    Dear President of the National Assembly,
    cc. Assembly members.


    Binaa Sudan Party defines itself as a party that sets practical and well-thought-out solutions that fit reality to modernize the country. It is one of the Party's main strategies to strengthen state institutions and increase their efficiency and governance.

    Since general reform goes hand in hand with reforms in the legal system, and because the Party aims to make law making in Sudan more effective and popular through the increased participation of citizens, experts and all stakeholders in the process, we present several proposals that we believe are effective in achieving our goal of new laws that suit the aspirations of the Sudanese people.

    We in the Binaa Sudan Party are confident that citizens' satisfaction with the laws that apply to them will guarantee the voluntary implementation of these laws (which word did you suggest؟). We also believe that increased political participation will lead to definite political and social stability in this country.

    Hence, we would like to present the following proposals:
    1. The Parliament shall pass a law that contains clear and binding details of the public consultation process. And it shall do so by setting a three-month public consultation period in which draft bills submitted by the government or the executive body of public opinion are submitted for open and public consultation on the specific draft bill.
    2. According to Article 106 of the Sudan Interim Constitution of 2005, Members of Parliament are given the right to submit a draft bill on a private initiative.
    We call upon the Parliament that any bill that is submitted through a private initiative be subjected to public consultation.
    We believe that this approach, once adopted, will allow both pressure groups and interest groups to be established in all areas concerned with various issues, which will enable them to attract members of parliament and popular support, to lobby and promote their own causes. The latter move will provide positive political and popular mobility.
    3. The Sudan National Broadcasting Corporation shall broadcast live all the deliberations of the Parliament and its specialized committees to the public so that they are given the chance to interact and form opinions thus creating a healthy and necessary relationship between the public and legislator.
    4. The Prime Minister to appear before Parliament at least once a week, with this meeting being broadcast live. All Members of Parliament are also entitled and encouraged to ask the Prime Minister questions and discuss with him all and any government activities or affairs.
    5. To make it possible for the public to view online, through the Parliament’s website, the voting details of Parliament Members. As well as provide the ability to see which direction a particular member chose to vote in a specific resolution or issue. This will increase accountability by each member in front of his/her constituency and boost the citizens’ influence over the performance of their representatives.
    6. All parliamentary deliberations are to be presented in writing to the public, be properly archived and presented electronically through a dedicated website with detailed accounts of members' deliberations in parliamentary sessions, even of specialized committee sessions.


    We in the Binaa Sudan Party and from our position in the opposition are quite confident that the measures listed above can improve the level of political participation in Sudan. It is important to mention that these suggestions are in direct contrast to the use of weaponry in political action. We are convinced that the current parliament is one of the least favourable in terms of legitimacy, popularity and trust in the history of our country. The advancement of these institutions can only be brought about in a gradual manner to ensure that change in Sudan is solid, stable and sustainable.
