Africa Center for Strategic Studies (U.S. Department of Defense): 7 July, 2026: Comprehensive data tracking Sudan's co-belligerents shows that the Joint Force of Armed Struggle Movements is operating as a heavily armed, multi-faction national framework. Its main components are: Sudan Liberation Movement, led by Minni Minawi: (15,000 fighters) and Justice and Equality Movement (JEM), led by Jibril-Ibrahim: (35,000 fighters).
These groups seem to have translated their military alliance with General Burhan into official institutional leverage.
They are utilizing their cabinet positions (Ibrahim controlling the national Ministry of Finance and Minawi as Darfur's Governor). They are authorized by General Burhan to receive massive influxes of military arms to execute joint operations.

The term "Frankenstein's Monster" is a perfect metaphor for Sudan's Army’s crisis: solving a short-term crisis by creating a long-term threat to its own survival.
In 1818, Mary Shelley published “Frankenstein” classic novel. Swiss doctor, Victor Frankenstein, in his laboratory, put together a creature from corps and body parts. But the creature became an ugly monster. And Frankenstein regretted what he did. But the monster developed his own life, and made more demands from Frankenstein. When Frankenstein refused, the monster avenged by killing Frankenstein’s family members.
This is exactly how the Sudanese Armed Forces (SAF) leadership has behaved—not once, but twice.
The First Monster: The Rapid Support Forces (RSF). When Al-Bashir faced a rebellion by Darfur’s “Africans,” he allied with Darfur’s “Arabs” (the Janjaweed). To protect his regime from regular army coups, Al-Bashir institutionalized the Janjaweed, renamed them as the Rapid Support Forces (RSF), and placed them under the command of Hemedti. Al-Bashir grew the monster by giving it control of gold mines, direct paramilitary budgets, and legal autonomy. Al-Bashir even, affectionately, called Hemedti "Himayti" (my protection).
The Frankenstein Monster grew bigger and had more demands.
By 2019, the RSF helped overthrow Bashir. By April 2023, the RSF turned its massive, state-funded weapons directly against the Al-Burhan in a brutal bid to seize complete control of Khartoum and the entire country. The army's own creation had come home to destroy it.
The Second Frankenstein Monster: The Darfur Joint Forces
When the first monster (the RSF) nearly strangled the SAF in Khartoum and took over Darfur, and parts of nearby Kordofan, General Al-Burhan found himself backed into a corner. And repeated the exact Frankenstein experiment.
He established an alliance with his historic enemies, the Darfur “Africans,” against his former allies, the Janjaweed. Mostly: Minni Minawi's SLM and Jibril Ibrahim's JEM, fighting under the umbrella of the Darfur Joint Forces.
Al-Burhan opened his armories: Gave these groups heavy artillery, anti-aircraft weaponry, state vehicles, and modern drone support.
Al-Burhan gave their leaders the keys to the state, making Ibrahim the Minister of Finance and Minnawi the Governor of Darfur.
Just like Al-Bashir did with Hemedti, Al-Burhan has given a parallel, ethnically based “African” militia immense state legitimacy and military firepower.
This is where the metaphor, “Frankenstein Monster” holds its warning. The Joint Forces, historically, do not answer to the army. They answer to their own “African” tribes in Darfur.
The tragedy of the "Frankenstein" approach to governance is that the creator always forgets that the monster has its own agenda.
Worse, you cannot easily disarm a creature you have spent years feeding, arming, and elevating.
Having tasted central government power and controlling heavy state weaponry, Ibrahim and Minnawi will have the military teeth to say "No." If their demands are not met, they will pose the exact same threat to the army that Hemedti did.
By repeatedly outsourcing its monopoly on violence to survive, Al-Burhan hasn't saved the Sudanese state—he has just built a new laboratory, breeding a news Frankenstein Monster.

تعليق "الاصطناعي": وحشا "فرانكنشتاين" في السودان
يمكن اعتبار مصطلح "وحش فرانكنشتاين" استعارة لوصف معضلة الجيش السوداني. انه، للمرة الثانية، يريد حل مشكلة قصيرة المدى بخلق مشكلة طويل المدى.

