In the presence of Ugandan President, Yoweri Museveni, the SG of the SPLM-N, Yasir Arman:
• Called on the National Congress Party to disclose the whereabouts of, and release, the PoWs from the armed political opposition;
• Declared the SPLM-N’s readiness to immediately reach agreement on humanitarian access through the same corridors used to hand-over PoWs;
• Reaffirmed the SPLM-N’s commitment to achieving a comprehensive just peace and democratic transition in collaboration with its allies in the Sudan Call platform, the Sudan Revolutionary Front and other opposition forces;
• Appealed to the members of IGAD and of the AUHIP to maximize their efforts to stop Sudan’s wars and to bring about a just peace;
• Saluted the Ugandan President Museveni, the Government of Uganda and the Government of South Sudan for their tremendous efforts in facilitating the return of the PoWs.
On 5 March 2017, at the Presidential Palace in Entebbe, Uganda, the Sudan People’s Liberation Movement- North (SPLM-N) completed its Goodwill Operation by releasing 125 prisoners of war (PoWs), who had been captured from Government of Sudan (GoS) forces.
His Excellency Yoweri Museveni, the President of Uganda, who had secured approval for the Goodwill Operation, hosted the 125 PoWs, the parties to the operation, and representatives of the international community at the Presidential Palace for the release ceremony. The delegation of the SPLM-N was composed of eleven senior members, and headed by the Movement’s Secretary General (SG) Yasir Arman. After the Presidential diner held to celebrate the release, the gathering was addressed by President Yoweri Museveni, SG Yasir Arman of the SPLM-N, Ambassador Joseph Schott, PoW Colonel Refaat Abdallah on behalf of the released PoWs, representative of the ICRC and the Sudan Ambassador to Uganda.
On behalf of the SPLM-N’s Chair, Deputy, Chief of Staff and deputies, and its delegation at the event, the SPLM-N SG Yasir Arman saluted the Ugandan President for his tremendous work in securing the handover of PoWs and for his continued efforts to bring a just and lasting peace to Sudan. Mr Arman also thanked the Government of Uganda and the Government of the Republic of South Sudan for their support in facilitating the return of the PoWs. He emphasized that the SPLM-N’s tradition of respect for, and handover of, PoWs is based on the values laid down by the Movement’s founder Dr John Garang de Mabior and his comrades Yousif Kuwa Mekki and others.
In his speech, SG Yasir Arman stressed that the SPLM-N seeks to create a new agenda for Sudan’s future. He expressed the Movement’s readiness to reach immediate agreement on the humanitarian crisis, calling for delivery of humanitarian aid to the needy in SPLM-N controlled areas through the same crossing points used to transfer the PoWs. He urged the Government of Sudan to disclose the whereabouts of the PoWs it is holding from the armed political opposition, and to release them, including Brigadier Omar Fadul Torshain, Ibrahim Almaz, Abdel Aziz Oshar, and Mustafa Tanbour. Such a move would constitute a positive response from the Government of Sudan in the light of the SPLM-N’s Goodwill Operation.
The SPLM-N’s SG also appealed to President Museveni and to the members of IGAD, particularly Ethiopia, Kenya and South Sudan, to expand their support to the African Union High Level Implementation Panel (AUHIP) in its effort to stop Sudan’s wars and to bring a just peace to Sudan. He requested President Museveni to continue his confidence-building initiative, complementing the official channel of the AUHIP. SG Arman reiterated the SPLM-N’s commitment to achieving a comprehensive just peace, democratic change and equal citizenship in Sudan. He emphasized that the SPLM-N is dedicated to these goals in collaboration with its allies in the Sudan Call platform, the Sudan Revolutionary Front and other opposition forces.
In his concluding remarks the SPLM-N SG wished the released PoWs a better and peaceful future, hoping that they would turn their experiences into a positive as messengers of peace. He revealed that the internally displaced civilians in the SPLM-N controlled areas had shared the little food they had with PoWs, and they had become as their sons and friends. The SG concluded by saying that citizens from the Sudanese war zones—Darfur, Blue Nile and South Kordofan/Nuba Mountians—and other areas will no longer accept to be portrayed as second-class citizens by the National Congress Party’s political and security apparatus. The SPLM-N would continue the struggle for liberation, and against all forms of discrimination and marginalization.
