BBC
The BBC is run in the interests of its viewers and listeners. Twelve governors act as trustees of the public interest and regulate the BBC. They are appointed by the Queen on advice from ministers.
The BBC’s governors safeguard its independence, set its objectives and monitor its performance. They are accountable to its licence payers and Parliament, and publish an Annual Report assessing the BBC's performance against objectives.
Day-to-day BBC operations are run by 16 divisions. Their directors report to the director-general, forming the Executive Committee. It answers to the Board of Governors.
BBC governors differ from directors of public companies, whose primary responsibilities are to shareholders and not consumers. BBC governors represent the public interest, notably the interests of viewers and listeners.
The BBC is established under Royal Charter. The current Charter runs until 2006. A separate Agreement, accompanying the Charter, recognises the BBC's editorial independence and sets out its public obligations.

Monitoring performance and compliance, and reporting on both in the Annual Report
Ensuring public accountability
Appointing the Director-General and other Executive Committee members and determining their remuneration

BBC purpose
The BBC exists to enrich people’s lives with great programmes and services that inform, educate and entertain. Its vision is to be the most creative, trusted organisation in the world.
It provides a wide range of distinctive programmes and services for everyone, free of commercial interests and political bias. They include television, radio, national, local, childrens’, educational, language and other services for key interest groups.
BBC services are hugely popular and used by over 90% of the UK population every week. The BBC also runs orchestras, actively develops new talent and supports training and production skills for the British broadcasting, music, drama and film industries.
The BBC is financed by a TV licence paid by households. It does not have to serve the interests of advertisers, or produce a return for shareholders. This means it can concentrate on providing high quality programmes and services for everyone, many of which would not otherwise be supported by subscription or advertising.

Twelve Governors regulate the BBC, upholding standards and defending it from political and commercial pressures. They set its objectives and report on its performance in their Annual Report to licence payers and Parliament.
Advisory Bodies.
A number of advisory bodies known as National Broadcasting Councils, work in conjunction with the BBC Board of Governors as trustees of the public interest. Advisory bodies exist to ensure that the interests of viewers and listeners are properly represented by the BBC. The Councils debate programme and corporate issues, set annual objectives and provide comments and reports on progress.
The BBC is constitutionally established by a Royal Charter. An accompanying Agreement recognises its editorial independence and sets out its public obligations in detail.
The current Royal Charter and Agreement date from 1996 and run to 2006.
A number of bodies regulate broadcasters in the UK. All come under the UK Government’s Department for Culture, Media and Sport.

Independent Television Commission
Regulates all UK commercial television.
The Radio Authority
Regulates all UK commercial radio.
Broadcasting Standards Commission
Adjudicates complaints against all UK broadcasters.
The UK government is merging these bodies and others under the Office for Communications Act into a new regulatory body called Ofcom.