هذا بالضبط هو ما فعلت القوات المسلحة السودانية خلال العقدين الماضيين.
ليس مرةً واحدةً ، بل مرتين.
الوحش الاول:
في عام 2003، واجه الجنرال عمر البشير تمرداً قامت به قبائل "افريقية" في دارفور. وبسبب ضعف جيشه، أسس ما عرف باسم "الجنجويد" من قبائل "عربية" في دارفور.
ولحماية نفسه من الانقلابات التي قد يقوم بها جيشه، نقل البشير قوات "الجنجويد" الى العاصمة الخرطوم. وحولها الى مؤسسة عسكرية رسمية. وسماها "قوات الدعم السريع." ووضعها تحت قيادة "حميدتي."
في الحقيقة، ساهم البشير في تقوية هذا الوحش، ولم يضع حسابات لنتائج هذه المساهمة.
منح البشير حميدتي السيطرة على مناجم الذهب. ووضع له بندا خاصا في الميزانية العسكرية. وأعطاه استقلالية قانونية. بل إنه كان يطلق على حميدتي اسم "حمايتي" (أي مصدر حمايتي) تعبيراً عن المودة بينهما.
لكن، كبر وحش "فرانكنشتاين" هذا لدرجة أنه أصبح أكبر من المختبر الذي أُنشئ فيه.
في عام 2019، تحالف حميدتي مع البرهان، واطاحا بالبشير.
لكن، فى عام 2023، اختلف الرجلان. وبدأت بين قواتهما الحرب الاهلية الحالية. واستطاع حميدتي السيطرة على الخرطوم وولايات في الوسط والشرق.
هكذا، انقلب وحش "فرانكنشتاين" على "الدكتور."
الوحش الثانى:
عندما استطاع الوحش الأول (قوات الدعم السريع) أن يخنق الجيش السوداني في الخرطوم ويستولى على ولايات في الوسط والشرق، بالإضافة الى ولايات في دارفور وكردفان. وجد الجنرال البرهان نفسه محاصراً في زاوية ضيقة.
فأعاد تكرار تجربة "فرانكنشتاين" بحذافيرها.
تحالف مع أعدائه التاريخيين، قوات دارفور "الأفريقية"، ضد حلفائه السابقين، قوات دارفور "العربية" (الجنجويد). وشمل التحالف بشكل رئيسي "حركة تحرير السودان" بقيادة مني مناوي. و"حركة العدل والمساواة" بقيادة جبريل إبراهيم.
فتح البرهان مخازن أسلحته، وزوّد هذه القوات بدبابات، ومدافع ثقيلة، ومدافع مضادة للطائرات، ودرونات (طائرات مسيرة).
ايضا، سلم البرهان قادة هذه القوات مفاتيح السلطة في الدولة. عين جبريل إبراهيم وزيراً للمالية، ومني مناوي حاكماً لإقليم دارفور.
على غرار ما فعله البشير مع حميدتي، منح البرهان قوات "أفريقية"، تستند على أساس عرقي، شرعية هائلة فى الدولة. وقوة نارية عسكرية كبيرة.
هنا تكمن استعارة "وحش فرانكنشتاين."
تاريخياً، لا تخضع هذه" القوات المشترك" لقيادة الجيش، بل تدين بالولاء لقبائلها "الأفريقية" في دارفور.
وتكمن مأساة "فرانكنشتاين" في الحكم في أن الصانع ينسى دائماً أن للوحش أجندته الخاصة.
والأسوأ من ذلك، أن الصانع لا يقدر بسهولة نزع سلاح مخلوق قضى سنوات في تغذيته، وتسليحه، وتمكينه.
الآن، بعد أن ذاق كل من إبراهيم ومناوي طعم السلطة المركزية، وسيطرا على أسلحة الدولة الثقيلة، أصبحت عندهما "انيابا عسكرية" تمكنهما من قول "لا."
وإذا لم يلبى البرهان مطالبهما، سيشكلان له نفس التهديد الذي شكله حميدتي.
واخيرا، إن لجوء الجيش السودانى المتكرر لطلب مساعدة قوات خاصة من أجل البقاء لم ينقذ الدولة السودانية. ولن ينقذها. وها هو الجيش السودانى الأن يبنى مختبرا لخلق وحش جديد، "وحش فرانكنشتاين."
