried out before any talks on Darfur. Failing that, the regime must bear full responsibility for the political and constitutional consequences of its intransigence.
